The Fire Service Authorities have a business requirement to re-tender the contract for the servicing and maintenance of BA Compressors. As part of this exercise, the decision was taken to Lot the tender exercise to incorporate the option to purchase new compressors should the need ever arise - as having a contract in place for this would mean that a compliant purchasing route would already be set up, thus generating efficiencies. The Lots for this contract are as follows:
• Lot 1 - Servicing and Maintenance
• Lot 2 - Option to Purchase
The contracts are both to start on 25th January 2023, for a period of three years, with one optional extension period of two years (a total of 5 years). The uptake of the optional extension periods will be at the discretion of Oxfordshire County Council, Royal Berkshire Fire Authority and Buckinghamshire and Milton Keynes Fire Authority.
Revolution Air Services Ltd have been successful in the procurement exercise and are the winning bidder, for both Lot 1 and Lot 2.

The EAP is an integral part of the comprehensive wellbeing provision within RBFA alongside the Occupational Health service, sickness absence management, discretionary private healthcare, internal trauma support team, mental health first aiders, wellbeing training for staff and managers and health promotion activities.
The core EAP provision should provide employees with confidential access to in the moment support via a number of routes / media, short term structured counselling delivered in person or remotely, health and wellbeing information and signposting to additional support.
From time to time there is the need for additional services; this will be in the form of a call off and not a commitment to the service, such as counselling sessions above the set number of sessions agreed within the contract and / or critical incident debriefing that would be more suitably provided externally than by using RBFA's internal systems.

Explanation:
A VEAT notice F15: Voluntary ex ante transparency notice, Notice reference: 2022/S 000-034702 was, Published: 7 December 2022, 5:09pm which relates to the replacement SAN H interface within the SSS Public Safety Ltd, Integrated Command and Control System (ICCS). This contract is essential to the effective operational performance and delivery of RBFA's key operations.
Airwave currently use a SAN H interface to connect to a SSS Public Safety Ltd ("SSS" hereafter) ICCS,
The SANH is at end of life which creates a significant risk to maintaining the service. The replacement hardware for the SAN H is called DCS which is supplied by Airwave at no additional cost, however to maintain the connection between the new DCS and remainder of the communications and mobilising system, a Home Office accredited interface between the new DCS and the ICCS is required to be purchased.
SSS (as our ICCS supplier) are the only economic operator which has the required technical approval and accreditation to connect to the Thames Valley Fire control ICCS to Airwave via the DCS.
A failure of the connection could result in the Fire Service being unable to mobilise appropriate resources during emergency incidents and expose the public to unacceptable risks.
It is considered that due to these exceptional circumstances, the contract can be awarded to SSS Public Safety Limited under regulation 32 (2)(b)(ii) Public Contract Regulations 2015 using the negotiated procedure without prior publication as competition is absent for technical reasons.
