Ripon City Council invites tenders for the provision of road traffic management and stewarding services to support various civic and community events in Ripon over a two-year contract period, beginning in 2025. Ripon City Council (acting as the sole corporate trustee of the Alderman Tom F Spence Charity) invites tenders from experienced and suitably qualified organisations to manage and maintain Quarry Moor Nature Reserve. The appointed organisation will initially be required to develop a Management and Maintenance Plan for Quarry Moor Nature Reserve. The development of the plan should be done in close collaboration with Natural England to ensure compliance with all relevant environmental regulations, including the requirements for SSSI. Once the Management and Maintenance Plan is approved, the organisation will begin implementing the identified maintenance activities and conservation tasks. The following tasks are an example of the core responsibilities and activities that the appointed organisation will be expected to undertake as part of the management and maintenance of Quarry Moor: • Maintain the magnesian limestone grassland by removing scrub • Maintain populations of key species - thistle broomrape, bee orchids, and autumn gentians • Keep the geological exposure clear of vegetation • Take all opportunities to enhance biodiversity by appropriate management. • Ensure compliance with Natural England requirements for SSSI designations. The appointed contractor will be responsible for providing all necessary tools, equipment and resources required for site management and maintenance. The initial contract will be for a period of two years, with a break clause after the 12 months, allowing the possibility of review or termination depending on the contractor's performance or changes in the Charity's requirements. 1. Background Ripon City Council in September 2024 became the owner of three of the four Red K6 Series telephone kiosks from BT as part of the adopt a kiosk scheme. The telephone equipment has been removed from the kiosks, leaving them empty at this present time. The telephone kiosks appear structurally sound and Ripon city council have resolved to restore these to allow them to be used for the benefit of the community, in partnership with other community organisations. All the telephone kiosks are registered with Historic England and have a Grade II listing, therefore it will be vital that any restoration is complete using compliant materials and ensuring it does not erode their special interest. 2. Our requirements Secure Telephone Kiosks (Locking Mechanism) The initial phase of the restoration is undertaking necessary security work to protect the kiosks against vandalism or further damage. We will require each kiosk to be fitted with a smart / electronic Lock. The mechanism should be able to be programmed and/or activated remotely to secure each telephone kiosk independently at different times of the day. This work will need to be carried out in coordination with the glazing company, currently also under tender. We expect the tender to include: • A review of survey to provide options to fulfil our requirements • Provision of all materials for the locking mechanism, using recognised and certified parts only • Installation and testing of all materials We are looking for a reputable and qualified company who can provide us with value for money. 3. How we would like you to respond to this Tender. We welcome tender responses from all qualified companies. We would like the process to be as easy as possible and as such, we are not using an application form. When responding to the tender, please submit written plans, which include how you intend to remove and dispose of the equipment and fencing, if applicable. Your response should detail how you will approach each of the areas outlined in our requirements and the associated costs. The existing surface of the Quarry Moor car park has significantly deteriorated, requiring urgent resurfacing to ensure safety, durability, and compliance with relevant standards. Key issues include: • A deep depression at the car park entrance; • A low point at the entrance; • Potholes exceeding 40mm in depth. The appointed contractor will be required to: • Excavate and remove existing deteriorated surfaced materials; • Reconstruct the subbase where necessary to ensure long-term stability; • Install appropriate drainage solutions to prevent water accumulation; • Apply a new tarmac surface that meets all required standards for durability and water management. • Ensure that resurfacing work does not result in water runoff that negatively impacts surrounding infrastructure. Quarry Moor is a nine-hectare nature reserve, with two areas designated as Sites of Special Scientific Interest (SSSI) for its calcareous grassland and geological cliff face. The site is a mix of woodland and open spaces. The tree species composition is relatively limited, with a significant proportion of ash (Fraxinus excelsior). The age range is limited, with few fully mature trees and no veteran trees present.
