St Osyth Priory & Parish Trust is currently in the development phase of a Round 1 application to the National Lottery Heritage Fund (NLHF) which will focus on the redevelopment of the Tithe Barn and Old Dairy and into hireable event and community spaces. St Osyth Priory & Parish Trust wishes to appoint a suitably qualified and highly experienced Project Manager and Quantity Surveyor to work on the Development and Delivery Phases - RIBA 2 to RIBA 7 of this aspect of the project. This ITT sets out the background to the project, the tender process, timescales and management arrangements. There is, however, no guarantee that Delivery Phase services will be required, and bidders should take account of this. The Project Manager will be required to work with the immediate Project Team, including the Quantity Surveyor, Multi-Disciplinary Design Team and all other consultants towards the development and successful completion of the NLHF Round 2 application in August 2026. This will involve procurement and ensuring that all team members are delivering against the terms of their contracts and are providing work of a quality that meets NLHF and St Osyth Priory & Parish Trust's expectations and requirements. The Project Manager will be a key post in ensuring that the vision and ambition of the project are realised in a timely, efficient, and cost-effective manner, and that all of the elements of the application are interwoven and developed in tandem. St Osyth Priory and Parish Trust wishes to appoint a suitably qualified and highly experienced Fundraising Consultant to work on the Development phase if this project. This ITT sets out the background to the project, the tender process, timescales, and management arrangements. There is, however, no guarantee that Delivery Phase services will be required, and bidders should take account of this. Working closely with the Board of Trustees and the Project Manager, this role will include supporting a range of projects across a wide spectrum of fundraising mechanisms including: donor engagement and development; fundraising in line with the strategic objectives; community fundraising; events; commercial marketing and creating any Gift Aid opportunities from events. Coworking and collaboration with the Project Manager for the fundraising strategy and implementation will be required to ensure that funding is in place to support the capital programme, rollout the supporting activity plans and the day-to-day running of the Trust. You will also be required to support funder reporting and the development (writing and submission) of the Delivery Phase Application to The National Lottery Heritage Fund. SOPPT need to raise approximately £850K in match funding, volunteer hours and in kind support from a variety of sources, for example Trusts and Foundations, Individuals and Corporates. With public access restored through events and the education centre after 30 years of closure, The National Lottery Heritage Fund Development Phase funded Project will focus on the redevelopment of the Grade II* listed Tithe Barn and Grade II listed Old Dairy into an attractive venue that can host weddings, celebrations, and community events alike. As part of this project, The Trust are offering a consultancy for a historian (including archaeologists, heritage librarians, museologists, archivists, teachers, and heritage architects) to explore the history of St Osyth Priory and to engage our volunteers and community with the heritage of the site. Please note, that this position is funded by The National Lottery Heritage Fund Development Phase Grant. The history of the site is under-researched, but information is available from a number of sources, with the Priory specifically referenced in documents relating to the dissolution in the National Archive and British Library, St Osyth mentioned in the Anglo-Saxon name stones at Lindisfarne, and the seal of St Osyth held by Alnwick Castle. Further information is available via the collections of Colchester Castle, a Historic England report, the works of local historian Phyllis M Hendy, and previous studies by architects from City & Country. The Trust will support access to these works where possible. The Historian will undertake research into the history of St Osyth Priory; this could include existing collections held by St Osyth Museum, a related historic event or topic or respond to an identified gap in the existing body of historical work. Overview Working closely with the Education Manager, this role will support the St Osyth Priory and Parish Trust education and engagement ambitions. The successful candidate will provide day to day support to the Education Manager and assist in planning, supporting and delivering activities from the action plan - most importantly developing relationships and partnerships within local communities as part of The National Lottery Heritage Fund project. The Trust are also looking to appoint a Evaluation, Economic and Social impact Consultant, and would welcome submissions from those interested in both opportunities. The Business Planning Consultant will be required to work with the Project Team towards the development and successful completion of the National Lottery Heritage Fund Delivery Phase Application in 2026. The Business Planning Consultant will work with St Osyth Priory and Parish Trust and other consultants to research, understand, model and present the financial and other business matters of the project. The Business Plan will look at the market for the Tithe Barn and Old Dairy project and detail revenue, governance, management and staffing implications, as well as assess risk, for the project outcomes. The Plan will need to include organisational and financial models that will support a sustainable delivery of the project. This will include the potential for income generated through retail, employment, catering and possibly accommodation opportunities on the site. The Business Plan will comply with the 2019 National Lottery Heritage Fund guidance (Strategic Framework 5). We anticipate the Business Planner will liaise with key stakeholders, including the incumbent operator for weddings and events. This is a Heritage Enterprise project, and the evaluation needs to encompass the needs of this grant programme. This ITT outlines the background to the project, the tender process, timescales, and management arrangements. There is, however, no guarantee that Delivery Phase services will be required, as this is contingent upon successful funding, and bidders should take this into consideration. Development Phase Budget: £25,000 Delivery Phase Budget: £35,000 (Subject to successful funding) Role, Scope and Responsibilities The Evaluation, Economic and Social Impact Consultant will be required to work with the Project Team to coordinate the evaluation of all aspects of the project and write the final Evaluation plan in line with The National Lottery Heritage Fund guidelines. Helping us to improve as we progress will be as crucial as compiling the final report. We expect the evaluation consultant to work closely with us throughout the project's duration. The consultant will be tasked with capturing data related to the Economic and Social Impact. We would also like the project's framework to be consistent with HM Treasury's 'Green Book', 'Magenta Book' and The National Lottery Heritage Fund's good practice guidance. This work will be split into two phases: • Development Phase: o preparation of an evaluation framework o An evaluation of the Development Phase • Delivery Phase: o Evaluation of the Delivery Phase The final report should include detailed recommendations for the project's legacy.
