Places for London Limited is looking to appoint a supplier(s) to deliver Hard and Soft FM Services across its estate.
The Hard FM services cover a broad range of services including building maintenance, fire safety, electrical, door entry and drain maintenance.
The Soft FM services cover a broad range of services including cleaning services, waste management and pest control.
We will be running a preliminary market engagement process to understand market interest in working with Places for London.
Initial Preliminary Market Engagement Notice
Places for London (PfL) are issuing this preliminary market engagement (PmE) notice to inform the supplier market regarding the ability for suppliers to participate in market feedback exercise, in relation to the supply of Construction Minor Works Services across a range of services/categories using a bespoke Framework Agreement.
PfL has also produced a short memorandum & associated questionnaire to support the creation of the procurement strategy and tender pack for this procurement exercise. All feedback will help PfL to better understand the market, supplier appetite, capacity, and capability, as well as perceived risks and opportunities of this procurement.

PfL are proposing the use of PA23 Competitive Flexible procedure for this procurement exercise.
Following the publication of this UK2 Notice PfL plan to issue the associated Contract Notice 25 FEB 2026 where all tender documents, specification, draft contract etc will be available to those suppliers who express an interest to this EME notice.
Places for London intends to procure a single supplier for the delivery of the Canning Town Retail Unit construction works up to a value of £700,000. This new contract is an enabler in supporting Places for London commitments, helping to realise the full potential of our estate and deliver sustainable, inclusive, and thriving places across London.
The Canning Town Retail Unit project will create one new commercial unit in the Canning Town LU station ticket hall, converting existing operational rooms into a retail area.

TTL Properties Limited (TTLP) intends to launch a procurement process to appoint a property development partner to deliver a residentially led redevelopment of a c. 5Ha brownfield site in Canning Town, East London. The site will be offered to the market on a long leasehold basis.
This is a unique opportunity to partner with TTLP in developing one of East London's largest remaining brownfield sites with over 600m of river frontage. With direct links to the Jubilee and DLR lines, it is less than 20 minutes from Central London.
The site could accommodate up to 1,500 homes and ancillary commercial uses, publicly accessible green space, improvements to the connectivity and permeability of the site, and north to south access along a river walkway. A masterplan has been produced by Feilden Clegg Bradley architects.
