The works comprise refurbishing 100 dwellings located within an approximately 2 mile radius of Belfast City Centre. The individual dwellings are located within terraces of similar dwellings however the adjoining dwellings are in most circumstances owned by “others” and not part of this contract. The dwellings are largely situated within five definitive urban areas and the dwelling units are spread asymmetrically throughout these areas. The contract requires programme and sequencing flexibility to suit the evolving requirements of the clients Housing Management team. The scope of the contract shall include “Outward” and “Inward” decanting of tenants from Radius addresses as each successive phase starts and finishes. The travel distance between any dwelling unit and a decent dwelling unit will not exceed 2.0 miles. Storage facilities shall be maintained in the locality for storing tenants’ items that cannot be moved to the temporary decant accommodation. The dwellings are almost all in the region of 100 years old and all have received varying levels of intervention including extensions since original construction. The units are a mixture of 2 and 3 storey, they are broadly similar, but not uniform, in terms of composition and condition. The principal objective of the works is to introduce features to prevent damp, (rising and penetrating), ingress and improve the thermal properties of the dwellings. Works will comprise preparatory works to allow installation of damp proofing works including chemical injection damp proofing system in existing solid masonry walls with tanking in selected areas and provision of new solid floors and damp proof membrane.

The proposed construction works contract is for a residential development of 94 social housing units over two brownfield sites within the Gasworks Development, Belfast. Development includes 54 GN Houses, 32 GN Apartments, 6 Wheelchair Houses, 2 Wheelchair Apartments and associated servicing, amenity space and other ancillary works. Site A is adjacent to Cromac Street with a site entrance from Raphael Street, in part this site sits above the Belfast Tunnel. Site D/NIE is located off Stewart Street and is bounded by a trainline to the east. The complexity of this development includes site clearance, flood mitigation measures, piled foundations, site retention, works above the Belfast Tunnel, remediation, provision of attenuation, utility alterations, all engineering services and external site development works. It is expected ALL social housing units built under this contract will achieve Secured by Design and Lifetime Homes accreditation, the majority (approx. 60.6%) will also achieve EPC Rating ‘A’. The apartments included within this scheme are additionally designed to Department of Communities, draft City Centre Living Standards and involve the construction of integrated ‘winter gardens’, increased storage space, increased floor to ceiling heights and additional glazing. This scheme has been submitted to planning (LA04/2021/1672/O) as part of a hybrid application involving a wider Gasworks Northern Fringe Masterplan Development Project in conjunction with Belfast City Council, only the two residential developments will form part of this future tender. The planning application has been approved by the Belfast City Council Planning Committee (27/6/22) and has now been referred to DfI due to an objection from a statutory consultee. Determination by DfI is anticipated by end January 2023 The contract will be for approximately 24 months from date of award and is scheduled to start by March 2023.

The purpose of this procurement is to establish a Framework Agreement onto which Radius intends to appoint a number of Developers who will identify and bring forward sites and schemes for the provision of the delivery of Social Housing and /or Affordable Housing for Sale. This Framework will be split into three different Lots based on the anticipated number of units a site is expected to yield. In each case it is anticipated that schemes will be brought forward by means of design and build. Developers should note that this is not a conventional building works Framework and interested parties are invited to review the detailed requirements outlined in the ITT Documents. For the avoidance of doubt, Developers do not need to have secured a site to develop at this stage, however, the expectation is that Developers appointed to the Framework will have the skills and expertise to identify and secure sites that are suitable to bring forward the delivery of housing schemes for Radius. In addition, where Radius owns a site which can be developed by the successful Developer(s), Radius may, at its absolute discretion, decide to utilise the Framework to run a mini-competition with all those Developers on the Framework who are eligible to take part in the mini-competition process to take forward a contract for building works. The proposed construction works contract is for the construction of a new office building located on the previous Habinteg Housing Association site at 18-22 Hibernia Street Holywood. The works will also include connection into and refurbishment of the existing adjoining Moyra Mitchell premises. In addition, refurbishment works are proposed to the existing Priory Press building directly across Hibernia Street. Demolition of the Habinteg Building is required under this contract in advance of commencing any works to the combined refurb and new build due to the limited size of the site. The complexity of this development includes phased decant/demolition/refurbishment works, connection into existing services and M&E systems, removal and replacement of all existing foul and storm drainage to accommodate the proposed development and facilitate new drainage connections, utilities coordination/alteration, discharge of planning conditions, provision of licenses (including street works) and external site works, all within a live urban environment. The Contractor will be required to appoint their own BREEAM Champion and demonstrate that BREEAM ‘Excellent’ rating has been achieved on the new build construction and BREEAM ‘Very Good’ rating has been achieved on the refurbishment works. The project has been registered under BREEAM New Construction 2018 The finishes and FF&E are required to be completed to CAT A+. The starting date will be agreed following Contract Award and prior to execution of the Contract. The completion date for the whole of the works is 15 months after the starting date. The completion date for Priory Press refurbishment is 6 months after the starting date.

The scope and purpose of this competition is to identify a fire consultancy service to assist with the Fire Safety Management of the Radius portfolio, in line with the recommendations of Dame Judith Hackitt’s report, ‘Building a Safer Future – Independent Review of Building Regulations and Fire Safety’, which advocates a consistent, proactive approach to building safety. The Fire Engineer is instructed within the scope of these tender documents and as part of Fire Engineering Service to provide professional services and recommendations to assist Radius Housing in meeting its obligations under relevant fire safety legislation, including the Building Regulations (NI) 2012 and under the Fire Safety Regulations (NI) 2010 & the Fire & Rescue Services Northern Ireland) Order 2006 and allied legislation, and any future changes to legislation or government advice, to the extent of responsibility for premises or parts of premises falling under its control. The term “Fire Engineering Service” is intended to mean professional Fire Engineering Services to include, but not limited to the following areas: • Provision of expert advice in relation to fire safety policy and procedures; • Fire Engineering advice in relation to new developments; • Fire Risk Assessments of existing buildings as required; • Expert advice in relation to maintenance and in-house audits; • Training of staff and other stakeholders in relation to fire safety; and • Assistance to optimise tenant engagement in relation to fire safety.

Radius Housing (Radius) on behalf of itself and the named parties (Contracting Authority) is seeking to select two Employers Agent, multi-disciplinary teams to assist in the delivery of Land, Design and Build projects (package deals where a developer provides the site, designs, builds and completes the project) arising out of successful bids being received for the competitions run by Radius Housing Association or “called off” any appropriate Land Design & Build Framework. Each Employers Agent Team must include an Architect and Quantity Surveyor providing the service in conjunction with each other. Either discipline may take the role as lead consultant for the purposes of the provision of the services; the other discipline will act as the Lead Consultant’s Sub Consultant. The Consultant leading the Services shall be the lead consultant and shall be solely responsible for management of and delivery by all key “sub-consultants” (i.e. those who fulfil the other appropriate design disciplines).

There is no maximum or minimum construction value on the schemes to be taken forward under this Framework and the authorities will assess whether each project it undertakes requires the services of a Project Manager on a scheme by scheme basis. Radius are committed to continually improving the quality of our new build housing offer, as we recognise its influence in acting as a catalyst for wider social, economic, cultural and community benefits which are fundamental to good place making and the empowerment of strong and resilient communities.
