The Framework has been designed to provide OS with the capacity and capability to be able to collect, refine, correct, manage and maintain geospatial data for any area within Great Britain. The data provided through the Framework will be stored and disseminated by OS as part of its current or future product portfolio and may be included in any data or service that OS provides to its customers.
Services provided under the Framework will predominantly, although not exclusively, be associated with National Geographic Database (NGD) data management activities which require a Framework Contractor to be able to:
• Interpret, analyse and extract information from aerial imagery, other remotely sensed data sources, or pre-created features (from AFE) to add, delete or amend the NGD.
• Add, delete or amend information within existing OS geospatial datasets to the current National Cyclic Revision (NCR) specification, to the required standard
• Investigate, analyse, extract or compile information from non-OS datasets (subject to the relevant licensing arrangements being in place), where OS has explicitly instructed the Framework Contractor to do so, and/or the Framework Contractor has the rights to use the information to satisfy OS requirements.
As a result, it is anticipated most data and Services will be provided through the use of desk-based data activities.
Separate from the image interpretation and desk-based capture services, OS will welcome innovation from the framework contractors, through improvements to existing processes, automation and use of third-party datasets to support our ambitions, which can apply to any of the services covered in the scope.
The Framework term will be for four years. The anticipated start date is April 1st 2026.

Implementation of Ordnance Survey Impact Study Framework. Following on from 'Phase 1' activity conducted earlier in 2025, in which an Impact Study Framework was developed for Ordnance Survey (OS) and proposed an initial plan for follow-on activities. This Contract will deliver phase 2 and the implementation of the Impact Study Framework.
Phase 2 will build on the framework developed for evaluating OS's impact in phase 1. The focus of phase 2 is twofold, the refinement of the balanced scorecard and strategic goals document and the delivery of an independent impact assessment.

OS has appointed a Broadcast Public Relation agency to support the in-house PR team in delivering successful consumer broadcast campaigns. The agency will work with the in-house team to develop and deliver campaigns (estimated 2-3 per year) supporting the consumer business unit, including product launches, research results and increasing brand awareness around key milestones and events such as Christmas, Map Reading Week and National Get Outside Day. There will also be additional ad-hoc national and regional public relations support required for book launches, consumer partnerships and to leverage OS brand ambassadors.
The agency will be responsible for delivering a complete range of Broadcast Public Relations services. This includes developing creative and strategic concepts that are tailored to OS’s target audiences and designed to strengthen the brand’s presence across television, radio, and podcasts. The agency will ensure that all ideas align with OS’s consumer objectives and reflect the company’s mission to help people explore the outdoors safely and enjoyably.
The contract will be for two years with the option to extend annually for a further one year (2+1). Therefore, if all extensions were taken the full length of the contract would be for three years. The start date of the contract is 1 March 2026.
OS is evolving its commercial capabilities across B2B and B2G, with a strategic focus on driving Better Data → More Destinations → Greater Effectiveness. While some foundations exist, including customer profiles, a segmentation model, and evolving journey work, OS does not yet have a unified, accurate, practical way to understand how marketing activity influences commercial outcomes across complex B2B buying processes.
For marketing to plan confidently, prioritise the right activity, and demonstrate its contribution, OS has awarded StrategiQ Marketing Limited to support and build a robust B2B Marketing Data and Attribution Model. This model will create clarity on the value of each stage of the funnel, the role of marketing channels, and the effectiveness of partner-driven and direct activity within current technology and data constraints.
