Powys County Council (“the Council”) is seeking to engage with suitably experienced and competent Providers to provide the Powys Community Equipment Service. Powys County Council and Powys Teaching Health Board wish to commission an appropriate provider to operate the Powys Community Equipment Service for a period of three years with an option to extend for a further two years. The Powys Community Equipment Service is provided under a Partnership Agreement between Powys County Council and Powys Teaching Health Board, with Powys County Council acting as the Lead Commissioner. The Community Equipment Service provides a range of disability and technology enabled care equipment for Powys residents for use in their own homes and, for a limited range of equipment, for use in residential and nursing homes.
Powys County Council is seeking to engage with the market to recommend and supply four machines capable of planing, sweeping, loading and siding.
'Skid-steer' machines are currently utilised by the Council, however, the Council is seeking the recommendation from the market to ensure that the Service is using the most suitable equipment that is available.
As part of this tender, an on-site assessment is included as part of the quality assessment and further details are contained in the tender documentation.
Powys County Council is seeking to appoint a delivery partner to deliver the Home-Grown Homes Project Phase 2.
The objectives of the project must be completed, and all outputs delivered to the Council by no later than 31st March 2025. The objectives are as follows:
1. Considering options to pay for Greenhouse Gas removal from wood in construction.
2. Working with sawmills and the processing sector to increase the supply of high-quality construction grade timber in Wales, including through creating Environmental Product Declarations for Welsh timber and manufactured products.
3. Working to develop markets for use of timber-based construction products, such as wood fibre insultation, timber window frames, etc.
4. Working in the fields of secondary education, further education, and higher-level education to develop training programmes and syllabuses to enable the development of skills needed to deliver a Welsh Wood Economy.
5. Assessing the future timber supply needed in Wales to decarbonise the economy and support the forestry sector in woodland creation to meet these needs.
6. Supporting and assisting the development and implementation of the Timber Industrial Strategy for Wales, providing expertise and guidance where required.
7. Supporting the development and establishment of the National Forest, providing expertise and developing ways that the National Forest can supply high quality construction timber, whilst also providing recreation and health benefits.
The purpose of this ITT is to re-open the Support Services framework for Young People, Children and Families framework under Round 3. Existing framework providers are not required to re-apply.

- Therapy - All types of therapy/Counselling (a range of therapeutic support for children, young people, parents, families, Art therapy, filial therapy, Counselling, Family therapy, Play therapy).
- Any other support provision - around Children, young people and families, such as Support Workers/Community projects/Residential workers.

Powys County Council is seeking to engage suitably experienced and qualified Contractors to enter into a Framework Agreement for Heating Replacements and Refits across the County of Powys for a three (3) year period commencing in April 2023 with an option to extend for up to a further 12 months.
Works to include three types of heating installations in North and South Powys; 1. Emergency replacement works, 2. Planned heating installations and 3. Void heating installations.
Powys County Council’s (The Council) Highways, Grounds and Street Services (HGSS) are responsible for the management of grounds maintenance, grass cutting and additional associated activities on trunk roads, county and rural roads and within urban areas in the County of Powys.
The Council currently maintains the following:
-153 hectares of municipal grass areas across Powys which includes play areas, housing estates, libraries, etc., which are normally cut 10 times during the year;
-19 cemeteries which are cut 14 times;
-96 hectares of County Urban verges in towns and villages which are normally cut three times during the year;
-4 hectares of shrub bed maintenance;
-Over 4600 km’s of County Rural highway verges;
-134 Roadside Verge Nature Reserves (RVNR’s); and
The service is currently delivered through a mix of the internal service and external contractors and the service is usually delivered between April and October each year.
Powys County Council is offering an exciting opportunity for suitably qualified and experienced contractors in participating in a Dynamic Purchasing System (DPS) for the Provision of Minor Construction Works throughout the County of Powys.
The purpose of the Dynamic Purchasing System is to allow the Council to assemble and maintain an approved list of contractors for the above stipulated works, and to offer a more flexible and responsive procurement.
The Dynamic Purchase System will run for an initial period of 3 years, with an option to be extended for a further period or periods of up to 36 months.

The Council’s aim is to award an individual contract for each lot.

Powys County Council (hereinafter referred to as “the Council”) is seeking to engage with a suitably competent, experienced and qualified provider (hereinafter referred to as “Contractor”) for the provision of a Young People’s Independent School and Community based Counselling Service (‘the Service’).
This is a formal invitation to submit a fixed price to deliver the service.
It is anticipated that the service mobilisation date will be 1st October 2023. However, the Council may at its discretion alter this date.
The Contract will commence on the date indicated in the award correspondence and will continue from that date until 30th September 2025 (“the Term”) at which date the agreement will automatically terminate unless the Council exercises its option to extend for 1 year, plus 1 year, plus 1 year.
The service will:
- Provide a core face to face and online counselling service with flexibility for additional sessions/hours to be purchased if demand should increase.
- Provide a one to one specialised counselling service to serve an age range of:
- 11-19 year olds (years 7-13) for the face to face service across all secondary school sites and a range of community based settings.
- 11-25 year olds for the online service.
- Provide a one to one specialised counselling service to a small number of referred/identified 10 year olds (year 6 pupils).
- Deliver group support/counselling to young people, as required, as agreed between the Council and the provider.
- Additional grant funding through the Regional Partnership Board (RPB) provides an element of group work in secondary schools on topics such as exam stress and transition.
- A face to face counselling intervention under this contract will be for a maximum of 8 sessions plus an assessment session per service user (historical delivery patterns show that the average intervention is 7 session per service user).
- A group support/counselling session under this contract will be for a maximum of 4 sessions.
Powys County Council wish to commission a suitably experienced organisation which is able to provide a co-ordinated volunteer family support service to offer regular support, friendship and practical parenting advice to families in their own homes, helping to preventfamily crisis and improve confidence and positive outcomes for families.
The Council is inviting bids from suitably qualified and experienced providers to tender for the provision of Co-ordinated Volunteer Family Support Service in Powys (Resilient Families).
The purpose of this ITT is to re-open the Social Care Training Framework for Social Care training courses for Adults and Childrens Services.
Powys County Council has established a framework of suppliers and the Council is re-opening the Framework for new suppliers who wish to tender to be awarded to the Framework. Existing framework providers are not required to re-apply.
Funding will only be awarded on an annual basis in line with the grant funding allocation process through Welsh Government (SCWWDP) and the Council.
The Framework Agreement will run for a period of up to 4 years, from 1st April 2023 until 31st March 2027 (1+1+1)
An annual delivery schedule will be developed in accordance with workforce demand in January each year, as defined through the annual training needs analysis and annual SCWWDP priorities. Therefore, giving Training Providers on the framework at least 3-months’ notice of intention to commission each course.
