The London Borough of Richmond Upon Thames is exploring the conversion of an existing pitch and putt golf course into a mini golf facility at Palewell Common, SW14, with one or two 18-hole mini golf courses and the refurbishment of the golf kiosk so that refreshments and light food/snacks can be provided for those using the facility. The Authority is exploring the market for providers able to create the mini golf course/s and to run the facility including the kiosk for refreshments.

Soft Market Testing Exercise - Leisure Centre Management
This invitation is part of a Soft Market Testing Exercise on behalf of the London Boroughs of Wandsworth and of Richmond upon Thames and relates to the potential packaging and tendering of a future Leisure Services Contract including the management of both boroughs Leisure Centres. The existing contracts end in March 2025 and September 2025.

The aim of this exercise is for the Authorities to gain a better understanding of how the supply market operates in relation to the provision of Grounds Maintenance Services and ascertain whether the proposed service requirements are viable. The exercise will help to inform the scope and processes for securing service delivery in an evolving marketplace.
The contracts relate to Grounds Maintenance Services which include, but are not limited to: Grass Cutting, Hedge Cutting, Turfing, Over-seeding, Edging, Herbaceous Borders, Soft Landscaping, Shrub & Rose-bed Maintenance, Carpet Bedding, Bedding Supply and Maintenance, Sustainable Planting Scheme Maintenance, Bulb Planting, Wildflower Meadows, Grass Line Marking, Pitch Provision and Supply and Maintenance of Equipment and Facilities, Pitch Renovation and Repair, Cleaning and Management of Toilet and Changing Facilities, Fine Turf and Maintenance, Cemeteries Maintenance (option), Selective Weed Control, Sports Bookings, Hard Landscaping, Miscellaneous Small Works, Supply, Installation and Maintenance of Signage, Fencing, Gates, Bollards, Benches and Furniture and any other service or commodity the Authority deems appropriate to provide services for the horticultural maintenance of parks, commons, open spaces, cemeteries and other sites and for grave digging and litter picking.
In Wandsworth, there are two contracts:
(a) Wandsworth Housing Garden Maintenance Services
(b) Wandsworth Borough Council requirements in parks, etc.
The total annual value of the Wandsworth contracts for the year ending March 2023 was circa £3.5 million.
In 2022/23 the total annual value of the London Borough of Richmond contract was circa £900,000.
The Councils currently intend to approach the market with a three-lot tender, i.e. one for Wandsworth Borough Council, one for Wandsworth Housing and one for the London Borough of Richmond.

The contracts relate to Arboriculture Services which include, but are not limited to: Tree Planting, Tree Pruning, Tree Felling, Young Tree Maintenance, Stump Grinding, Basal Growth, Climbing Tree Inspections and Emergency Works.
In Wandsworth, there are two contracts:
(a) Arboriculture Services in parks, open spaces and cemeteries
(b) Emergency Arboriculture Services for Housing and Highways
The contracts are also used by some Wandsworth schools.
The total annual value of these contracts for the year ending March 2023 was circa £1 million.
The London Borough of Richmond contract includes highways and street trees as the bulk of contract, as well as allotments parks and open spaces (both routine and emergency works). It is our intention to provide schools with access to the new contract.
