The Supply of Technical Resource Services for Wimbledon Depot
SWRL's class 458 is entering a descaling of services before being placed in warm storage from 20/04/2026 to 03/08/2026. This contract allows for the maintenance of the fleet throughout this process. Due to the technical qualifications needed and the urgency of need, we are aiming to Direct Award the contract as Rail Reliability Consultancy Services (RRCS) is the only supplier able to provide these Services without subcontracting as they already have the accreditation and Technical Competency needed which no other supplier has.
Due to expert SWRL technical Staff at Wimbledon Depot retiring and leaving SWRL employment as the new fleet of trains Cl 701 came into service. SWRL did not have competent staff to maintain the Cl 458 fleet.
RRCS will supply a team of highly qualified competent technicians and a Project manager (who are all either time served and qualified within the rail industry or time served and qualified within other engineering sectors). to support with the extension for "A Managed labour supply of Technical Resource at SWRL Wimbledon Depot for the Class 458 Maintenance Activities."
Technical Support and Spares Supply Agreement Class 701
To provide Technical Support and Spares Supply for Class 701 Fleet
Agreement for the provision of training, technical support and supply of spares in relation to the contracting authority's 60 x 10 car units and 30 x 5 car units of Class 701 rolling stock. The supplier will be the supplier of all spares required by the contracting authority for the maintenance of the fleet.
Our current Gate Line and Ticket Checking is due to expire in April 2025 for the 45 stations
that operate Automatic Ticket Gates (ATGS) across SWR network from London Waterloo to
Bournemouth and Salisbury.
The previous contract was tendered under 2 lots reflecting the Head of Stations & Revenue
Protections regions in SWR. Currently there are two incumbent suppliers to SWR, one
providing re-source for Waterloo and Metro Regions the other the Central, South and West
Regions. These suppliers cover, SWR Customer Service Assistants (CSA) vacancies, long
term and short-term sickness, absence and short notice cover.
It is our intention to re-tender this contract for a period of 23 month from the 20th April
2025, mobilisation to start in February, with the option of a further three year extension
under one or two lot covering the 45 Locations. As part of our re-tendering of this contract
we expect from the successful supplier:
• To adhere to all current and future, employee and health and safety legislation
• Provide, staff that are professional and focused on meeting our customers' expectations.
• That the contract will represent true value for money for South Western Railway
• That any failings or damage by the supplier listed within the contract will be recognised and
South Western Railway receive recompense.
• That have achieved Achillies, ISO 9001
The Services cover the provision, maintenance, support, billing, and housekeeping of Amazon Web Services and Microsoft Azure accounts and subscriptions. First Rail Holdings' IT Infrastructure team administers the contract, including invoicing, usage analysis, and problem escalation management.
SWR require around 5,000 taxis per period to facilitate the traincrew diagrams and run the service on time. The Taxis required covers around 2/3 diagrammed and the rest are ad-hoc or emergency.
There are planned taxis which run every day, one-off taxis are also required during engineering / special events, and also emergency taxis on the day if there is disruption to the train service.
The provision of these fully managed Services must be delivered in accordance with the specification and Supplier's obligations.
Provision of a platform to allow stock and crew rostering and train planning for delivery of the train service. Direct award for an interim period to allow continuity of service whilst a partial replacement system is implemented and the remainder is tendered.
Provision of Trespass Detection & Alerting Service Costs for Five SWRL Stations
The objective is to deploy a smart analytics solution to detect, track, and alert for trespass incidents across
high-risk track sections, station platforms, and restricted areas.

can then be evaluated and exported to your CMS for your management purposes.
Direct award of a Lease for Class 455 rolling stock
Direct award of a 3 year contract for the leasing of up to 79 x 4 car units of Class 455 rolling stock with the ability to hand back units on 1 month's notice . The lease of the rolling stock is on the basis that the contracting authority (rather than the supplier) is responsible for all maintenance of the vehicles.
The Lease also contains a right to transfer or sub-let the contract to certain third parties and an obligation for the supplier to enter into a direct agreement with the Secretary of State in
parallel to the Lease. The direct agreement permits the Secretary of State to call for a New Contract in the event of the termination or expiry of the contracting authority's services agreement with the Secretary of State. The duration of the New Contract would typically be up to 3 years and the terms of the New Contract and the circumstances in which the direct agreement can be relied upon are all unambiguously set out in the direct agreement. The
Lease also contains provisions addressing adjustments to monthly rentals on the basis specified in the Lease if certain modifications to the rolling stock are required which are to be funded by the Lessor. In the event that the contract is transferred or sub-let to a third party, a direct agreement is relied upon by the Secretary of State or modifications to the rolling stock are required and are to be funded by the Lessor, it is considered that these would be
permitted modifications provided for in the contract.
Direct award of a Lease for Class 444/450 rolling stock
Direct award of a contract of between 3 to 5 years in duration (which remains subject to settlement of commercial terms) for the leasing of 45 x 5 car units of Class 444 rolling stock and 127 x 4 car units of Class 450 rolling stock and related spares and special tools. The lease of the rolling stock is on the basis that the contracting authority (rather than the supplier) is responsible for all maintenance of the vehicles.
The Lease also contains a right to transfer or sub-let the contract to certain third parties and an obligation for the supplier to enter into a direct agreement with the Secretary of State in parallel to the Lease. The direct agreement permits the Secretary of State to call for a New Contract in the event of the termination or expiry of the contracting authority's services agreement with the Secretary of State.
The duration of the New Contract would typically be up to 3 years and the terms of the New Contract and the circumstances in which the direct agreement can be relied upon are all
unambiguously set out in the direct agreement. Direct award of a 5 year contract for the leasing of 10 x 2 car units of Class 158 rolling stock and 29 x 3 car units of Class 159 rolling stock . The lease of the rolling stock is on the basis
that the contracting authority (rather than the supplier) is responsible for all maintenance of the vehicles.
The Lease also contains a right to transfer or sub-let the contract to certain third parties and an obligation for the supplier to enter into a direct agreement with the Secretary of State in
parallel to the Lease. The direct agreement permits the Secretary of State to call for a New Contract in the event of the termination or expiry of the contracting authority's services agreement with the Secretary of State. The duration of the New Contract would typically be up to 3 years and the terms of the New Contract and the circumstances in which the direct agreement can be relied upon are all unambiguously set out in the direct agreement. Direct award of a Train Services Agreement for Class 444/450 rolling stock
Direct award of a 5 year contract (Train Services Agreement) for the provision of train maintenance services in relation to the contracting authority's fleet of 45 x 5 car units of
Class 444 rolling stock and 127 x 4 car units of Class 450 rolling stock . The service provider will also be the supplier of all spares and consumables required for the maintenance of the fleet.
The Train Services Agreement also contains a right to transfer or sub-let the contract to certain third parties and an obligation for the service provider to enter into a direct agreement with the Secretary of State in parallel to the Train Services Agreement. The direct agreement permits the Secretary of State to call for a New Contract in the event of the termination or expiry of the contracting authority's services agreement with the Secretary of
State. The duration of the New Contract would typically be up to 3 years and the terms of the New Contract and the circumstances in which the direct agreement can be relied upon are all unambiguously set out in the direct agreement. The Train Services Agreement also contains mechanisms under which additional services can be requested in the circumstances prescribed in the TSA and can be modified to deal with a change in law, a change to the Page 2 to 6 relevant consent or a change in the Operator's Safety Management System as well as to require the implementation of certain cyber security measures ("the Change Provisions"). In the event that the contract is transferred or sub-let to a third party, a direct agreement is relied upon by the Secretary of State or any of the Change Provisions are engaged, it is considered that these would be permitted modifications provided for in the contract."
Direct award of a short term interim Technical Support and Spares Supply Agreement for Class 701 rolling stock
Direct award of a short-term interim contract for a maximum of 6 months (Technical Support and Spares Supply Agreement) for the provision of training, technical support and supply of
spares in relation to the contracting authority's 60 x 10 car units and 30 x 5 car units of Class 701 rolling stock (the "6 month TSSSA").
This interim award is made to enable finalisation of the longer term direct award contract previously published under ref-ocds-h6vhtk-05126b.
The intention being to award the longer term contract as soon as possible within the term of the 6 months TSSSA or, if that is not possible, on expiry of the 6 month TSSSA for a contract
term no longer than 5 years from the award of the interim agreement, therefore the subsequent final contract term will be for a period equalling 5 years less the term of this interim contract, preserving an overall 5 year term.
The contract value represents a maximum that could be earned during the 6 month TSSSA.
Provision of Maintenance and Support of Automatic Passenger Gate Systems
Direct award of a 3 year contract with options to extend by a further 3 years in annual increments for Support Services including installation, commissioning, ongoing maintenance and operation of automatic passenger gate lines at South Western railway & Network Rail stations.
The contract also contains a right to transfer or sub-let the contract to certain third parties and an obligation for the supplier to enter into a direct agreement with the Secretary of State in parallel to the contract. The direct agreement permits the Secretary of State to call for a New Contract in the event of the termination or expiry of the contracting authority's services agreement with the Secretary of State. The duration of the New Contract would typically be up to 3 years and the terms of the New Contract and the circumstances in which the direct agreement can be relied upon are all unambiguously set out in the direct agreement. In the event that either the contract is transferred or sub-let to a third party or a direct agreement is relied upon by the Secretary of State, it is considered that this would be a permitted modification provided for in the contract.
