North Wales Police needs to dispose of property on a regular basis in a legitimate and transparent way to ensure that the Force's integrity and reputation remain intact. NWP seek to source a company who will be able to provide both an asset valuation and auction service. The property comes from several sources: - Found property that has been handed in that the Force has been unable to identify or contact the rightful owner; - Removed / seized property that turns out to have been stolen and therefore, cannot be returned to the person from whom it was removed /seized; - Property that remains unclaimed after the owners' have been contacted and asked to collect it. - Property owned by North Wales police that the force looks to dispose of. - Property believed to be proceeds of crime seized during criminal investigations and required to be sold for the purpose of contributing to forfeiture and confiscation proceeds. North Wales Police seek an experienced building construction company - the project will comprise of a full new build including foundations, external works, drainage, and parking. The building will be three storeys high and 1154m2. North Wales Police have an aspiration to achieve Net Carbon Zero 'in-use' therefore the heating systems must be Electric, the building must achieve EPC 'A' rating and an Air Tightness of at least 5m3/h/m2 at 50 pa. The project does not need to achieve a BREEAM accreditation. We are at RIBA stage 3 and have included the concept drawings and expect planning to be approved later this year. North Wales Police seek to source an experience and qualified contractor who can service and maintain our fire alarm systems across the region, including North Wales Fire and Rescue. Having a fully operational fire alarm is a regulatory requirement for those premises that need them, which is why regular testing is important. The contractor needs to be able to maintain Honeywell Alarm Systems and to provide details of previous experience working on this product. The contractor will be responsible for service of each alarm and test against the schedule provided by the electrical service engineer and to maintain them and ensure they meet fire regulation standards. North Wales Vulnerability and Exploitation Strategy 2021-2024 set out a co-productive approach to tackling violence against women, gender-based violence, domestic abuse, and sexual violence. To assist the Strategic Board in its commitments within the strategy a Commissioning Decision-making group and a Needs and Research workstream has been developed to ensure that all victims have equal access to appropriately resourced, high quality, needs-led, strength-based, inter-sectional, and responsive services and that funding relating to VAWDASV is allocated according to needs and all commissioning decisions are fair and transparent.

Police Regulations set out the list of qualifications required to commence as a Police Officer. When Oleeo was implemented, agreement was made with the Higher Education Institutes that partner with the Welsh Forces, the numerical calculation test could be viewed as equivalent to the Level 3 requirements. This test had two elements Verbal Reasoning and Calculation (maths). It is a key requirement of the supplier to provide the tests and supporting materials in both Welsh and English to comply with the Welsh Language Act. Level 3 is the level of attainment (in terms of breadth and depth) which, in the opinion of the Secretary of State, is demonstrated by the General Certificate of Education at the advanced level in two subjects. The verbal reasoning and numerical calculation tests are currently also used for PCSO recruitment; albeit at a level adjusted to a level 2 qualification in Maths & English. The Contractor shall provide a single IDVA Service across the North Wales Force area. If a consortium bid is submitted, one provider must function as a lead contractor, and they will be accountable for all elements of delivery, monitoring and funding. This tender process concerns a contract for a criminal justice focused Independent Domestic Violence Advisory (IDVA) service for the Police and Crime Commissioner for North Wales (the "Commissioner"). The Commissioner is leading the commissioning of the service in the North Wales Police force areas on behalf of the Police and Crime Commissioner for North Wales, the Violence Against Women and Girls and Sexual Violence (VAWDASV) Regional Team and local authority partners. The budget has been confirmed for year 1 of the contract. The Police and Crime Commissioners for North Wales have been approached by the Ministry of Justice (MoJ) to work with them as part of the Ministers desire to extend the existing Family Court Pathfinder. This expansion will now see the Pathfinder covering the Designated Family Judge (DFJ) area of North Wales. Funding will be provided by the MoJ and awarded via a competed fund managed by North Wales PCC. This funding will go towards providing a domestic abuse support service-referral pathway as part of Pathfinder. Pathfinder requires that domestic abuse support providers undertake Domestic Abuse, Stalking a Honour Based Violence (DASH) assessment with victim-survivors referred to them by Cafcass/Cafcass Cymru and provide in-court IDVA support to those who need them. Local discretion can be applied in terms of any additional services the domestic abuse support service may provide.
