The Government of St Helena would like to invite organisations to submit a Tender for "Fuel Infrastructure Project at Rupert's BFI - Designing, Completing Repairs and Replacing Components" The Services consist of providing Consultancy Services for the Fuel Infrastructure Project, incorporating: • Recommending the final ground fuel delivery method based on technical, logistical, economic, and environmental and safety factors. • Providing a revised design solution based on the agreed method of ground fuel delivery • Ensuring effective management of the construction, completion and commissioning of the St Helena Fuel Infrastructure Project. The island of St Helena is an internally self-governing Overseas Territory of the United Kingdom located in the South Atlantic approximately 4,000 miles from the UK. The Government comprises a Governor (who is appointed by the Crown) an Executive Council, which has the general control and direction of Government, and a Legislative Council. The Governor retains responsibility for internal security, external affairs, defence, the public service, finance and shipping. The island's population is around 4,440 (2021 Census) and it has a typical small island economy with a high import dependency, a narrow economic base, a large public sector and significant outward labour migration. St Helena receives UK Government financial assistance to support recurrent and capital expenditure as part of their obligation to ensure that the reasonable needs of the population are met. The island is currently served by a weekly flight from Johannesburg, and a 6-weekly supply ship from Walvis Bay, Namibia. The Government of St Helena has received planning permission and is committed to constructing a new prison development on a rural, greenfield site in the north-east of the island. A concept design has been developed for the new prison to house approximately 60 inmates. It is envisaged that the detailed design of the new prison will be based on the UK Ministry of Justice (MOJ) Category C requirements, incorporating appropriate relaxations/exemptions to suit the particular circumstances of St Helena. The Government of St Helena intends to procure the new prison under design & build arrangements (FIDIC Yellow Book). The proposed prison will be located within the Longwood Area (Bottom woods) and will require for the provision of a new access road, civil works to form the proposed site, associated service provisions (anticipated to include for a sewerage treatment plant which may be required to service properties in the Longwood locality), full build and subsequent fit out. Therefore the Government of St Helena would now like to invite firms, who have an appropriate track-record of designing and/or building prisons, to submit a design and build tender for the construction of a new prison in St Helena. The St Helena Government (SHG) is seeking to engage a suitably qualified organisation to develop a Water Resource Management Plan for the period 2024-2050 The Services shall consist of developing a Water Resource Management Plan for the period 2024-2050, which will involve producing the following outputs: • The Inception Report • Draft WRMP Report (To be used for on Island stakeholder consultations) • Final WRMP Report (for publication and budget planning and implementation) • Cost effectiveness analysis report to include the detailed project and lifecycle costs for the preferred and recommended options • Outline EIA report (for all considered and identified options) • Water tariff affordability report (to include impact on the current tariff and projected increase). The need for a new Prison is identified as a strategic priority of the Economic Development Investment Programme (EDIP), which is funded by the UK Government. The Government of St Helena (SHG) has received planning permission and is committed to constructing a new prison development on a rural, greenfield site in the north-east of the island. A concept design has been developed for the new prison to house approximately 60 inmates. It is envisaged that the detailed design of the new prison will be based on the UK Ministry of Justice (MOJ) Category C requirements, incorporating appropriate relaxations/exemptions to suit the particular circumstances of St Helena. SHG wish to procure the services of a reputable and proficient consultancy organisation to develop the current Prison Design into a full technical and detailed design, and prepare tender documentation for the construction stage. At the sole discretion of the Client, the Consultant may be retained for the supervision of construction, through to Handover to the Client. In addition, the Design Consultant is also expected to produce the full suite of design documentation for the new Sewerage Treatment Plant (STP) which will be suitable for the Prison sewage, as well as that from Longwood and Bottom Woods communities.
