The Council are looking to secure a supplier(s) who will be responsible for the supply of all RMBC with Janitorial supplies. The supplier should be able to offer a delivery service to Rotherham Schools, Central Stores (Hellaby Depot) and a variety of locations throughout the Borough. The provider should be able to respond to purchase orders sent via email, from our purchasing system and process these in a timely manner. The Council have a consistent and substantial requirement for all types of janitorial and cleaning supplies. There is a higher demand on cleaning than prior to COVID 19. COVID 19 has highlighted the need for rigorous processes, and demand is higher than previous. It has also fundamentally changed the cleaning industry, re-shaping expectations and shifting requirements. Since the pandemic ended it has become apparent that the change in demand on cleaning services is here to stay. The Council have a duty of care to protect staff, clients, and customers. Cleaning is an essential part of this. It is apparent that 'deep cleaning' and 'disinfection' are no longer specialist activities, they are now standard across the industry. Our customers want information and assurance that cleaning standards are maintained and we are evolving in line with best practice and current trends. The Council must ensure that it is operating to current regulations and contract cleaning standards. These include: • Health and Safety at Work Act 1974 • Control of Substances Hazardous to Health (COSHH) Regulations • Reporting of Injuries, Diseases and Dangerous Occurrences Regulations 2013 (RIDDOR) • Waste Management and Environmental Regulations • British Institute of Cleaning Science (BICSc) Standards • Any new products must undergo rigorous testing to ensure the service we deliver continue to excel. Rotherham Metropolitan Borough Council (RMBC) are keen to understand the market options and availability for an upcoming parts procurement for the RMBC workshop. This market engagement therefore seeks to gather any knowledge and data that potential suppliers can provide to RMBC to improve the procurement and industry updates. All costs associated with providing a response must be borne by the Supplier. RMBC will not contribute in any way to meeting the production costs of any response. No down-selection of Potential Providers will take place as a consequence of any responses to this market engagement. The current RMBC fleet is diverse, totalling almost 400 assets, comprising of vehicles and plant equipment, ranging from cars, vans and minibuses, through to large goods vehicles and specialist municipal types, such as RCV's, Road Sweepers, Gully / Jet Vac Tankers. There is also a large inventory of grounds maintenance equipment, which includes Agricultural Tractors, Trailers, Quad Bikes, Ride on Mowers, Fine Turf Equipment and hand tools such as Strimmer's, Hedge Cutters, Chainsaws and Blowers. Parts supply is integral to the workshop operation that works to achieve minimum vehicle downtime, ensuring frontline services remain effective and without disruption. The current arrangement includes an imprest stock store and next day delivery for all requirements, including consumables. Due to the wide variety of parts required, across many different vehicle makes and models, it would not be possible for the workshop to procure the parts directly with multiple suppliers. It is therefore necessary to engage with a single third-party supplier to ensure the required parts can be provided both quickly and at the best possible price, taking advantage of the supplier's specialist knowledge, buying power and supply chain logistics. The market engagement will allow us to understand the market further and the functionality of the procurement.
