As outlined in the 2025/26 Local Implementation Plan (LIP) for the Office of Life Sciences (OLS) commission, Health Innovation West of England (HIWE) has set an ambitious target to significantly expand its portfolio of real-world evaluation projects, with the aim of initiating and progressing these during the current financial year. HIWE currently operates an internal Evaluation and Insights team that provides bespoke analytics and evaluation services to internal stakeholders. However, to support the delivery of our enhanced 2025/26 ambitions, we are seeking additional capacity through the appointment of an external partner. HIWE intends to rapidly appoint a third-party supplier or suppliers to provide evaluation and analytical support over an initial period of three years, with the potential to extend for two further periods of 12 months. Royal United Hospitals Bath (RUH) has an Occupational Health (OH) Team that supports the onboarding process for new staff and also needs to meet the Occupational Health needs of the existing workforce.

The OH team have found it difficult to recruit sufficient qualified staff to meet the demands on them. This is due to a lack of qualified people available in the market and the competitive geographical environment as they are bordered by several large NHS Trusts.

This has had a severe operational impact and consequently the remaining team do not have capacity to maintain the service provision. As a critical service, any risk to this provision would create significant disruption to Trust-wide operational activity and therefore it is imperative that any gap in the service is filled. Internal solutions have been exhausted so the Trust is now looking to an external supplier to bridge the gap in the requirement.
