The framework agreement will include the arrangement of vehicle leasing, contract hire, short term hire, outright purchase from a range of manufacturers including but not limited to petrol, diesel, electric and hybrid vehicles. The framework agreement will also include the provision of telematics, tracking, racking, fuel management, livery, other modifications and all or any associated goods and services, either to vehicles procured through the fleet management service or elsewhere, to provide a comprehensive vehicle management solution predominantly for social housing providers. Customers of this framework agreement will typically (but not exclusively) procure fleets that range in size from 3 vehicles to 400 vehicles.

procurement documents. Contractors appointed to the framework agreement will be required to interact with and source certain materials from the suppliers who are appointed to other Procure Plus framework agreements (which are each subject to a separate

Responsive Repair Service for Occupied and Unoccupied (Void) Properties
Eden Housing Association is a small independent Registered Provider of affordable homes with a rural focus. Eden Housing Association predominantly operates across North Cumbria and owns and manages approximately 2000 homes and acts as a Managing Agent for Mitre Housing Association and Lyvennet Community Trust. The homes for which the organisation is responsible mostly cater for general family needs with approximately 10% of the properties specifically designed for older people. It also includes 2 extra care schemes and a number of assisted living schemes across Eden. Residents are central to Eden Housing Association's purpose and its priorities.
Eden Housing Association wishes to procure and enter into two (2) contracts for the completion of responsive repairs to occupied properties, and repairs of a responsive nature to unoccupied (void properties). The procurement is divided in to two Lots and the Lots are based upon the geography and the nature of the properties. The Lots into which this procurement is divided are as follows -

It will also cover the annual servicing, maintenance, and repair within domestic and non-domestic settings of commercial gas fired heating installations, HVAC systems and commercial renewable heating systems. The servicing, maintenance and repair of renewable heating systems covers both air source heat pump and ground source heat pump systems for both domestic and commercial heating equipment.
In accordance with the provisions of the Public Contract Regulations 2015 (63)(7), Bidders on Lot 1 and Lot 2 are advised that Contractors who are appointed to this framework agreement will not be permitted to sub-contract the responsibility for the service, maintenance, and repair of gas appliances. Due to the business criticality and risk to both the customer organisation and the resident, the responsibility for the service maintenance and repair of gas appliances will be the responsibility of the Contractor who is appointed to the framework agreement. Contractors appointed to the framework agreement will be permitted, with the agreement of the Customer, to utilise subcontractors to complete the works required to solid fuel appliances and to supplement the service, maintenance, and repair of gas appliances in exceptional circumstances. For example, additional volume caused by extreme weather conditions and / or the geographical spread of properties.
Bidders are permitted to sub-contract the responsibility for the service, maintenance, and repair of renewable technologies within scope of the framework agreement.

The framework covers both consultancy services and works. The consultancy services include fire risk assessments, Fire Risk Appraisal of External Walls (FRAEW), building safety consultancy. The works covered by the framework include fire precaution and compartmentation works, external fabric improvements, soil vent pipe works and electrical and sprinkler installation and maintenance.
Companies appointed to the framework will be expected to share Procure Plus's commitment to social value, and specifically the creation of training and employment opportunities for individuals who are furthest from the labour market, groups that are underrepresented within the construction industry or individuals that may otherwise be overlooked or marginalised within the labour market.
Procure Plus reserves the right to cancel the procurement at any time and not to proceed with all or part of the Framework.
Procure Plus will not, under any circumstances, reimburse any expense incurred by bidders in preparing their tender submissions or in participating in this procurement process.
Procure Plus has appointed a legal services provider to support in its procurement activities. The advice will predominantly be in relation to the procurement of frameworks and dynamic markets. It will include the review of procurement documentation, the production of the terms of agreements the production of forms of contract for use within the construction sector. Legal advice may also on occasion, be required to support Procure Plus in the management of issues arising from the contracts awarded under the frameworks and dynamic markets.
