Smart Applications Management Limited (SAM) is the trading name of South West Smart Applications Limited, a Membership based central purchasing body, which owns and runs the National Mobilities Procurement Hub for its Members. This Framework is seeking the provision of RTPI Content Management Systems, Ticket Vending Machines, Electronic Ticket Machines, Accessible Rail Information and Support Units, and Transport and Data Managed Services. These five Lots form the focal point for any modern Ticketing & Information Scheme in managing customer information, journey planning, physical sales, revenue, and a range of customer facing managed services. Lot 1: RTPI Content Management Systems (CMS) The RTPI CMS Lot provides a supplier-agnostic Content Management System for Real Time Passenger Information, integrating with standards like GTFS, SIRI, BODS, and RSS. It must distribute real-time schedules and multimedia content to Passenger Information Displays, managed through a secure web portal with layout control, multilingual messaging, and access management. The system must be scalable, cloud-hosted, GDPR-compliant, and include monitoring, fault management, and reporting. Delivery requires commissioning, testing, migration, and maintenance, with defined backup, PID interfacing, and documentation. Suppliers must follow formal project management, deliver training, and meet strict KPIs for availability, updates, and transparency. Lot 2: Ticket Vending Machines The Ticket Vending Machine (TVM) Lot focuses on providing modern, reliable, and accessible equipment aligned with operational and customer needs. The requirements highlight durability, accessibility compliance, and integration with transport systems, while ensuring wide payment options such as contactless, mobile, and cash for inclusivity. Priority has been given to cybersecurity, remote monitoring, and easy maintenance to reduce downtime and costs. The machines also support long-term goals of sustainability, scalability, and future-proofing, using energy-efficient, recyclable components and allowing upgrades for new products or payments. User experience is central, with clear interfaces, multilingual support, and accessibility for disabled passengers. Overall, the process delivers robust, user-friendly, and cost-effective TVMs that will remain a reliable backbone of the transport network. Lot 3: Electronic Ticket Machines The ETM Lot covers the supply, installation, and maintenance of Electronic Ticket Machines for public transport. Machines must support ITSO smartcards, EMV contactless, mobile ticketing (QR, barcode, NFC), and cash, while integrating with back-office systems for revenue and data exchange in line with ITSO, PCI-DSS, and BODS. They should be reliable, user-friendly, process transactions quickly, adapt to future needs, and link with Intelligent Transport Systems for real-time information and vehicle tracking. Suppliers must ensure strong project delivery from design and testing to deployment and lifecycle support, including staff training, spares, and repairs. Defined SLAs cover uptime, fault resolution, and updates. Security requires encryption, key management, and compliance with financial and data protection standards. Ongoing monitoring, reporting, and proactive updates are expected to maintain performance and meet evolving passenger needs. Lot 4: Accessible Rail Information And Support Units Accessible Rail Information and Support Units play a vital role in ensuring that all passengers, including those with disabilities or additional needs, can travel with confidence and independence. These units provide clear, consistent, and user-friendly information about train times, routes, facilities, and accessibility features both online and at stations. These units will also offer facilities through which passengers can ask for assistance with practical help like boarding support, guidance through stations, and access to mobility aids. By combining reliable information with on-the-ground assistance, Accessible Rail Information and Support Units break down barriers to travel, promote inclusivity, and make public transport a safe and welcoming option for everyone. Lot 5: Transport And Data Managed Services The Transport and Data Managed Services Lot within the Framework provide public sector and operator purchasers with a range of secure, reliable, and scalable 'managed' solutions for handling the movement and management of critical transport and data information and services. By using managed services, purchasers benefit from expert monitoring, proactive issue resolution, and optimised infrastructure without the burden of managing complex systems in-house, all while maintaining compliance, security, and performance standards. This Framework is seeking the provision of multiple Software as a Service Lots providing Concessionary Travel Customer Management (CT-CMS), Commercial & Concessionary Travel Customer Management (CCT-CMS), Web and App Digital Retail (inc MaaS), ITSO PAYG E-Purse Systems, Business Intelligence Software, and Convenience Store Transport Ticketing Retail Development and Services. Framework Lot 1a is for the provision of a Concessionary Travel Customer Management System (CT- CMS), which is the core customer management software delivering high quality management of sensitive customer information and acting as the key conduit between SAM or a SAM Member and all other elements of a Concessionary Travel System. There is a great importance on the ability of the CT-CMS to interact reliably with other non-ITSO and ITSO components to ensure full transparency of the customer activities. The CT-CMS Lot also provides the opportunity to provide optional elements desired by SAM Members, to complement the CT-CMS including a third party Web Interface, and a Reimbursement Module for apportioning concessionary reimbursement payments to Operators. Framework Lot 1b is for the provision of a Commercial & Concessionary Travel Customer Management System (CCT-CMS), replicating all of the Lot 1a requirements but with enhanced functionality to support commercial ticketing. Framework Lot 2a is for Web Retailing for transport ticketing. The requirement is for passenger facing, outcome focussed concessionary and commercial Web Portals retailing products and services for transport ticketing. It is expected that Tenderer's solutions are available now, modular based, and do not require significant new development other than configuration to meet a Customer's business rules. Framework Lot 2b is for Digital Retail Mobile Apps, including Mobility as a Service (MaaS) Apps. The requirement is for passenger facing, outcome focussed App retailing products and services for transport ticketing. It is expected that Tenderer's solutions are available now and do not require significant new development other than configuration to meet a Customer's business rules. It is designed to support as many solutions as possible from a small-scale Barcode App for scholars travel - to a full MaaS App integrating with multiple third party systems. Framework Lot 3 is for ITSO Pay As You Go (PAYG) E-Purse Services with associated Transit Settlement System (TSS) to provide an FCA regulated payment system for an ITSO Stored Travel Rights (STR) product. The PAYG-TSS will deliver an end to end payment system for multiple operators who make use of a scheme STR or a single operator who chooses to have their own STR. Framework Lot 4 is for the provision of Business Intelligence Software bringing together travel and customer data, to support detailed data analytics and reporting for a SAM Member. The BIS platform is required to take daily data feeds from multiple software sources including, but not limited to an ITSO AMS-HOPS; Customer Manager System(s), Concessionary and Commercial Web Portals, as well as additional 3rd Party systems such as Transit Settlement Schemes, and hosts the data on a dedicated secure platform for multi-system analysis and reporting. Framework 5 is for Convenience Store Retailing of Smart Ticketing Products, providing passengers with an ability to purchase and top up ticketing and related products on to their smart media within a local store environment.

This Framework is seeking the provision of multiple Software as a Service Lots providing ITSO AMS HOPS, ITSO Part 11, and Account Based Ticketing (ABT) Systems, Development and Services. Framework Lot 1 is for the provision of an ITSO AMS-HOPS, which is the core ITSO component which acts as the key conduit between all other elements of an ITSO and wider ticketing System. There is a great importance on the ability of the system to provide a reliable means of generating, hosting and exchanging data between various ITSO components based on open transparent interfaces, but which at the same time ensures that there is full transparency of the activities which is undertaken through user accessible views into the HOPS and high quality reporting outputs. Framework Lot 2 is for the provision of an ITSO Part 11 Service which enables the travelling customer to download smart products or top ups immediately to a remote device such as an NFC enabled phone. The Part 11 solution also opens up a number of other retail channels and collection points providing the customer with a comprehensive network of retail sales and fulfilment. Framework Lot 3 is for the provision of an Account Based Ticketing (ABT) Back Office System, which is a core platform to allow customers to enjoy best value travel, irrespective of mode, when travelling on public transport in a defined area. The ABT system will, as a minimum, collate and record ITSO based travel attributed to a registered or non registered customer, and calculate fares and capped charges due from customers, as well as providing the mechanism to calculate revenue apportionment between operators.

This Framework is seeking the provision of Consultancy Support Services for ITSO and Wider Transport Ticketing including Payment systems. The ITSO and Wider Transport Ticketing & Payment Consultancy Support Framework (Lot 1) is for the provision of Consultants capable of meeting a range of Core ITSO and Wider Transport Ticketing & Payment support requirements. Framework Lot 2 is for the provision of entry to an Experts Panel of Niche Specialisms based on detailed specialist requirements in the Transport Ticketing and Payment field. Framework Lot 3 is for the provision of Consultants capable of meeting a range of Core Concessionary Travel & Payment support requirements. Framework Lot 4 is for the inclusion of entry to a fixed fee Short Term Experts List (STEL), where Consultants agree to a fixed rate for short term work (Max 10 days), enabling SAM Members to undertake a Direct Award for any Consultant on the Lot 4 Experts List to complete their work. This Framework is seeking to host a number of Consultant Suppliers for ITSO and wider passenger transport and payment services, who are committed to partnership working, including with other consultants. This Framework will be available for all public sector bodies in the UK, including Local Authorities, Highway Authorities, Combined Authorities, and Regional Transport Authorities in England, Wales, Scotland, and Northern Ireland as well as National Transport Bodies such as Transport for Wales, Transport Scotland, Translink and the Department for Transport. It will also be available for use by any bus/rail/tram/ferry operator in the UK. More detail of who the Framework is for, is outlined in Section VI.

This Framework is seeking the provision of Real Time Passenger Information Systems (RTPI) Display Board/Points Equipment and Services. RTPI Display Systems are important in enabling a customer to understand visually through a display screen, the arrival time of bus or other transport services and associated messaging to keep the customer updated and able to make informed decisions about their journey. The RTPI Display Boards/Points capability in terms of connectivity, accuracy, speed and performance are central to how a scheme is perceived and accepted. This Framework is seeking to host a number of RTPI Display Board/Points Suppliers, who are committed to partnership working and the application of RTIG requirements and principles. The Framework will be available for all public sector bodies in the UK, including Local Authorities, Highway Authorities, Combined Authorities, and Regional Transport Authorities in England, Wales, Scotland, and Northern Ireland as well as National Transport Bodies such as Transport for Wales, Transport Scotland, Translink and the Department for Transport. It will also be available for use by any bus/rail/tram operator of the UK. More detail of who the Framework is for is outlined in Section VI.
