ScotRail Trains Ltd seeks to appoint a qualified and experienced Service Provider (SP) to deliver a Technical Support and Spares Supply Agreement (TSSSA) for the Class 380 Electric Multiple Unit (EMU) Fleet, operated under ScotRail Trains Limited.
The appointed Service Provider shall provide an integrated, performance-driven solution encompassing technical support, maintenance spares management, and fleet improvement campaigns, aligned to the Operator’s objectives of enhancing fleet reliability, availability, safety, and customer experience. All units were manufactured and commissioned between 2009 and 2011.
The TSSSA will ensure the continued performance of the Class 380 fleet through robust engineering support, efficient material management, and proactive condition-based maintenance interventions. This partnership will promote long-term sustainability, value for money, and innovation within the ScotRail rolling stock maintenance programme. Current arrangements expire in December 2026 and this new procurement activity will commence in late-2025.

Market Engagement - ScotRail Train Stock Allocation System
The allocation of our available rolling stock to diagrams by the Train Service Delivery Managers (TSDM’s) at the start of the day and during disruption is a critical process for daily operational performance on Scotland’s Railway. ScotRail are formulating a rail operations systems strategy and intend to review the market and choose a long-term combination of systems as we look to modernise operations and prepare for the introduction of new rolling stock and further electrification.
ScotRail operate c2,400 services a day Monday – Saturday with this reducing on a Sunday. The operations control centre has 15 separate desks which would be utilising the system 24/7. The 15 separate desks would require instant access concurrently. The requirement will be c70 users in total across various shifts [although flexibility to increase the user numbers would be required].
ScotRail are looking to conduct market engagement to understand the capabilities of potential suppliers and understand which systems are in the market which have the functionality to:
- Receive planning exports from train planning systems and maintaining a database of services.
- Receive crew updates from Rostering systems and maintain a database of them.
- Maintain a database of rolling stock and their positions.
- Allow TSDM’s to allocate stock and to diagrams.
- Track rolling stock mileages and update fleet management systems to ensure maintenance plans are kept up to date.
This market engagement will shape our future systems strategy and specification. SR564 - Sub-Surface On-Train Connectivity in Glasgow
ScotRail wish to improve the connectivity for trains, staff and passengers within the subsurface stations and tunnels in the Glasgow area between Partick Station and High Street via Glasgow Queen St Low level and Partick Station and Dalmarnock Station via Glasgow Central Low Level. The purpose of this activity is to carry out market engagement to understand what can be achieved with connectivity in this area, to help provide detail for a business case to move forward, as well as identifying potential organisations ScotRail can partner with to deliver the improvements. There is no current funding committed, and progression and approval will depend on the commercial viability and technical viability of proposed solutions.
