Pendle Borough Council is seeking to appoint a new operator of Colne Market Hall by way of granting a full internal repair and maintenance lease for a period of 15 years.
The operator must possess and evidence the following attributes:
• A strong track record in the successful operation of markets and food courts in a similar setting, which include programmes of events and proactively providing business support to traders and vendors.
• Evidence of working proactively in collaboration and partnership with other private and public stakeholders with resulting mutual benefits, measured through regeneration of the general location and/or revitalising and increasing trade and visitor numbers.
• A strong balance sheet and financial accounts demonstrating a viable and long-term profitable enterprise that can take on the long-term lease of the Market Hall.
• A compelling and financially sustainable, high-level Business Plan for Colne Market, to include a defined level of up-front investment into the set-up and operation of the Market Hall.
The Council has successfully secured funding from Phase 4 of the Public Sector Decarbonisation Scheme (PSDS) to deliver heat decarbonisation and energy efficiency measures at two leisure centre buildings in Pendle : -
Wavelengths Leisure Centre, Nelson
West Craven Leisure Centre, Barnoldswick
The council wishes to tender openly for RIBA Stage 4 designs and professional services required for these projects.
Work will be delivered over a 2 ½ year period with Work Package 1 (2025/26) focused on design, planning and procurement and Work Package 2 (2026-27) on phased delivery, installation, commissioning, and handover.

Pendle Borough Council is seeking to employ a contractor to demolish Pendle Rise Shopping Centre in Nelson town centre. The shopping centre is surrounded, in close vicinity, by busy highways and public areas on all four sides.The building was predominantly built in the 1960s with a later extension added on in the 2000s.
Tender applicants must be capable of undertaking both the building demolition and asbestos removal in-house. As such, all applicants must be a member of the National Federation of Demolition Contractors and the Asbestos Removal Contractors Association.
All tender applicants must have undertaken demolition schemes within busy town centre areas, must have an exemplary health & safety record and must be able to provide proof of schemes and Local Authority references.
The tenders will be assessed on a price and quality basis.

Pendle Borough Council is seeking to appoint a qualified and experienced heritage consultant to carry out archaeological excavation and post-excavation analysis at Further Clough Head, Nelson, Lancashire. This appointment is being made as part of pre-commencement planning conditions to enable delivery of a housing-led regeneration scheme on the site. Earlier investigation has revealed Bronze Age and 19th-century industrial archaeology and further investigation of two areas of the site is required in order to record and catalogue the history at the site.

However, they may be extended or shortened depending on content and Members preferences. The live streaming is expected to take place via the Council's YouTube Channel. Providers must ensure that full audio and video recording is accessible to allow residents and stakeholders to follow the proceedings online.
