The Thames Valley Collaborative Partners consists of Royal Berkshire Fire Authority, Buckinghamshire & Milton Keynes Fire Authority and Oxfordshire County Council (Authorities). The Authorities are seeking a single Service Provider to put in place and manage a contingency fire crew service. The Fire Fighters deployed to deliver the service must be suitably trained and meet the requirements of Section 15(1) of the Fire and Rescue Act 2004. It is intended that all three Authorities will be party to contract however this will be confirmed at the time of contract award.
The services will be required to increase the resilience with the support of a commercial operator who can offer the necessary capacity, knowledge and skills to either work alongside the on duty crews or on their own if required.
o Offensive and defensive firefighting across the relevant counties covered by the Authorities
o Rescuing personnel from Road Traffic Collisions and other incidents
o Supporting other emergency services (Partners) at incidents
Contract term is expected to be four years with estimated contract value range from ?820,000 to ?2.2M.

The Authority) is committed to ensuring the health, safety and well-being of its employees through appropriate Incident Command training and assessment. Incident Command training and assessment will be delivered in accordance with the National Operational Guidance (N.O.G.) incident command training specifications. The National Operational Guidance (N.O.G.) states that: "The ability to lead and resolve operational incidents safely is a key attribute for individuals who are charged with incident command responsibilities. Fire and rescue services should assure themselves that command skills are maintained." There are four nationally recognised levels of command within the fire and rescue service: Level 1 - Initial; Level 2 - Intermediate; Level 3 - Advanced; Level 4 - Strategic. Operational standards that align with the NFCC Incident command N.O.G. relating to these levels are: SFJ Awards Level 3 Award in Initial Incident Command in Fire and Rescue Services; SFJ Awards Level 4 Award in Intermediate Incident Command in Fire and Rescue Services; SFJ Awards Level 6 Award in Advanced Incident Command in Fire and Rescue Services; and SFJ Awards Level 7 Award in Strategic Incident Command in Fire and Rescue Services.
