The provision of legal advice relating to: •general procurement and contract matters including the implementation of the new public contracting regulations (PCR); •interpretation of Local Audit related legislation, ie Local Audit and Accountability Act 2014, the Local Audit (Appointing Person) Regulations 2015 and the Accounts and Audit Regulations 2015; and •the Data Protection Act 2018, Freedom of Information Act 2000 and Environmental Information Regulations 2004. Additional information: The length of the contract will be for a period of an initial term of three years (31/03/2026). There is the option to extend by mutual agreement for up to a further two years which makes the latest possible contract end date 31 March 2028 if the option to extend is fully exercised.

Consultancy to undertake an independent lessons learned review of PSAA's NAP project with a specific focus to: i.review, assess and comment on the effectiveness of our external communications and engagement activities for the NAP project; and ii.provide an independent, insightful view informed by external stakeholder feedback as to whether PSAA could have adopted different or better approaches to any aspects of its preparations for the NAP.

The procurement covers the audits of the accounts (as per the Code of Audit Practice) of eligible bodies across England that opt in for the purposes of the appointment of auditors under the provisions of the Local Audit and Accountability Act 2014 and the requirements of the Local Audit (Appointing Person) Regulations 2015. Eligible entities include local councils, combined authorities, police and crime commissioners, police, fire and crime commissioners, chief constables, fire and rescue authorities, waste authorities, passenger transport executives and national park authorities.
