Market Engagement - Building Safety and Compliance Works, and Associated Consultancy Services

Procure Plus intends to procure and enter into a framework for the completion of building safety and compliance works and associated consultancy services. The framework covers both consultancy services and works. The consultancy services include fire risk assessments, Fire Risk Appraisal of External Walls (FRAEW), building safety consultancy. The works covered by the framework include fire precaution and compartmentation works, external fabric improvements, soil vent pipe works and electrical and sprinkler installation and maintenance.
Framework for the Supply of Low and Zero Carbon Technologies
Procure Plus are a value focused, not for profit company that specialises in the procurement of goods and services related to both the new build, repair, and maintenance of social housing.
Procure Plus intends to procure and enter into a framework for the supply and distribution of low and zero carbon technologies within social housing properties and properties across the wider public sector. This framework will work in partnership with the Procure Plus framework for the Installation of Low and Zero Carbon Technologies which is subject to a separate procurement process. This framework covers the supply of air source heat pumps, ground source heat pumps, hot water cylinders, high heat retention storage heaters, infra-red technologies, smart controls and photovoltaic and battery systems.
Procure Plus reserve the right to amend the scope of this framework up until the point a tender notice is published in respect of this requirement.
Procure Plus also reserves the right to not proceed with a procurement and does not guarantee that a procurement will be carried out within a given timescale.
Suppliers are advised that if they have already contacted frameworks@procure-plus.com in response to the publication of a prior information notice published under the Public Contracts Regulations 2015 it is not necessary to contact Procure Plus again.
E-Tendering and E-Procurement Software - Market Engagement Exercise
Procure Plus are a value focused, not for profit company that specialises in the procurement of goods and services related to both the new build, repair, and maintenance of social housing. Procure Plus are a leading central procurement authority delivering commercial tools and procurement solutions for social housing and the wider public sector. To support the growth in its customer base, Procure Plus is reviewing the suitability of its legacy tender management system. Procure Plus would like to engage with organisations who have experience of delivering and providing e-tendering and e-procurement solutions to public sector organisations (i.e. those organisations who procure and manage frameworks and dynamic purchasing systems) and organisations who are required to demonstrate high levels of probity and transparency in the completion of their procurement. Procure Plus would also like to engage with organisations who are able to configure and build low code solutions for these same purposes. This engagement is with a view to Procure Plus licencing software and the associated service costs for the purposes of undertaking project-based procurement exercises.
Suppliers who express an interest in engaging with Procure Plus will be required to complete a short questionnaire that summarises their organisation and experience. To manage the resource of both the suppliers who express an interest in this exercise and Procure Plus, Procure Plus reserves the right to decline to engage with organisations who do not at the time of this engagement exercise provide the software and services described within this notice. Procure Plus does not intend to engage with providers of consultancy services associated with the software described in this notice.

Supply of Low and Zero Carbon Technologies - Market Engagement Exercise
Procure Plus are a value focused, not for profit company that specialises in the procurement of goods and services related to both the new build, repair, and maintenance of social housing. Procure Plus would like to discuss the products listed below to further its understanding of how these technologies have developed in terms of the size, scope and distribution. Procure Plus would like to engage with organisations who ideally have two years experience in the manufacture or distribution of low and zero carbon technologies. Procure Plus do not wish to engage with consultants as part of this exercise.
Procure Plus would like to hear from organisations who manufacture or distribute any of the following products;
1. Air Source Heat Pumps (Domestic and/or Commercial)
2. Ground Source Heat Pumps (Domestic and/or Commercial)
3. Hot Water Cylinders
4. High Heat Retention Storage Heaters
5. Infra-Red Technologies (Infra-Red Panel Heaters)
6. Smart Controls
7. Photovoltaic and Battery Systems
Suppliers who would like to participate in this exercise will be required to complete a short questionnaire that summarises their organisation and experience before being invited to attend a short meeting. To manage the resource of both the suppliers who express an interest in this exercise and the time of the team at Procure Plus, Procure Plus reserves the right to decline to engage with organisations who do not have the required experience of manufacturing or distributing the products described within this notice. It is expected that the engagement meetings will take place on Tuesdays and Thursdays in February and March 2025 although this timetable may be subject to change.

The framework covers the assessment, design and coordination of retrofit measures and the installation of air source heat pumps, ground source heat pumps, electric heating, solar PV and battery storage as well as multimeasure retrofit works which also include insulation and ventilation.
