Background / Expected projects & Developments
Though considerable improvements have been made in the last few years, RBG Kew currently has a significant defect liability that requires action. The extent of the backlog and a method of identifying the most urgent works was drawn up in 2018 via the completion of a site wide elemental condition survey and risk assessment. This piece of work of has been built-on and aligned with Kew's Sustainability and Energy Plans, which are targeting a carbon positive estate by 2030, to create a new five-year programme of work across the two estates.
This programme consists of infrastructure improvement, refurbishment, and conservation projects. Though not all the projects within the programme relate to listed or protected assets, conservation knowledge and design experience is required to ensure the projects are developed in a sensitive way, respectful of Kew's status as a world Heritage Site.

Background
The property, 55 Kew Green, is a Grade II listed building. Originally dating from the late 17th century, the house was enlarged in 1855. Known as Herbarium House, the property has a long association with Kew having housed Keepers of the gardens since its construction. However, in the last 30 years, with fewer staff living on site, the building has become unoccupied and fallen into disrepair.
The building is now in a poor state of repair and requires a complete overhaul to return it to a sound, stable condition. This includes all the building services and infrastructure, which are now at the end of their useful life.
Scope of Work
The poor condition of 55 Kew Green prompted a review of the asset and its potential uses. This process has concluded with the recommendation that the building be repaired and extended to provide a long term private residential let. The key objectives and instructions for submissions are explained in the accompanying tender documents.
This PQQ has been issued by RBGKEW in connection with a competitive procurement with restricted procedures under the Public Contracts Regulations 2015 ('the regulations').
