This Framework has been proposed with 3 Lots for the Supply and/or Hire of HGVs.
Lot 1: Supply of Jetvacs & Recyclers
Lot 2: Supply of all other types of HGVs
Lot 3: HGV Hire Requirements
Severn Trent Water are working on reducing design time, carbon efficiency and construction time for several key assets over the current Asset Management Plan (AMP8). Storage tanks have been identified as an asset used widely across the business, from storm tanks to distribution service reservoirs.
Severn Trent Water have developed a Plug and Play modular precast concrete tank system that can be used in several applications which allow standardisation of assets, reduce costs and improve carbon efficiencies and now are looking to develop a supply chain to work with in supplying this asset, both directly as STW and also indirectly through the STW capital supply chain.
The technical specification details the requirements for the supply of precast concrete panels for the Plug & Play tank solution. The tank solution is intended to be used across both potable drinking water assets and wastewater assets.
It is expected that the split between clean water and wastewater will be unequal; most tank panels will be required for wastewater assets, demonstrated in the following volumes.
The overall Framework will include a number of different product lines. These are:
1. Above ground square/rectangular tanks
2. Below ground square/rectangular tanks
3. Above ground circular tanks
4. Below ground circular tanks
The first design completed, and included in theis tender document, will be for the product line "Above ground rectangular tanks 6m high". The designs for the remaining product lines are yet to be completed.
As a result, Severn Trent intends to award the initial phase of the Pre-cast Concrete Framework to a single supplier. Only one supplier will be awarded the delivery of these initial phase and will be considered the primary supplier.
As part of this tender process, Severn Trent will also select up to three secondary suppliers.
Closed Framework Agreement: Access to Quarries, Materials, Recycling Centres and Landfill Sites
This closed framework agreement covers the following:
1. Lot 1: Quarries and Supply of Materials: this includes access to Quarries and Supply of Materials, including supply of any construction materials and aggregates, via either collection or delivery, and any other associated services and / or solutions the Supplier may provide, including, but not limited to; advisory services, carbon reduction assessments, added value services.
2. Lot 2: Waste Management: this includes access to recycling centres for tipping of construction waste (either direct tipping or waste collection), access to landfill sites (all types) for tipping of construction waste (either direct tipping or waste collection), and any other associated services and / or solutions the Supplier may provide, including, but not limited to; waste advisory services, waste laboratory testing, waste treatment (including hazardous waste treatment), carbon reduction assessments, added value services.
The requirements above initially will be to support Severn Trent's AMP 8 period and Mains Renewal programme, however there may be wider opportunities within Severn Trent and Hafren Dyfrdwy's organisation in the future which utilise this framework agreement.
The Framework Agreement is split into 2 independent Lots as detailed below. The Lots are standalone.

• Lot 2 - Waste Management

Severn Trent are looking to understand sources of PFAS in surface water feeding Whitacre and Church Wilne WTW with a view to understand risk at our WTW now and in the future. We are also
keen to explore what is controlling variation and concentrations, and what mitigation actions may help to reduce PFAS levels in these catchments and their potential effectiveness. This information will be used to plan the necessary level of PFAS removal required at water treatment works in these
catchments now and for the future, and work towards less reliance on energy intensive removal / destruction techniques. The work also aims to further develop our stakeholder engagement activity, fulfilling commitments in DWI guidance as well as working with stakeholders to reduce sources in catchment.
The objectives of the work are to:
1. To understand where PFAS of concern are originating from considering both current and historic activities in our catchments.
2. To understand how PFAS levels may change in the future.
3. To understand what is controlling PFAS concentrations.
4. To review what mitigation options are available to reduce PFAS levels and how feasible / effective they could be in our catchments and at what cost.
5. Support ST's stakeholder engagement activity
Combined Contract for MoP and DC/DA Services
The was split into different lots and will be awarded as two contracts:
MOP
A MOP is responsible for the installation and maintenance of electricity meters and communication (comms) links.
DC/DA
Severn Trent Water Limited, Hafren Dyfrdwy Cyfyngedig & Severn Trent Green Power Limited require a single supplier to provide the DA/DC services for all of their estate.
Severn Trent Water (STW) and Hafren Dyfrdwy (HD) require a single supplier to provide Data Collector/Data Aggregator (DC/DA) services.
The Data Collector (DC) is an organisation that is accredited by OFGEM to collect half hourly metering system data and Smart meter data.
The Data Aggregator (DA) is an organisation that is accredited by OFGEM to aggregate and validate the metering data that has been collected. The data then is provided to suppliers for billing and settlement purposes.
The requirement is broken down into the below lots:
Lot 1- Biosolids delivery East This Lot provides the end-to-end delivery of biosolids and clean water sludge to land and restoration. This includes services such as pad management, loading, haulage, stockpiling and spreading for the EAST.
Lot 2- Biosolids delivery West This Lot provides the end-to-end delivery of biosolids and clean water sludge to land and restoration. This includes services such as pad management, loading, haulage, stockpiling and spreading for the WEST.
Lot 3- Liming (Biosolids Stabilization Treatment)
Lot 4- Ground protection services in the WEST
Lot 5- Ground protection services in the WEST
The Supplier will undertake an audit visit to complete a Business Water Efficiency Check (BWEC).
The BWEC should consist of:
Evaluation of the water equipment in use in the domestic areas of the business
Checking for internal leaks
General usage of water on the site with a behaviour change discussion
Condition Monitoring - Supply and Installation of Hardware. Supply of Software/Cloud Based Data Analysis & Visualisation. Provision of Technical Support.

Severn Trent has a requirement for a solution to enable real-time control of wastewater networks to support our work on reducing spills. We have identified a single source solution that meets our requirements, we aim to trial this solution over a period of 12 months to test its efficiency and cost effectiveness to inform our future strategic approach.
This procurement activity will direct award a contract for a 12 month trial to Suez for the Aqua Advanced Urban Drainage system.
The value of the contract is £764,400 including VAT
