This Procurement will establish a single Supplier Contract for the
purchase of a Digital and Data Partner. The Services are described in
detail within Attachment 3, Statement of Requirements.
2.2. The contract will be for an initial 4 year period with an option to extend for up to 1 year equating to 25% of the original.
2.3. The maximum contract value for the initial 4 year period is up to
£60,000,000 (sixty million pounds sterling) with any extension period of up to 1 year at maximum value of £10,000,000 (ten million pounds sterling).
2.4. This Contract will be between the successful Supplier and the Planning Inspectorate on behalf of the Secretary of State for Ministry of Housing, Communities and Local Government (and not the Crown Commercial Service (CCS), the Agent).
2.5. The Contract is being offered under CCS Agreement RM6263 Digital Specialists and Programmes, Lot 1 Digital Programmes, which will govern any resultant Contract.

This procurement will procure a consultancy service for strategic and transformational requirements, to provide expertise and review work underway to identify how we (PINS) can improve our timeliness, specifically for appeals casework, and help us make changes to make a tangible difference
Before implementing the change to improve our times, we need to first understand the problems to be solved and so we have taken a two-staged approach to the contract.
Stage 1 (Discovery) is expected to take 4 to 6 weeks. The deliverables at the end of discovery is a comprehensive report and presentation to our Executive Team which will include but is not limited to;
Key blockers, resource levels, failure rates, demand, effectiveness of workstreams, dependencies, external factors and the proposed approach, plan and timescales for stage 2.
Stage 2 (Delivery) is optional and will involve planning, managing and implementing change needed as identified in the discovery phase. No work is guaranteed for stage 2 under the contract.
The contract is a call-off agreement and will enable additional statement of works to be generated, whilst working with the successful partner as a trusted partner
315 licences for Inspectors, Knowledge Officers, Operation Support Staff and Press Officers to ensure they are kept informed of developments within the Planning sector and able to search for and obtain old decision letters which have either been referred to by case parties or used by Inspectors for training and knowledge when
carrying out similar cases themselves.

Planning, Development Control Practice (DCP Online) and COMPASS appeals database. Updated daily, the site provides
planning professionals with essential news, analysis, appeals, policy, data and reference guides. Users can also subscribe to daily email bulletins.
It also includes monthly digital edition of Planning's Appeals and Legal Casebooks. Each issue includes:

COMPASS provides a sophisticated
database of planning appeals; each appeal is fully indexed with a comprehensive description and the associated full text decision. Appeal coverage is comprehensive from 1985 to present to
include: Every Secretary of State call in and recovered appeal, all Inquiries and every hearing and selected written reps which are
chosen based on a wide range of criteria including those of a particular legal interest, noteworthy content and development types.
The Planning Inspectorate requires a delivery partner to provide horizon scanning services to obtain a continuous flow of data and information about events, issues, trends and other signals of change in the external environment, the results of which will be used to facilitate 'emerging issues forums' with our core services and to inform strategy development.

G Cloud 14 Call-Off Contract awarded via Lot 2: Cloud Software and Lot 3: Cloud Support to enable and support the Buyer to use Zendesk Suite - Enterprise effectively for the purpose it intends, through the supply of relevant subscriptions, user support and, as required, associated professional services.
Call-Off Contract awarded via Lot 2: Cloud Software of G-Cloud 14 (RM1557.14) to supply a DigiCert subscription comprising six (6) x Organisation Validated (OV) Certificate Secure Site Standard SSL Certificates and one (1) x Organisation Validated (OV) Certificate Secure Site Wildcard SSL Certificate.
The supply of written translation services, Welsh to English and vice versa, by an expert specialist supplier with experience of supplying this service with the context of planning issues and projects on an expedited basis, as and when needed. Those translating on behalf of the expert supplier must be full members of Cymdeithas Cyfieithwyr Cymru.

Supply/Delivery Requirements:
Access to all services must be provided digitally via secure individual logins for each of the 315 users for the full subscription period. All content must be updated in line with the supplier's standard publication and update schedule (daily, monthly, and as new appeals/cases are released).
