This opportunity seeks to maximise income generation for RBKC while ensuring sustainable, high-quality management of the site. The successful provider will demonstrate expertise in large-format advertising, innovative design approaches, and adherence to planning and environmental considerations. The project will include, but is not limited to: ●Designing, installing, and maintaining a large-format advertising structure(s). ●Ensuring compliance with local planning, environmental, and legal requirements. ●Developing a robust income-generation strategy, including direct sales, and partnerships. ●Proposing solutions that enhance site resilience, reduce maintenance needs, and align with the Borough's sustainability goals We intend to publish the Tender pack in January 2025 and at that point invite suppliers to express their interest and submit a proposal in accordance with the Tender pack requirements and submission dates. We are looking for suppliers who can provide property and support housing
services for vulnerable people with complex needs. The properties must be in the Royal Borough of Kensington and Chelsea and will
need to be available within 6 to 9 months.
The service comprises the following:
Property 1 - 11 bedrooms with shared facilities (for men and women); and
Property 2 - 9 self-contained flats (for women only)
The Supported Housing Service for People with Complex Needs is a preventative homeless
service. It is for vulnerable people aged 18 and over with housing and support needs. The
service will provide safe, accommodation-based housing support services for people who are
Deemed to be socially excluded, this includes:
• people with complex needs,
• people with substance misuse needs,
• people with multiple needs, including mental health needs,
• people with challenging behaviour(s).
It will provide housing-related support services with the purpose of developing or sustaining
an individual's capacity to maintain their accommodation and live independently in the
community. Residents may be leaving institutional care such as hospital or prison, be street
homeless, threatened with homelessness or living in accommodation that is not meeting
their identified needs.
The service will also be used as a 'step up' or 'step down' from other supported
accommodation, where appropriate. Candidates should be able to demonstrate their
organisation's past experience and/or existing arrangements by giving examples of providing
high-quality support for vulnerable adults. Candidates will also be required to provide an
explanation of their organisation's capability and/or past experience of providing housing
management in a supported housing setting or similar environment.

The Council commissions organisations to deliver homework clubs and academic support to children and young people in the borough, aged 2- 19, to increase children’s confidence in learning and to provide a place with support that will offer an environment conducive to learning. Through a range of aspiration and confidence building activities, the service supports children with their homework and complements their academic learning at school in line with curriculum objectives. The clubs also provide opportunities for social interaction and address gaps in language and literacy with the understanding that some parents do not have English as a first language. The Council also commissions the supplementary school’s partnership which provides a coordinating role to ensure the quality, safeguarding, training, and development of the schools to deliver learning opportunities to children. Sessions are offered up to 12 times a week across providers, including a specific club for traveller children and the supplementary school partnership manages a network of 13 supplementary schools also delivering learning and homework support services across the borough for children and young people.
The current services were established 1 April 2020 and there is a need to refresh services to reflect the emerging needs of children and young people and the sector from April 2025.
Current contract arrangements will end March 2025 and the Council will need new services in place from April 2025. Ahead of April 2025, engagement will be undertaken with the sector to develop and finalise requirements and inform the most appropriate route to market to procure the service.
