• i) A means to exploit scientific and technological breakthrough IP
• ii) A means to create and exploit entrepreneurial talent.

The Cynon Gateway is a 1.2km proposed link road to connect the A4059 Aberdare Bypass, east of Penywaun to a new roundabout at Croesbychan (constructed as part of the A465 heads of valleys scheme). The proposed scheme is located approximately 2.6 km north west of Aberdare, and lies between the communities of Llwydcoed to the east and Penywaun to the west. The scheme also bisects the Afon Cynon (midway along the route) and Nant Hir (in the northern part of the route). An unnamed road leading to Gamlyn Isaf Cottage crosses the southern part of the proposed scheme. The proposed route lies adjacent to the residential village of Llwydcoed circa 500m to the east; the residential village of Penywaun circa 150m to the west and residential properties towards the north of Aberdare circa 600m to the south.The dates provided for in this notice are estimations and subject to other appointments such as Project Management.
The Council’s intention is to procure services to support the development and delivery of community Microenterprise and digital directory solutions in Rhondda Cynon Taf. The Council is considering options for these services to be delivered either jointly (as an integrated service) or separately (as distinct contracts).

Rhondda Cynon Taf County Borough Council is seeking to engage with the market regarding the provision of a digital Traffic Regulation Order (TRO) management system. The purpose of this exercise is to gather information on available solutions and confirm supplier capability against the essential criteria outlined in the specification.
The Council currently operates under a three-user license and anticipates maintaining similar multi-user access as part of this procurement. Rhondda Cynon Taff Children’s Services are seeking to commission a not for profit provider (as required by the Health and Social Care (Wales) Act 2025) to operate a 4 bed Children’s Home in a premises provided by the Council within RCT. The home will provide care and support to young people aged between 10 and 18 (with the option to vary if demand dictates), with a focus on teenagers and transition to independence. There is an expectation that the service will be provided in a manner that best safeguards and promotes the welfare of children and young people in our care. The Provider will need to ensure that children and young people are supported using the Trauma Recovery Model and employ a strengths based, child focused approach.
The Provider will be required to provide all staffing including the Responsible Individual and Registered Manager. The provider will actively encourage and support each young person to achieve positive outcomes in line with their assessed needs and plan, working closely with the responsible social work teams and other agencies that may be involved.

Rhondda Cynon Taff Children’s Services are seeking to commission a provider to operate a high support provision in a premises provided by the Council within RCT. The home will provide support to two young people aged between 16 and 18 who have high support needs due to a combination of factors such as emotional and mental health needs, risk taking behaviours and subject to exploitation. The provider will need to ensure there is 1:1/2:1staffing (dependent on needs) for each individual young person at all times throughout the day and meet the requirement for a sleep in and waking night member of staff.
The provider will be required to deliver a sustained and consistent high-quality strengths based service that is able to respond in an emergency and can be flexible in facilitating opportunities for young people who need varying levels of support dependent on their needs and progression towards independence. Background
In 2013 the Local Authorities of Rhondda Cynon Taf (RCT), Merthyr Tydfil, and Newport City Councils came together to form the Tomorrows Valley hub (the hub). RCT as a lead authority for the hub procured the food waste treatment contract, awarded in November 2013 to Biogen UK Ltd with a duration of 15 years.
A 1MW AD facility was constructed under a Design, Build, Finance and Operate (DBFO) contract on a land owned by RCT at Bryn Pica. The facility has a capacity of 22,500 tonnes per annum and attracts Feed-in-Tarriff (Fit) that will continue until November 2033 (20 years from contract start date).
The facility benefits from an Environmental Permit issued by NRW (Natural Resources Wales) and planning permission for access, tipping, digestion and digestate output to PAS110 QP (Quality Protocol) standard.
Whilst the hub has an option to extend the contract for a further 10-year period in two 5-year extension periods, it would also like to consider alternative options for the treatment of its food waste from 15th November 2028 that may offer better overall value for money. These options include procuring a new Operation and Maintenance (O&M) contract for its existing facility or procuring a new merchant contract for the treatment of its food waste elsewhere.
RCTCBC require a feasibility study from a specialist consultancy to assess how Ysgol Nantgwyn can best maximise the use of the renewable generation of a connection to a proposed hydroelectric scheme, also allowing specifications to be drawn up to allow for any required upgrade works. This is to look at innovative decarbonisation technology installation to support RCTCBC to become a carbon neutral organisation by 2030.
