Rail Safety and Standards (RSSB) seeks to procure the best expertise available within the marketplace that offer specialist technical IT Consultancy services. Our IT programme and projects require general and specialist technical consultancy support. RSSB recognises that it cannot entirely internally satisfy its future demand for suitably experienced specialist and professionally qualified experts and as a result is seeking to procure these through the IT Consultancy Framework. Potential providers are hereby invited to tender for these Services.

The main aim for this project is to create a native mobile application which extends the options for CIRAS users to raise a concern.
Limitation and dependencies - The supplier is required to deliver minimum viable product requirements by using a 'scrape' approach, whereby the website form is encapsulated within a native mobile app, this will limit resource commitment to a 'guiding eye' rather than any development commitment or additional documentation for backend processes between Sitecore, Azure, Cloudmersive, and Microsoft Dynamics CRM.
Assumptions
•Any user will be able to raise a concern via the app.
•Supplier will have applicable development and support resources to deliver the solution and services described within this document.
•Supplier will design key screens/ wireframes.

The Rule Book App was launched to the industry as a purchasable product in 2018, whereby an organisation purchases a block of user licenses that can be redeemed by any user based on a valid organisation domain email or manually assigned.
The Rule Book App leveraged RSSB's single source component content management system for the creation of standards and rule book content within DITA XML, allowing for content to be published and personalised across
multiple formats and devices. Prior to this, the Rule Book was only available in paper or PDF format published to RSSB's website and created within desktop publishing tools i.e., Quark.
The Rule Book App ensures the Rule Book and the instructions within it in are kept up to date and all workers are given easy access via their mobile device.
The objective of this work is to ensure continuity of service for the significant portion of RSSB's members and staff that rely on the Rule Book App as their primary source for rules information.

Expression of Interest (EOI) for Future of SMIS: Integration Layer Project - RSSB is seeking to obtain market feedback in relation to the high-level business requirements for the Future of SMIS: Integration Layer Project.
The Authority has not specified a format for the detailed response as this can limit creativity and make it difficult to understand. Organisations are therefore freely available to present information in their desired format.
Business Context
•The Safety Management Information System (SMIS) is the railway's national database for recording and analysing safety-related events.
•Data is currently entered using a suite of web-based forms or sent via API from other applications.
•The data collected enables rail companies, safety managers and accident investigators to understand and reduce safety risks, and RSSB to generate data insights for the industry.
•RSSB is looking to replace the current solution with a modern data platform. Offering alternative front-end interfaces, a universal integration layer, and AI driven data quality processes.
•The objective of this work is to design and assure the solution and data architecture to achieve this overall ambition.
•RSSB currently has a data platform hosted in Azure which this would need to align to. This uses FastAPI, Airflow, PostgreSQL, and Power BI.
•Part of the technical solution is to have an integration layer to connect front end applications to our Azure data platform, expanding from the current API solution.
•This integration layer needs to be highly available, performant, easy to maintain, versioned, and capable of handling data model changes.

RSSB have been running a project to implement Planful since mid 2022, supported by a 3rd party consultant. We were able to go live in November 2022 for the start of our budgeting cycle, but with a very basic system - much of the functionality was not ready and we had no time for business training, so data was collected and entered by the Finance team. In December our consultant took a strategic decision to exit the market, and we are looking for a replacement to support the completion of the project, and ongoing continual development. RSSB follows a quarterly forecasting process, so the system will next be used for the q1 forecast, starting July 2023.
