The Council wishes to invite tenders for the supply of services in respect of Family Hub Services. The Council has launched a new Living Well Rutland Service that combines its library, health, wellbeing, and adult learning services into one. The Family Hub, which is part of Living Well Rutland, provides high quality play and learning sessions for children from vulnerable Rutland families alongside a programme of parenting support for adults. \r

As the Council develops its Living Well Rutland offer, the family hub element will provide a more focused offer for families identified as needing extra support. This requires an understanding of their needs, how to engage them and flexibility in the delivery of services. \r

The ability to listen well and listen carefully to families, be curious about a child's life within a family and understand the 'world' of not only the child but the parent too is essential. Restorative Practice to encourage culture change by providing an opportunity for schools to embrace a different way of working with children and young people.
The Council went to tender to secure the provision of block beds within a number of suitably experienced providers who will, between them, provide an agreed number of residential, nursing and respite beds to older people in the County.
Rutland has an ageing population and requires the beds to meet the needs of our older people. The Council is seeking to contract with more than one provider to establish a level of choice for service users and to ensure a range of provision. The provision commissioned will:
§ Improve quality of life for individuals
§ Reduce health and wellbeing risks for individuals
§ Maintain individual’s health and independence for as long as possible
§ Safeguard individuals
Block beds will be purchased at the Council’s weekly rates.
Where a provider holds an existing contract of block beds with the Council and is awarded a new contract they will utilise the new contract for those existing beds at contract commencement.
Where a provider has Spot Purchased beds at Council rates, at the commencement of the contract those beds will become part of their block bed contract.
Where a provider has a self-funder in their home that subsequently needs the Council to fund their care, the provider will use (when available) one of their block beds for this individual
