Scottish Hydro Electric Power Distribution (SHEPD, the Authority) intends to award framework agreements to contractors who have the necessary capability, capacity, and expertise to Design & Build Underground Cabling, Substation & OHL Schemes within the SHEPD regions as detailed within the procurement documents.
Action to address the climate emergency is increasing in priority and pace and with aggressive pathways now set to deliver a net zero energy system by 2035, SHEPD must ensure that the electricity networks are an enabler for a smart, equitable transition to net zero, rather than a constraint. The recent RIIO ED2 settlement, acknowledges the need for investment the networks and reconciles this with ensuring efficiency and affordability for all.
This significant programme of work within CAPEX & Connections amalgamates several scopes of work that SHEPD has traditionally delivered under separate contractual arrangements, including but not limited to substation, overhead line, cabling, civil works, design, associated services and works.
We are seeking long-term strategic partners to deliver our ambitious RIIO-ED2 Business Plan, play a significant role in our transition to net-zero and deliver great outcomes for our customers by driving efficiency through innovation, development of new technology and products, development of skills and supporting the growth of a locally sourced skilled workforce within our sector. This strategy is underpinned by the intention to award frameworks based on the geographical lotting (as set out in the procurement documents), removing the need for mini competition, to provide commitment to our delivery partners to facilitate growth. An initial view of our work bank is available as part of the PQQ pack.
Given the considerable growth within SHEPD it is the intention of this tender to enhance our supply chain and engage with contractors that can commit to our ambition who will collaborate with us in our delivery of the RIIO-ED2 Business plan and beyond.

Scottish and Southern Electricity Networks (SSEN) build and operate networks to best meet customer needs using the most efficient and flexible techniques possible. To do this, we have introduced Flexibility to help manage our network in the optimal way. The primary use case for Flexibility Services has been the economically efficient deferral of network reinforcements to manage thermal constraints.
A Stability Service is a different kind of Flexibility Service that does not fall under the typical standard flexibility services as it provides network stability as opposed to managing a thermally overloaded network asset. Network stability has historically been provided by synchronous generators such as gas turbines; however, in regions where more asynchronous generation is present, network stability becomes problematic. This is due to the lack of an inherent capability to provide stability in intermittent generators such as wind farms. The Western Isles network is an example of a region where we need an alternative source of stability during planned outages and fault conditions.
To address this requirement, SSEN are tendering for the provision of a Stability Flexibility Service for the Western Isles.
SSEN invite interested suppliers to view the Tender Documents on our Jaggaer e-procurement system under "Current Opportunities" here https://sse.app.jaggaer.com/esop/toolkit/opportunity/current/list.si?reset=true&resetstored=true

Load Managed Areas (or LMAs) are DCUSA provision that allows electricity loads that can be switched on remotely to be controlled so that they do not all switch on at the same time. This has typically been used for managing the charging of electric storage heaters and water tanks so that households access the cheapest possible electricity tariff and our network is not overloaded. Switching all this load at the same time causes peaks on the network that can result in thermal overloads and voltage step changes. This scheduling approach has successfully avoided this.
We are looking at transforming LMAs into a Demand Diversification Service, and more information on the trial and how to participate can be found here: The Future of Load Managed Areas - SSEN https://www.ssen.co.uk/about-ssen/dso/flexibility/flexibility-services/future-of-load-managed-areas/
Whilst we continue to develop the diversification service approach we wish to give a payment to suppliers who are supporting households within LMA Areas. Particularly focusing on those household with 5 port smart meters being implemented. We therefore have opened a tender for a payment per household for these households as part of our Flexibility Service procurement strategy.
The Procurement documents will be freely available commencing 21st May 2025 at the links provided.

SSEN are the electricity Distribution Network Operator (DNO) responsible for delivering power to 3.8 million homes and businesses and homes across central southern England and the north of Scotland. We serve some of the most diverse and unique geographies across the UK, and keep customers and communities connected whilst developing the flexible electricity network vital to achieving net zero.
Our North of Scotland licence area (SHEPD) covers 25% of the UK land mass but is most sparsely populated Distribution Network Operator (DNO) in Great Britain, with roughly 14 customers per square km. It includes 59 remote island communities supplied and interconnected through 110 subsea cables with the combined length of 454km. We currently own and operate seven Distributed Embedded Generation (DEG) & 1 Thermal Embedded Generation (TEM), sites which provide continuity of services if the cables supplying the islands are on outage or have faulted TEM sites currently operate 24/7 as the main source of power for Shetland but is scheduled to be a standby site in the future. Currently diesel-powered units were established in the 1950’s before the use of subsea cables when on outage and following faults, especially to island communities.
We are looking for supplier’s who are capable to provide support across the DEG & TEM sites for mechanical works this will include welding, fabrication, spares and tank maintenance. This can include works across –
- Fabrication
- Pipe welding
- Structural welder
- Pipe Fitting
- Mech fitting
- Tank Maintenance
- Specialist Welding
- Structural Steelwork
