The Royal Borough of Greenwich is undertaking a procurement to commission high-quality services for children and young people through the delivery of the NextGen Youth. These services will form a central part of the Council's approach to supporting children, young people, and their families aged 5-19 (and up to 25 for those with Special Educational Needs and Disabilities - SEND), giving every child the best start in life. The procurement seeks to deliver innovative, accessible, and inclusive youth services that promote positive outcomes, strengthen communities, and respond to the diverse needs of young people across the borough. The commissioned services will provide safe spaces, trusted support, and opportunities for personal development, participation, and wellbeing, aligned with the priorities set out in the Council's Children and Young People Plan. The NextGen Youth service will form part of a broader integrated NextGen Greenwich offer to support the health and wellbeing of children, young people and their families in the borough. The Council is intending to let a single contract for the provision of NextGen Youth. The estimated commencement date shall be 1 October 2026, with an initial end date of 30th September 2031. At the sole discretion of the Council the Contract may be extended to 31 October 2035.

This procurement is being conducted under the Provider Selection Regime (PSR) using the Competitive Process route. The Procurement Act 2023 does not apply to this procedure. The SHaW service will support children and young people aged 5-19 years (up to 25 years for those with Special Educational Needs and Disabilities - SEND), providing advice, early intervention, and targeted support across a range of health and wellbeing needs. The NextGen SHaW service will form part of a broader integrated NextGen Greenwich offer to support the health and wellbeing of children, young people and their families in the borough. The Council is conducting the procurement using the Competitive Procedure in accordance with the requirements of the Provider Selection Regime. The Council is intending to let a single contract for the provision of SHaW. The estimated commencement date shall be 1 October 2026, with an initial end date of 30th September 2031. At the sole discretion of the Council the Contract may be extended up to 31 October 2035.

The Royal Borough of Greenwich intends to commission a single provider contract for the provision of Adult 'Home First, Discharge to Assess & Recovery Beds' services. The Service will operate from Eltham Community Hospital and will provide up to 20 beds, flexibly allocated across both pathways to support hospital discharge, admission avoidance, and short-term recovery and non-intensive rehabilitation to enable recovery and regain independence. Multidisciplinary working is key to the model, and the provider will be expected to work in partnership with system stakeholders. The service will operate on a block purchase basis and will include personal care, including nursing and medication support administered by registered nurses and care professionals care with the goal to enable service users to regain or achieve maximum independence and quality of life as soon as possible following a period of ill health. We are looking for providers with the necessary experience, skills and capability to deliver a strength-based enabling service, able to maximise people's recovery and independence during the short stay in the unit.

The Royal Borough of Greenwich will be hosting a Homecare exploration event via MS TEAMS on 2nd of March 2026 at 10:30 am. This online event has been designed to provide an open and constructive space for Local Authority Commissioners and Homecare providers to come together to discuss the current challenges facing the Homecare sector, explore the future direction of services, and consider how providers may need to adapt as the Homecare landscape continues to change. Commissioners are keen to engage with providers about the pressures and opportunities within Homecare, including rising demand, workforce challenges, increasing complexity of need, and the growing emphasis on prevention, independence, and community-based support. The session will focus on how evolving Local Authority commissioning intentions may influence the way Homecare services are shaped, delivered, and commissioned in the future. The event will support early partnership working and market engagement, enabling Commissioners to listen to provider perspectives, ask open and exploratory questions, and begin conversations that will help inform future service design. It is intended as a collaborative discussion rather than a formal consultation, recognising the vital role that providers play in delivering sustainable, high-quality Homecare services.
