Reducing the impact of anti-social behaviour (ASB) and hate crime is a priority for Kensington and Chelsea Council and the Safer Kensington and Chelsea Partnership. The Council has, for many years, commissioned services to provide free and confidential Victim's Advocacy and Advice to those residents affected by these crimes.
The Council is looking to re-procure this service later in the year so that the contract commences on or around 1st April 2026 where the services will deliver a comprehensive package of support for 30-40 residents at any one time who have been affected by ASB and/or hate crime including:

This initiative aims to deliver high-quality, sustainable advertising that maximises revenue, and the appointed provider will be responsible for managing the installation, ensuring compliance with planning and safety regulations, and the sale of adverts. The proposed structures will also be expected to deliver wider community benefits – improvements to the surrounding street scape and to the local environment, helping to reduce carbon emissions and enhance air quality, facilitating communication and engagement with residents and businesses.

•Demonstrate capacity to support approximately 200 individuals at any given time at varying stages of need including light touch tenancy support to residents that have been accommodated. The service can expect to receive between 30-50 referrals per month.
•Facilitate arrangements with private sector landlords to secure sufficient and suitable accommodation for people aged 18 and over, preventing homelessness and rough sleeping.
•Deliver tenancy support for a period of up to six months.
