The purpose of this ITT is to appoint a single supplier, operating under a Framework Agreement, to provide Services to Scottish Enterprise (“SE”), and the respective subsidiary and associated companies and undertakings, and public bodies sharing complementary economic development and/or training objectives (together, the “Purchasers”).
Scottish Enterprise (therein referred to as SE) is seeking to tender a package of support to service the demand from Scottish based exporting companies with trade process and regulatory enquiries which are complex or technical in nature. The main objective is to assist companies to overcome real time challenges and issues to help them continue to export goods and services.
The purpose of this ITT is to enable Scottish Enterprise (SE) to appoint suppliers to a multi Lot framework of specialists to provide commercialisation advisory and educational training support to select Scottish university pre- and post-spinout projects and other Scottish-based early-stage start-up companies within SE’s High Growth Company Support (HGCS) service.
The framework will be delivered via two services, Specialist Business Support and an Executive Education Programme, and is structured around four separate Lots.
The framework is expected to be in place for 2 years with the option to extend for a further 12 months if required.
Scottish Enterprise intends to undertake a competitive tendering process to appoint a supplier to provide the full range of property management services across its investment property portfolio. This portfolio, which is subject to regular change, was recently valued (September 2023) at GBP153M and comprises industrial buildings, offices, multi-occupancy business centres, science & technology parks, development land and other property interests.

Scottish Enterprise envisage that the contract will commence on 1 July 2024. The contract duration is 4 years, with the option to extend for 2 x 1-year periods, totalling 6 years overall.
The estimated value of the contract over the full duration is anticipated as being between GBP1,800,000 and GBP2,400,000 (excl VAT).
Scottish Enterprise wishes to appoint a lead consultant to deliver a detailed design and tender ready package for a deep retrofit project at the Brunel Building at the Scottish Enterprise Technology Park at East Kilbride.
The contract is anticipated to start in November 2023 and conclude in March 2024. The value of the contract is estimated as between GBP140,000 and GBP200,000 (excluding VAT).
Scottish Enterprise is seeking to appoint a professional and expert insurance broker to act as our contracted Agent and oversee all insurance related activity on our behalf, with input and agreement from our nominated staff as needed. This will include:
(i) Professional advice on insurance market and risks which are appropriate to our current and future business activities.
(ii) Procuring and placing annual insurance policies on our behalf.
(iii) Handling any claims, or insurance related queries
(iv) Deal with all insurance related matters in connection with the SE Investment property portfolio.

It is anticipated that the contract will commence on 1 June 2025 for an initial period of 3 years to 31 May 2028, with the potential to extend the contract by mutual agreement for a further 2 x 12-month periods up to a final contract end date of 31 May 2030. An existing contract with our current insurer is due to expire on 31 May 2025.
The estimated value within II.1.5 of the Contract Notice includes the estimated costs of the insurance polices in addition to any fees.
The purpose of this ITT is to appoint a single supplier, operating under a Framework Agreement, to provide Photographic Management Services. This will include a web based photographic library to catalogue and allow access to the images by all our staff and also commission photographic work required for Scottish Enterprise across Scotland. We are looking for a single supplier to provide all of the services detailed in the objectives, as set out in the Invitation to Tender, to Scottish Enterprise.
This procurement is for the appointment of a facilitator(s) for 4 agritourism monitor farms, 2 in the Scottish Enterprise geographic area, 1 in the Highlands & Islands Enterprise area and 1 in the South of Scotland Enterprise area. The project will include:
Recruitment of agritourism monitor farms, in person meetings, on-line meetings; expert sessions (key topics identified by both the monitor farmer and the wider community group members); annual reports, a final report and performance tracking of participating businesses.
Key topics will be identified by both the monitor farmer and the wider community group members who will be asked to be part of the project. The monitor farmer sets an agenda to improve the profitability, productivity, and sustainability of the business over the duration of the project. The monitor farm concept allows farmers to share experiences, find out how others have tackled problems and adopt best practice. Facilitation will be required at each meeting, but also in preparation for each meeting, and follow up thereafter.
It is anticipated that the contract will start on 24 July 2023 for a period of 41 months.
After this period, Scottish Enterprise will have the option to extend the contract for a further period of 12 months.

The purpose of this ITT is for Scottish Enterprise to appoint a property consultant to (i) develop an appropriate search criteria and scoring methodology for property acquisitions that reflect current SE strategy, (ii) provide the necessary professional services to support property acquisitions in line with SE’s obligations for best value under the Scottish Public Finance Manual (SPFM), (iii) represent SE in acquisition negotiations with vendors, (iv) liaise with SE’s professional and legal advisors to conclude acquisitions on satisfactory commercial terms. The services may also encompass providing advice on property appraisals, and associated commercial advice, where SE considers providing grant aid funding for existing landowners is an appropriate way to unlock sites for future development.
It is anticipated that the contract will start in July 2023 and is anticipated to end in June 2025. SE will retain the option of two extension periods. The first extension period will be for a further 48-month period, the second extension period will be for a further 12-month period.
The total estimated value of the contract over the total duration is estimated to be between GBP150,000 and an overall fee cap of GBP200,000 (excl VAT).

Scottish Enterprise (SE) are looking to put in place a new framework for the provision of a shared internal audit service to cover IT and digital requirements. A limited amount of non-IT audit activity supporting the existing internal resource may also be required through this framework (including for example forensic accounting, assurance audit reviews and investigatory audit reviews).
The framework is expected to commence on 1 April 2026
The purpose of this Invitation to Tender (ITT) is to appoint a single supplier to deliver stand design, build (construction) and dismantling at Seafood Expo Global 2025 as set out below, to Scottish Enterprise.
SE and Forth Green Freeport wish to appoint a single supplier to deliver a strategic assessment of the utilities capacity and constraints across the FGF tax sites. The project will be delivered in three phases.
It is anticipated that the contract will start in February 2026.
Scottish Enterprise (SE) seeks to appoint a supplier who can deliver an end to end (full funnel) content marketing and lead generation and lead nurturing capability covering our key international geographic locations and target sectors and industries. The purpose of this ITT is to appoint an anticipated number of up to 4 suppliers over 2 Lots to deliver periodic expert support a range of different investment management, accounting, and corporate finance interventions as detailed in the Scope of Services section in the Invitation To Tender.
Scottish Enterprise has 4 primary office locations in Scotland where our staff work, and we do business.
We are offering a contract opportunity for a supplier to provide professional, and customer focused on-site facilities and office support service in these locations, Glasgow, Edinburgh, Dundee, and Aberdeen, with Glasgow being our corporate headquarters. We also have some other smaller drop-in spaces in other towns across Scotland, which are shared locations with other agencies, and whilst on-site services are not needed at these additional sites, some virtual support will still be required.
We require a service which will include welcoming visitors to our offices, answering telephone calls, as well as supporting the general day to day running of the on-site facilities services for our staff, visitors, and other building users in conjunction with Scottish Enterprise staff.
It is anticipated that the contract will commence on 1 June 2024 for an initial period of 24 months to 31 May 2026.
Following the initial period, Scottish Enterprise will have the option of 3 x 12-month additional extension periods.
The Trustees of the Scottish Enterprise Pension & Life Assurance Scheme (the Scheme) are tendering to appoint a single supplier for provision of an Investment Consulting Service for the period 1st October 2024 to 30th September 2027 with the option to extend until 30th September 2028.
Scottish Enterprise require a contract to facilitate the cleaning of our Glasgow office. The aim of the contract is to support the provision of clean, safe, well-maintained, and compliant offices for all staff and visitors.
The contract has an anticipated start date of 22 July 2024 and will run for 24 months, with 2 x 12 month optional extensions.

The purpose of this ITT is to appoint a single supplier to a Framework Agreement to deliver International eCommerce Challenge - Programme Accelerator Framework, as set out in the Invitation to Tender documentation, to Scottish Enterprise.
It is anticipated that the Framework Agreement will start in November 2023 for a period of 24 months. The value of the Framework Agreement is expected to be in the region of between GBP110,000 and GBP160,000 excluding VAT.
After this period, Scottish Enterprise will have the option to extend the Framework Agreement for a further period of 24 months with an estimated value between GBP110,000 and GBP160,000 excluding VAT.
Scottish Enterprise and South of Scotland Enterprise are looking to establish a framework to deliver on tax advisory and related services and will operate as a single supplier framework. Procurement of the services will cover the provision of advice known and anticipated tax consequences which flow from SE and SOSE activities.
CONTRACT AWARD NOTICE - Scottish Enterprise has completed a tender process and awarded two separate contracts (via Lots) for the provision of company research databases. The databases are for an ‘off-the-shelf’ solution, hosted remotely and accessible to end users (Scottish Enterprise staff) via a website. The databases will form part of a portfolio of research databases which will be used by Scottish Enterprise staff to develop and deliver services and to support Scottish businesses.
The contracts for the provision of these databases are for a period of one year and will commence from 12 April 2024. Scottish Enterprise may take up the option to extend the contracts for a further one year period.
The purpose of this ITT is to appoint a single supplier to a Framework Agreement to develop and implement an industry led investor relations proposition for Grangemouth which showcases opportunities for investing in the site. This is in line with the expectations of the Grangemouth Future Industries Programme Board (GFIB), landowners, communities and unions and supports the Just Transition Plan being led by the Scottish Government, as set out below, to Scottish Enterprise.
