Regulation of the sector by the Council is characterised by an increased demand from tenants experiencing poor living conditions, but with no additional capacity to deal with this increased demand, the Council finds itself needing to explore different approaches. The Council recognises that warm, safe and decent rented homes are an essential part of its aspirations to make Preston a fairer and more inclusive city. This tender is to engage a partner to study and produce a report intended to provide a review of the Councils approach to the above issues and identify what options there may be to deal more effectively with the current issues within PRS in Preston, including the option of the introduction of a Selective or Additional Licensing Scheme.

Provision of Rough Sleeping Prevention and Recovery Services (RSPR) The successful bidder will provide separate gender specific accommodation combined with a specialised support service for rough sleepers and those at risk of rough sleeping. The aim will be to improve the quality of life, reduce inequalities and will require a dynamic, flexible, innovative, and proactive approach to service development and delivery. The successful bidder will provide service users with an opportunity to maximise their chances of living independently, whilst also being able to contribute to our shared priorities and values working with local partners to achieve our vision: 1 Prevention of Homelessness and Rough Sleeping 2 Interventions to Relieve Homelessness and Rough Sleeping 3 Recovery from Homelessness and Rough Sleeping 4 Ensure Homelessness Services continue to improve working towards system changes.
