Renfrewshire Council has the requirement to appoint a Contractor to carry out Legionella Risk Assessment of the full Council estate for Domestic Properties (circa 12,000 + properties). The Contractor will be required to provide Legionella Risk Assessment documentation for all properties in accordance with current legislation.
The Council has a statutory duty under the Health and Safety at Work etc Act 1974 to ensure that all properties under its control are suitably maintained to ensure that they are safe and without risk to health to both employees and members of the public.
A number of the Council’s Public Buildings are fitted with Intruder Alarms, Fire Alarms, and Closed-Circuit Television (CCTV) systems. The maintenance of these systems ensure that they remain serviceable to assist in the protection of the users of the properties.
The Council does not have in-house resources suitably trained to carry out the regular maintenance of these systems therefore an external contractor is employed for this purpose.
Along with regular maintenance the contract will include for the provision of a 24/7 reactive repair service and a 24/7 alarm monitoring service where appropriate.
The alarm monitoring service will cover both fire and intruder alarm activations. The monitoring of CCTV systems will not be within the scope of this contract and will remain in-house.
This contract will be managed by Facilities Management (Support Services) who are responsible for the delivery of repairs and maintenance services for all Council owned properties.
As part of preparation work for a future procurement procedure, Renfrewshire Council (the “Council”) would like to invite your organisation to participate in this market consultation engagement exercise. The market engagement does not form part of the formal procurement process and will not impact on the evaluation of any future procurement procedure.
The purpose of this PIN is to gather market interest and information to inform the procurement strategy and approach to a Lotted Contract for the provision of Doors and Windows Replacement and a Reactive Replacement of Doors and Windows Contract for domestic and commercial properties within the Renfrewshire area.

Renfrewshire Council is seeking to establish a Flexible Framework for the provision of Supported Living services for Adults with support needs relating to Mental Health, Learning Disabilities, Autism, Physical Disabilities, complex needs or other care and support issues inclusive of personal care, housing support, non-personal care, emotional and practical support. The council seeks to appoint a range of providers to the Flexible Framework in order to deliver outcome focussed supports and interventions. Services will be based within the Renfrewshire Council area and will be flexible and responsive to changing needs and will be delivered in line with the Renfrewshire Health and Social Care Partnership (RHSCP) Strategic Plan 2022-2025. Services will be offered under Option 3 and may also be offered under Option 2 of the Social Care (Self-directed Support) (Scotland) Act 2013, however this will be confirmed in the procurement documents when the tender is published. Renfrewshire Council currently have contracts in place with providers to deliver Care at Home and/or Housing Support within a model of Supported Living.

Renfrewshire Council are seeking a highly experienced contractor to maintain and action repair to communal block fire and intruder alarm systems through-out the Council Housing estate.
Renfrewshire Council is planning to issue a tender for a contract for Works to Roads Related Structures. The contract may consist of the following types of works:
-Bridge Strengthening/ Replacement;
-Scour Protection Works;
-Parapet Upgrading;
-Bridge Joint Replacement;
-General Bridge Maintenance;

Renfrewshire Council is inviting contractors to submit bids for festive lighting installation (the service). The service will comprise the
storage, repair, maintenance, timely erection and de-erection of the Festive Lights.
The purpose of this Prior Information Notice is to allow Renfrewshire Council to engage with the marketplace to carry out a soft-market
testing exercise.

Renfrewshire Council will be tendering for a Fire Alarm Upgrades Contractor to carry out the upgrade of the fire alarm systems within 450 Sheltered Housing properties, across 14 Complexes. This will be a sole Contractor appointment that will be required to remove and replace the existing fire alarm system and replace with new digital versions.
It is the Councils intention to issue a Contract Notice via Public Contracts Scotland week commencing 6th January 2025.
Renfrewshire Council has an existing framework for the provision of Care at Home Services under the direction of Renfrewshire Health and Social Care Partnership.

Renfrewshire Council are creating new routes between Paisley town centre and the Advanced Manufacturing Innovation District Scotland (AMIDS), with a road bridge crossing the White Cart and an east-west link road, all with accompanying walking and cycling options. Renfrewshire Council are building the new roads, bridge, cycling and walking routes through this project called AMIDS South, which is 90% funded by the UK Government Levelling Up Fund.
The project includes:
- A 1.7 kilometre riverside route from Abercorn Street to Inchinnan Road
- A road bridge crossing the White Cart river at Harbour Road
- An east-west road from Renfrew Road to the bridge crossing
- Dedicated cycling and walking provision along all new routes
- An underpass for walking and cycling at Renfrew Road into Gallowhill
- Environmental improvements along the White Cart river clearing debris and enhancing riverside biodiversity.
The project benefits
Economic projections in the business case found the project could bolster the local economy by an additional 136 million GBP and cut carbon emissions by more than 4,200 tonnes while helping existing and new companies to grow, creating new job opportunities for years to come.
AMIDS South will:
- Improve the links between Paisley town centre, AMIDS and Glasgow Airport
- Better connect communities to the jobs at AMIDS and to their work, studies and leisure pursuits
- Deliver improved walking and cycling links including a 20-minute journey time saving walking between Gallowhill Road and Inchinnan Road
- Make it easier to get to West College Scotland and the new Paisley Grammar School Community Campus due to open August 2026.
- Enable business growth with increased access for customers and suppliers
- Open up and enhance the environment along the White Cart river
- Cut congestion in residential areas like on Love Street.
