The project will provide help and support interventions to offenders who will be Homeless on release from Prison and are part of the RCTCBC Homeless Offender pathway. The project will work with offenders identified through this Offender pathway and will offer support to help offenders integrate back into their community. The project team will deliver targeted one to one support and intervention to offenders in RCT ,They will work in partnership with other members of the Homelessness team and Probation Team, supporting offenders who are homeless, and have chaotic lifestyles.
The Provision of Tree Maintenance & Associated Services
The provision of arboricultural services between RCTCBC and tree work contractors who will be required to carry out works to the existing tree stock within the boundary of RCT and on associated land holdings of the County Borough Council.Tree maintenance work will include tree surgery, felling and stump grinding, removal and all associated tasks with the aforementioned work.
The number of contracts to be awarded is expected to be 8 but the Council reserves the right to award fewer contracts depending on the quality of tenders received and Tenderers ability to meet the minimum requirements.
The typical annual contract spend is expected to range between £50,000 and £250,000, depending on company size and the resources required.
On Sunday 16th February 2020, Storm Dennis caused the Llanwonno Upper Tip to fail above the village of Tylorstown. Approximately 60,000m³ of material slipped down the valley, filling the valley bottom and diverting the course of the Afon Rhondda Fach.
Emergency works (referred to as Phases 1, 2 and 3 of the Tylorstown Landslip scheme) have been undertaken to remove the slipped material from the river and valley bottom.
Rhondda Cynon Taf County Borough Council is now proposing essential stabilisation and remediation works to ensure the colliery material within the Llanwonno Upper Tip is made safe, preventing future landslips such as the one that occurred in February 2020 and demonstrating that the relocated and remaining in-situ material can be regenerated for a beneficial end-use. To achieve this, the majority of the colliery material at Llanwonno Upper Tip will be excavated and transported along a haul road to a new location, referred to as the ‘Receptor Site’, next to Old Smokey.
The procurement process is structured to contain 2 lots. Lot 1 is for Play provision and seeks to appoint play providers capable of delivering play opportunities for CYP aged 5 to 14 years across the county borough. Lot 2 is for Youth provision and seeks to appoint youth providers capable of delivering youth opportunities for CYP aged 11 to 25 years across the county borough . Both opportunities will require providers to deliver freely chosen open access opportunities from various sites across RCT.
The services to be procured under this ITT are applicable to regulations 74-77 under chapter 3 for Social and other specific services known as “Light Touch Regime”. Therefore, the Council is not obliged to comply with the full extent of the Regulations, only those parts which apply to the Light Touch Regime. This process will operate as an 'Approved List' that will quality assure providers. In order to obtain a position on the 'Approved List' providers will need to pass a questionnaire.
The process will run in 2 Stages:
1st Stage will be open for a reduced period of time to capture as many responses as possible. This will close for evaluation at 12:00 22nd June 2022.
Once Providers have been notified following evaluation, 1st Stage will shut down, and the 2nd Stage will commence. The 2nd Stage will remain open and available for the approved list duration (2 year initial period, and options to extend on an annual basis subject to reviews and funding), allowing new providers to express their interest and apply to join one or both Lots at any time. Unsuccessful Providers will also be given the opportunity to reapply until successful.
Enhance Supported Living Accomodation (for people with secondary mental health diagnoses or dual diagnoses of substance misuse)
The contract is for a specialist Mental Health provider to provide care and support to service users that have stepped down from a specialist hospital placement. The intention of this tender is to appoint a provider who will be able to undertake the Services of the initial scheme, and should further schemes be made available throughout the contract duration, the Council may negotiate with the Provider to undertake the additional Services without re-opening competition.
1.3. Vision Products is based on Coed Cae Lane Industrial Estate in Pontyclun and from here the business provides a manufacturing and installation service of PVCU windows and doors to commercial, public sector, and social housing throughout Mid, South and West Wales. 2.1. The tender is for the supply of PVC-U polymer profiles.
The Council requires a contractor who can provide a fully managed service for the recruitment, induction, training and management of the operational labour resource required to run the MRF. Back office support functions for audit, compliance, payroll, HR and IT are also required.
There will be additional requirements for other Amgen Cymru managed facilities including, but not limited to, the sort shed, mattress facility, landfill, various Community Recycling Centres across the Council and other RCT sites
RCTCBC are tendering for Direct Payment Support Services, The service will comprise of:
Information, assistance, and advice to people receiving or considering Direct Payments.
A proactive recruitment service to ensure Personal Assistants are employed in a timely manner.
A matching service and searchable database for Personal Assistants.
A payroll service for people receiving a Direct Payment and employing their own Personal Assistants.
A Managed Account support in instances where this has been assessed by the care manager as necessary.
Training, support and awareness-raising for individuals, professionals, Personal Assistants, and social care staff.
Support for the Microenterprises for Care project from the outset of the contract, with the view to the Provider delivering elements of the project from April 2025.
The budget for this service is circa GBP300,000 which is based on current numbers of Direct Payment Recipients, however, this is subject to change as it is anticipated more people will be encouraged to use the service through the duration of the contract.
The Council requires an external specialist in mail, print and dispatch services to support its duties across the Council. The Supplier must provide a solution to personalise, print and post a diverse range of documents, applying rules where required. Further detail is available in the tender documents.
The proposed scheme comprises of the demolition of the existing care home (Bronllwyn) followed by the design & construction of the 14nr bed adult care facility together with all associated external works, drainage works, service connections, including any adoptions required to provide a fully completed development.

1.2. Vision Products is a supported business and part of Rhondda Cynon Taf County Borough Council and are the approved supplier to RCT, Merthyr Tydfil and Bridgend County Borough Councils along with Cwm Taf Morgannwg NHS Trust.
Vision Products require a supplier to provide standard economy and bariatric riser recliner chairs and complex seating. The equipment would go to people's homes for loan after an assessment of need by Occupational Therapists, then returned after the chair is no longer needed. Chairs would be refurbished and then re-loaned out to other members of the public. There is a requirement the successful applicant to provide spare parts, accessories and servicing cost as part of this tender.
Under this Framework, Rhondda Cynon Taf County Borough Council are seeking Providers to deliver bespoke numeracy activities to residents aged 19 or older and who do not currently have a level 2 qualification in numeracy.
Funded through the UK Government Shared Prosperity Fund and managed by the Department for Education (DfE), Multiply is targeted at adults aged 19+ with the aim of improving their ability to understand and use maths in their daily life, home, and work (e.g. improving household finances and managing household budgets, improving sector specific numeracy skills).
To meet this challenge, successful Providers will need to demonstrate that numeracy activities are innovative or have a proven track record of success, engaging, fit around people’s lives, and are tailored to individual needs with delivery taking place in the community or workplace, through sessions delivered in person or online. Activities will also need to demonstrate that they support improvement in skills and/or progression towards accredited learning and improved employment opportunities.
The Department of Education (DfE) has suggested ten Interventions of which seven have been selected for Rhondda Cynon Taff, and split into Lots:
Lot 1 - W44: Courses designed to increase confidence with numbers for those needing the first steps towards formal numeracy qualifications.
Lot 2 - W47: Courses aimed at people who can’t apply for certain jobs because of lack of numeracy skills and/or to encourage people to upskill in numeracy order to access a certain job/career.
Lot 3 - W48: Additional relevant math’s modules embedded into other vocational courses.
Lot 4 - W49: Innovative numeracy programmes delivered together with employers – including courses designed to cover specific numeracy skills required in the workplace.
Lot 5 - W51: Courses designed to help people use numeracy to manage their money.
Lot 6 - W53: Numeracy activities, courses or provision developed in partnership with community organisations and other partners aimed at engaging the hardest to reach.
Lot 7 - W46: Courses aimed at prisoners, those recently released from prison or on temporary licence
Delivery of this project is expected to start no later than 1st October 2023 and will run until 31st March 2025. Whilst we are inviting tenders to cover this eighteen month period, each financial year (April 2023 to March 2024 and April 2024 to March 2025) will be treated separately as there is no roll over of funding from one year to the next.

This is a re-opening of Lot 2 (South East Wales) and Lot 3 (West Wales) of the All Wales Foster Care Services Framework. The Lot for North Wales remain unaffected

This tender is seeking to add 2 Foster Care Providers to the Lot 3 (West Wales) Lot as current Framework provision is not meeting demand. Lot 2 (South East Wales) does not have a maximum number. Existing Framework Providers need not apply.
This is a collaborative procurement. The services which are the subject of this procurement fall within Schedule 3 to the Public Contracts Regulations 2015 and accordingly the so called “Light Touch Regime”, as set out in Regulations 74-77 of the 2015 Regulations. Under these regulations RCT is not required to procure these services in line with the full extent of the Regulations and is able to determine itself the procurement process subject to ensuring compliance with the principals of transparency and equal treatment of providers.
Rhondda Cynon Taf aims for desirable places to live, work and visit and a fully integrated and high quality public transport system is central to the effective functioning of these areas. The aim of this Project is to achieve this in a sustainable way and improve the overall quality of the street scene by upgrading and enhancing bus stops within communities providing new, high quality waiting facilities for passengers.
The supplier is required to manufacturer/supply, deliver, install and repair bus shelters throughout Rhondda Cynon Taf.
For indicative purposes, it is anticipated that approximately 25-35 shelters will be required per annum. The number of shelters or spend is not guaranteed and may vary according to the Council priorities and availability of funding.
Tenderers will be required to assemble and install shelters at sites advised by client throughout Rhondda Cynon Taf.
Rhondda Cynon Taff County Borough Council provide a Locality Based Floating Support Service to prevent homelessness which is aligned with the preventative agenda and forms a key part of RCTCBCS Early Intervention and Prevention Pathway.
The service will take a person-centred, holistic approach to engagement and intervention, liaising and effectively co-ordinating with key agencies, including RCT’s Housing Solutions Team, to both identify and support at risk individuals. Alongside addressing any immediate issues that may lead to homelessness, the project will work to equip individuals with the knowledge and skills to prevent homelessness/risk of homelessness in future.
The service will be divided into three lots which will cover the whole area of Rhondda Cynon Taf.

2 Crewed Medium Volume Gulley Emptying Jetter Machines
Rhondda Cynon Taff CBC are looking to appoint one Contractor to provide Gulley/Drainage cleansing services throughout the Borough. The requirements will be on a daily basis throughout each of the contract years, with a programme of works identified in advance by the Council’s Engineers. The Councils network includes a vast number of drains, gullies, sewers, and culverts.
The Council require two fully operated vehicles, both vehicles will be dedicated to the service requirements, both vehicles will be utilised to undertake scheduled cleansing of the authorities 90,000 gulley cleansing cycles. Services will include routine maintenance, reactive maintenance and availability for urgent/emergency works during times of flooding/storms.
The Council does not envisage the main part of this contract being subcontracted.
Due to the current financial constraints of Rhondda Cynon Taf CBC, there are no guaranteed volumes linked to this contract, but based on historical data and future planned works it is envisaged that between 30,000 – 70,000 gullys will be cleaned annually.
Home Care Services are services that deliver support to a person in their own home, to help them remain independent for as long as possible. There are circa 16950 weekly hours of care being currently delivered.
Providers should note that these are current estimated figures, and the actual numbers are expected to fluctuate during the term of the contract.
Our intention is to commission home care on the basis of the results, or outcomes for the person receiving the service rather than on activities and time delivered to shift the focus of service delivery onto the benefits it will achieve for service users.
Providers will be required to deliver a range of Domiciliary care services to Service User’s including but not limited to Elderly Frail, Physical Disability, Mental Health, Substance Misuse and Learning Disability needs. It will be expected that any successful provider be registered with CIW for all these types.
The contract will be divided into 6 Lots with 1 provider appointed to each.
The current estimated annual value of the contract is circa GBP21.75m. Further details on the breakdown can be found in the procurement documents. It is proposed that the duration of this contract shall be for an initial 6 years commencing 1st October 2024 with the option to extend for a further period 2 years + 2 years.
Extensions will be subject to performance reviews.
In addition to the general award, the Council is also using this tendering process to create a Supplementary List. The Supplementary List may be used in times of an emergency and/or when the Council has exhausted all other methods of allocating home care hours to the contracted Service Providers. Bidders that have passed the initial PQQ stage will be offered a position on this Supplementary List. Further details on this are in the procurement documents.
