Provision of an Automatic Vehicle Inspection System
Southeastern are seeking a partner to supply and implement and maintain a system which facilitates the automated measurement and inspection of the condition of critical underframe components on rolling stock vehicles to improve maintenance efficiency.
An example of critical components that will be required include (but are not limited to):
- Brake pads (positioning & thickness)
- Collector shoes (contact surface condition, positioning, height and thickness and security of fixings)
- Wheel profiles and tire thickness measurements
- Wheel tread condition check
- Underframe (inspection of fixings and components which is able to identify loose, incorrectly oriented, damaged or missing components)
The system must be capable of inspecting and differentiating different rolling stock builds which may include as a minimum (but not be limited to):
Class 375
Class 377
Class 376
Class 395
Class 707
The Provision of Commercial and Communication Services Framework.
The scope of this procurement activity is to place an overarching Framework which shall support our Communications and Commercial teams.
There are a number of activities required which cover:
- Insights support.
- Print and brand merchandise.
- Internal and External Media campaigns, creative treatment and materials.
- Experiential, promotions and Events.
- Miscellaneous - including but not limited to, staging and equipment hire and support, event room hire etc.
- Digital services.
These areas are pools / Lots, which shall drill down with more specific requirements.
Please note that the contract(s) shall be placed at zero value commitment, and call-offs are to be placed in accordance with the Southeastern Procurement Policy.
This procedure will allow options for any company under DOHL (DfT OLR Holdings) to utilise the services in the future if required, and adequate headroom has been accommodated within the value associated with this notice.
The scope of this procurement, is to supply Safety Footwear and PPE to Southeastern employees, the products will be reviewed by the safety team to ensure compliance to standards. Directorates who will use the items in question are:
- Engineering
- Passenger Services
- Train Services.
Maintenance of Carriage Wash Machines and Controlled Emission Toilets at Southeastern Railway Depots
The provision of maintenance of Carriage Wash Machines and Controlled Emission Toilets at Southeastern Railway depots and other related services. The machines are located across the estate at locations in London, Kent and East Sussex.
Leasing of existing Rolling Stock for Southeastern Metro Services to meet October 2027 demand
The overall objective of this procurement is cost reduction and cost avoidance, through securing the best medium and long-term value fleet solution for the benefit of taxpayers, the Department for Transport, Southeastern and ultimately, Southeastern's customers. We believe that a component of this objective can be secured by leasing existing Rolling Stock of sufficient quantity, to address the escalating costs of Southeastern's ageing fleet
Such Rolling Stock must be available for full unrestricted operational passenger service with Southeastern by 01 October 2027
The quantity of vehicles to be procured on lease is anticipated to be between 350 and 810 (these quantities have been calculated using an assumed 20m vehicle length). The precise number to be leased will be determined once tenders have been received
Southeastern will require either a lease or sub-lease for Rolling Stock which meets the key requirements which will include (but not be limited to):
o Availability of units in full unrestricted operational passenger service with Southeastern by 01 October 2027
o full compliance with all applicable accessibility regulations (PRM NTSN)
o compatibility with Southeastern infrastructure (excluding High Speed 1 infrastructure) and all approval processes completed by 01 October 2027
o bidders will be required to demonstrate that all vehicles tendered must not compromise the inter-operability, and must support the efficiency, of Southeastern's fleet operation
o all vehicles tendered must have a remaining useful life in passenger service of at least 15 years from October 2027
o units powered by 750V DC electric third rail
o suitable for metro operation
o doors at 1/3 and 2/3 positions
o toilets
o cab air conditioning, as a minimum
o AC traction motors
o must not worsen energy consumption compared to the current Southeastern fleet
Southeastern is seeking a fleet which will operate with sustainability in mind, with a goal to reduce carbon footprint, energy usage and embedded carbon
Bidders may be required to provide ongoing maintenance support, for example, the supply of heavy maintenance to be included in the lease, along with design authority support. Alternatively, by way of a materials supply and technical support agreement, whole life cost guarantees and a performance regime
Financing of new Rolling Stock for Southeastern and associated introduction costs
The overall objective of this procurement is cost reduction and cost avoidance, through securing the best medium and long-term value fleet solution for the benefit of taxpayers, the Department for Transport, Southeastern and ultimately, Southeastern's customers. We believe that this objective can be secured by procuring new trains to replace a significant quantity of Southeastern's ageing fleet and therefore avoiding the escalating maintenance, repair and leasing costs
To meet this objective, the new fleet must be manufactured and introduced into full operational service by October 2027
The quantity of vehicles in the core order will be between 350 and 570, with an option for up to 70 additional vehicles (these quantities have been calculated using an assumed 20m vehicle length). The precise number in the core order will be determined once tenders for supply, financing and maintenance have been received and the business case for new trains is completed. The business case will inform and determine which fleet or fleets are to be replaced and therefore will determine the final quantity for the core order
In addition, follow-on options may be sought, to allow the fleet to be increased over time, depending on recovery of demand post pandemic
Bidders will be required to finance the acquisition of the units, spares and special tools, along with associated project and introduction costs, and enter into appropriate leasing arrangements
Bidders should note that the rental profile should be level over the full asset life and hence may not include any balloon or stepped rentals
Supply of and Maintenance Support for new Rolling Stock for Southeastern

Bidders will be required to propose a design based on an established platform, and demonstrate the ability to deliver on-time, obtain acceptance and introduce fleets into service in the UK, evidenced by previous procurements
The key requirements of the new vehicles will include (but not be limited to):
o full compatibility with Southeastern infrastructure (excluding High Speed 1 infrastructure)
o full compliance with all applicable accessibility regulations (PRM NTSN)
o interiors suitable for metro & mainline operation
o toilets
o air conditioning
o inclusion of options for traction batteries with capability for operation in depots and sidings without the need for external power supply, and with the capability to operate on the main line where power supply is not available due to isolations or incidents, or for non-electrified line sections of up to 20 miles
Southeastern is seeking a new fleet manufactured, maintained and operated with sustainability in mind, and with reduced carbon footprint, energy usage and embedded carbon.
Bidders will also be required to supply initial spares, special tools and equipment to support staff training
Bidders will be required to provide ongoing maintenance support by way of a materials supply and technical support agreement, whole life cost guarantees and a performance regime
Provision of Safety Footwear, PPE and Engineering Workwear
Provision of Safety Footwear, including PPE and Engineering Workwear - manufacture and supply, with laundry and alterations service. This requirement is to cover the requirements of Engineering, Train Services and Passenger Services at Southeastern.
The Provision of LED Lighting supply and optional technical support
Supply of LED lighting tubes to accommodate 97 Class 4650/1 units, with options for Technical support to contribute towards engineering change and redundant inverter solution.
Provision of and Support for a Revenue Management System
UK rail operator Southeastern is seeking to contract a partner (or partners) for the supply, installation and maintenance of a Revenue Management System (RMS) for their passenger rail operations. Use of services and systems may also be accessed by Northern Trains Limited
• The RMS will use the train inventory held in the Rail Delivery Group's 'RARS' system
• For our customers, we want to:
• Provide a better rail experience, with high-quality journeys at lower prices
• Allow anyone to afford to use trains as their first choice of transport
• Create a price perception that trains are inexpensive
• Improve journey quality by reducing crowding on busy services
• For our operation, we want to:
• Optimise load factors on quieter services
• Deliver increased passenger volumes
• Increase revenue through yield on busy services and increased demand on quieter services
• Improve revenue performance through early identification of risk and opportunity (such as special events)
• Help to tailor new marketing campaigns based on accurate data analytics
• A full RMS specification will be provided to interested parties. Tenderers will be required to assert how their product meets the specification and to state clearly where they are not able to comply with the specification or are offering an alternative.
Maintenance Support for Class 395 High Speed Rolling Stock
Short description of the contract SE Trains Limited (trading as Southeastern) is currently exploring alternative options for the maintenance of its class 395 high speed rolling stock.
In order to achieve best value for money for the UK taxpayer, a tender process consisting of two (2) lots is planned to be undertaken for the delivery of a maintenance service contract in the form of either a Technical Support and Spares Supply Agreement (TSSSA) or a Spares Supply Agreement (SSA).
Any contract awarded as part of this procurement will be expected to mobilise fully by October 2024 in order to support Southeastern's operations.
At this stage, interested parties are invited to express their interest by completing the survey in the link provided, confirming which Lot(s) they wish to be considered for.
Full procurement documentation will be provided to those parties that express an interest after the time limit for receipt of tenders (see section IV) has passed. No procurement documents shall be released upon expression of interest.
Interested parties should also note that partaking in this procurement process may not result in any award and suppliers are taking part at their own cost and risk. The issue of this contract notice (or any other procurement document) does not have any contractual effect or create any form of contract (implied or otherwise) between Southeastern and any other person.
Southeastern will not be liable, under any circumstances, for any bid costs, expenditure, work or effort incurred by a Bidder in proceeding with or participating in this procurement, including if the procurement process is terminated or amended at any stage prior to contract execution.
Southeastern reserves the right to amend, modify and/or add further stages to or terminate the process at any stage prior to contract execution.
The Provision of exterior wrapping, and associated services.
Exterior vinyl wrapping for CL 395 and CL 376 fleets, with an option to cover up to 17 CL 377 units, and potentially an option for 376 internal decals.
SE Trains Ltd are looking to establish a supply chain for the provision, ongoing maintenance and repair of various ticketing devices to drive improved customer experience, performance and value. This procurement is divided into three lots: 1. Ticketing Vending Machines, 2. Mobile Ticket Issuing Systems, and 3. Ticketing Office Machines, with no more than one supplier appointed to each Lot. The framework agreement awarded to the preferred bidder(s) will include a term of up to 8 years, and allow other DfT Operator Limited subsidiaries to call-off from. The value of the SE Trains Ltd services over the term is £67,180,545. The incremental value for call-offs for each lot is estimated to be: 1. £113,214,107, 2. £100,486,478, 3. £129,280,798. SE Trains Ltd ticketing estate includes 283 TVMs, 217 TOMs, and 271 Mobile TIS. SE Train Ltd currently have funding approved for award against Lot 1 once the framework has been awarded, with award against Lots 2 & 3 dependent upon subsequent approvals.
