Renfrewshire Council is carrying out market research and engagement for multiple requirements across the organisation in relation to:- Void and Tenanted Housing Specialist Cleaning, Cleaning, Clearances, Needle Sweeps, Gardening Services and Pest Control Services.
Maintenance of the Clyde Crossing Bridge throughout the Service Period.
The contract is anticipated to be for an initial 3 year period with the option to extend on one occasion at the Council's sole discretion for up to 12 months.
The Services may include inspection and maintenance of the following Items:
- Aesthetic Lighting
- Parapet Lighting
- Navigation Lighting
- Parapets
- Bridge deck superstructure
- Bridge substructure including underground plant rooms
- Footway and Carriageway surfacing between expansion joints
- Bridge deck superstructure drainage and associated abutment drainage systems
- Wigwags and pedestrian roadway barriers
- Movement/ expansion Joints
- Bearings, including lubrication of the main pintle bearings
- MEICA equipment for bridge operation and all associated supplies to and from substations
- Hydraulic systems including routine inspection and lubrication of the nose and tail locking systems
- CCTV
- Variable Message Signs (VMS) including pedestrian VMS and all associated power supplies and feeder pillars
- External communication links
- Layby Berth including associated dredging and bathymetric surveys
- And any other items related to the Clyde Crossing Bridge operation as included in the Operation and Maintenance Manual

Renfrewshire Council will shortly be tendering for the delivery of a Community Based Mental Health service for Adults over 16. The service will provide flexible supports to individuals in Renfrewshire who are experiencing a crisis in their mental health and those who require time-limited and recovery focussed interventions in the community. The service will also provide Distress Brief Intervention (DBI) Level 2 services as part of the Renfrewshire DBI pathway. The service will work closely with Renfrewshire Health and Social Care Partnership and other agencies as part of a recovery focussed system of care in order to improve outcomes for individuals across Renfrewshire, and should have a base within the Renfrewshire Council area prior to the commencement of the contract. Renfrewshire Council currently have a contract with a provider to deliver a Community Based Mental Health service.

Renfrewshire Council seek to undertake consultation with the market prior to tendering for a Principal Contractor for a new build primary school within Dargavel, Bishopton with an anticipated pupil role of 800 pupils.
Renfrewshire Council are seeking a highly experienced and established creative company to develop and deliver a parade and town centre animation for Paisley Halloween Festival 2026 on Friday 23rd and Saturday 24th October, and Friday 29th and Saturday 30th October 2027 (with the option of adding year 3 on 27/28 October 2028).
The Council will shortly be issuing a tender relating to a new Flexible Framework for Early Learning and Childcare Places in Renfrewshire. This new Flexible Framework will replace the Council’s current Flexible Framework (RC-CPU-20-113) which is due to expire on 23 May 2026.
The Council is seeking to procure the service of a number of local providers in respect of the future provision of early learning and childcare places within the Renfrewshire Council Area in addition to and to supplement the service provided at Council premises. This will allow the Council flexibility to offer Parents and Carers (including kinship carers) a choice of provider for the funded Early Learning and Childcare (ELC) entitlement via a Council owned and managed nursery or from an independent or third sector provider.
Interested Providers should be aware that there is a new shared framework which replaces both How good is our early learning and childcare and A quality framework for daycare of children, childminding and school-aged childcare and the Care Inspectorate will begin to use the new framework for inspection from September 2025. The Council may use the Shared Framework as part of the assessment criteria for the upcoming tender process.
The scope of Services to be provided under this Flexible Framework falls within the definition of a “social and other specific” service under the Public Contracts (Scotland) Regulations 2015 and therefore the Flexible Framework is not subject to the full requirements of the aforementioned regulations.
The Flexible Framework will allow participating Providers to add new Services and newly Commissioned Places. It will also allow for admissions by New Entrants (Providers) throughout its duration and will be reopened at the discretion of the Council depending on demand for Services.
The Flexible Framework will be split in two lots as follows:
Lot 1 – Registered Day-Care Providers
Lot 2 – Registered Childminder
Modular football changing rooms comprising 8no changing and shower areas plus supporting accommodation (over two units). An over cladding system will form a perimeter security line. Design to include foundation and building warrant application. Planning will be developed by Internal Client team.
Some civils including carparking and landscaping are likely to be included within the package. PQQ issued April ’23 with Main Tender Issue will be July ’23.

Renfrewshire Council has a requirement for an Environment and Infrastructure Asset Management System. The Council wishes to appoint a suitably qualified supplier to provide this system.
Renfrewshire Council currently operates the Framework for Transportation (RC-CPU-20-385), which is due to expire in January 2026. This framework allows Renfrewshire Council to purchase transportation for children with Additional Support Needs (ASN) through taxi and bus operators awarded to the framework, as well as some ad-hoc requirements as necessary.
Renfrewshire Council is now working on a new arrangement for these services. The new arrangement will cover ASN buses and taxis as well as any ad-hoc bus and taxi requirements.
Mainstream requirements will continue to be procured through SPT.
Renfrewshire Council will publish an Invitation to Tender for Vehicle and Plant Hire with Operatives. This is to support the Council's Road Operations team in delivery of roads related maintenance works.
The service will include, but may not be limited to, the following:
-Cold milling operations: Provision of Planer width up to 2.25m including ancillary plant with relevant operatives (i.e. Tipper lorry, vacuum road brush, JCB Streetmaster with Pneumatic breaker). For the cold milling of identified surfaces between 0mm and 100mm depth, removal of materials around ironworks, kerbing etc, removal of traffic road studs and ‘cats eyes’ and the temporary ramping of vertical surfaces where required.
-Resurfacing operations: Provision of self-propelled paving machines with 1.0m to 5m laying width, dead weight and vibratory rollers, heated emulsion tankers & emulsion sprayer systems & chipping machines (various widths), including ancillary plant with relevant operatives (i.e. Tipper lorry, vacuum road brush, JCB Streetmaster with Pneumatic breaker).
This is subject to change. The Invitation to Tender will provide detail of the Council's requirement when it is published.

Renfrewshire Council has issued the National Care Home Contract Minute of Variation 22/23 (1) to providers contracted under the National Care Home Contract in Renfrewshire.
The purpose of this Framework Agreement is to give the Contracting Authorities, a route to employ Suppliers who are specialist contractors to carry out repair,
maintenance and lower value one-off projects. The Contracting Authorities who will utilise this Framework Agreement are Renfrewshire Council, East Renfrewshire Council and Renfrewshire Leisure Limited.
Renfrewshire Council has the requirement to appoint Contractor to carry out Boiler only replacement to 1246 Tenanted Properties and Full gas heating system replacement with boilers to approx. 3399 tenanted properties throughout Renfrewshire.
