Pendle Borough Council (PBC) is seeking an external partner to provide live streaming services for our key council meetings. Typically, these meetings take place at Nelson Town Hall and commence at 6.30pm and last between 2 and 4 hours. However, they may be extended or shortened depending on content and Members preferences. The live streaming is expected to take place via the Council's YouTube Channel. Providers must ensure that full audio and video recording is accessible to allow residents and stakeholders to follow the proceedings online.
Pendle Borough Council is seeking to employ a contractor to demolish Pendle Rise Shopping Centre in Nelson town centre. The shopping centre is surrounded, in close vicinity, by busy highways and public areas on all four sides.The building was predominantly built in the 1960s with a later extension added on in the 2000s.
Tender applicants must be capable of undertaking both the building demolition and asbestos removal in-house. As such, all applicants must be a member of the National Federation of Demolition Contractors and the Asbestos Removal Contractors Association.
All tender applicants must have undertaken demolition schemes within busy town centre areas, must have an exemplary health & safety record and must be able to provide proof of schemes and Local Authority references.
The tenders will be assessed on a price and quality basis.
Pendle Borough Council wish to appoint a consultant to carry out a green belt assessment following an update to National Green Belt policy. The project will include a review of the green belt against the updated green belt purposes and the identification of grey belt parcels
The collection of domestic bulky household items including waste electronic equipment
(white goods) and furniture containing persistent organic pollutants (settee’s)
The Council has successfully secured funding from Phase 4 of the Public Sector Decarbonisation Scheme (PSDS) to deliver heat decarbonisation and energy efficiency measures at two leisure centre buildings in Pendle : -
Wavelengths Leisure Centre, Nelson
West Craven Leisure Centre, Barnoldswick
The council wishes to tender openly for RIBA Stage 4 designs and professional services required for these projects.
Work will be delivered over a 2 ½ year period with Work Package 1 (2025/26) focused on design, planning and procurement and Work Package 2 (2026-27) on phased delivery, installation, commissioning, and handover.
WP 1 should be completed by October 2025
WP 2 should be completed by December 2027

The Borough Council of Pendle (The Council) is seeking to establish a long term partnership
through the creation of a Joint Venture Development Company (JV) with a private sector
organisation or consortium to contribute to the regeneration and economic growth of the
Borough of Pendle.
It is envisaged that the Council will, where it is applicable and at the agreement of both
partners, transfer sites to the JV for development at an independently assessed value.
The initial development opportunities will be in Nelson, in particular the delivery of projects
arising from Nelson Town Deal www.nelsontowndeal.co.uk. A Town Investment Plan was
submitted in February 2021 to the Ministry of Housing, Communities and Local Government
seeking £29.9m of investment with the intention that this would lever in a further £40m
from public and private sector sources. A Heads of Terms offer for £25m has now been
received and the Council and Town Deal Board are undertaking a process of reviewing the
projects in line with the reduced funding.
It is the intention of the Council to work in partnership with the selected development
partner to identify further sites or buildings, either in the Council’s ownership, other public
sector ownership, or in private ownership, for development across the Borough over the
term of the appointment.
The Council expects that the private sector development partner in the JV will be
experienced in undertaking a range of regeneration and economic development projects and
be capable of offering full design, specification and delivery. Fundamental to the Council’s
requirements is that the development partner is capable of investing in the JV to
complement the Council’s investment and facilitate the draw down of funding, both from the
public and private sector, to provide the financial capacity for projects.
The entire term of the contract is 15 years, split into an 10 year initial period plus an option to
extend for a further period of 5 years.
