Oldham Council are looking to procure a service to provide supervised toothbrushing and
oral health promotion to 3-5-year-old children, and primary age children in Special
Educational Needs schools.
The overall aim is to improve the oral health of young children in Oldham.
Objectives
• To improve oral hygiene and reduce tooth decay in the 3-5-year-old population of
Oldham
• Establish healthy tooth brushing habits
• To help educate children on good oral health practices

Currently, there are no supported supervised toothbrushing programmes in Oldham.
However, Oldham Early Years setting and schools were previously engaged in a
supervised toothbrushing programme and some settings may still have baseline
knowledge or even self-supported programmes ongoing.
The service provider is asked to implement supervised toothbrushing progammes for
3-5-year-old children in all Early Years settings, primary schools and childminding
services that wish to take part, as well as all primary school aged children (4-11-years-old)
in Special Educational Needs primary schools that wish to take part.
The approximate size of the 3-5-year-old population in Oldham is ~9000 children.

The total number of primary school aged children in SEN schools is 476.
The total number of reception aged children with an education health and care plan is
142.
We will work with the successful provider to share a list of eligible settings and the
approximate number of eligible children within each setting.
The service should implement a universal supervised toothbrushing for children in the
categories listed above. The supervised toothbrushing programme should be in line with
the British Dental Association recommendations for toothbrushes to be replaced every
three months or when there are signs of wear.

Urgent placement required as client is a risk to self and others in their current environment. Placement has specific requirements such as ;

Provision of residential care to a service user to be nearer their family. SU was placed on 26th August 2025, however this was not picked up until supplier setup. The placement was based on the preference of the service user and family. Cost is £1035 per week.
This agreement is for an indefinite period and will continue until it is ended by either the council or the care home. It can be ended by providing written notice, as detailed in the contract. The contract will also set out the circumstances in which the care home may provide notice to end the agreement.
- Current placement is OFSTED registered rather than CQC therefore not suitable as service user is now 18.
- The provider has served notice on the placement due to concerns about high levels of risk, to the service user, co-tenants and staff, and service user presents a significant risk due to involvement with gangs and individuals and exploitation
- The notice period was given as 7 days rather than 28 days, due to the seriousness of the concerns for co-tenants and staff.
- Service user is also at high risk of further assaults, and being placed in Oldham and behaviour has escalated in current placement resulting in him being verbally aggressive towards others in the property, including making threats of violence.
- Service user is vulnerable and unable to prioritise wellbeing and lacks capacity around main decisions regarding lifestyle and wellbeing.
- The provider has been approached directly to seek urgent placement given the timeframe and experience needed.
- Provider have confirmed they can offer a temporary supported living placement with waking nights, and 4 hrs of 1-1 support during the day. This support will be spread across the day time - AM and PM support. This high level of support is required to mitigate the risks identified.
- It is hoped that the provider can commence this placement from the 20th January 2026. A longer term placement will be confirmed using the GM framework.
The core purpose of Oldham Learning partnership is for all children and young people, including the most vulnerable, to be knowledgeable, kind, confident and articulate; achieving good outcomes that include, but go well beyond, standardised assessment data including closing the additional inequalities that Covid-19 has led to. To enable this core purpose, partners including the LA advocate for school-to-school support, high quality curriculum, expert practitioners, values-led culture and a system that helps achieve collective aims. Additionally. Primary networks have been developed over time and proved to be successful.
This notice relates to an urgent placement move for a service user whose increasing risks within their current nursing placement have required immediate action. A direct award has been undertaken due to the exceptional safeguarding circumstances, escalating behavioural risks, and the absence of any safe alternative that could be secured within the timeframe required.
1. In conjunction with the allocated worker, the previous provider had advised that they were unable to safely manage the service users risks once the temporary 1:1 funding ended. There was concern that the previous placement would become unsafe for both the service user and others. An MDT concluded that an alternative placement needed to be identified and secured urgently to prevent further deterioration, exploitation risks, and harm to residents.
2. Housing colleagues have confirmed that while the service user meets homeless legislation criteria for assistance, their presentation does not meet the threshold for an urgent statutory duty as they are technically able to care for themselves when prompted.
3. All system, partners agree that the service users current situation is unsustainable and that the risks now present require urgent intervention. A safeguarding referral has already been raised in relation to the impact on other residents.
4. Commissioning are exploring alternative accommodation options. In the interim, to mitigate risk, one to one funding has been authorised. Due to safeguarding concerns and the placement unable to meet the service users current needs this is not sustainable nor appropriate for longer term.
5. An alternative provider has been identified as a safe and viable option that could meet the service users needs immediately. They confirmed they could accept the service user without delay and offer the level of support and structure required to manage their risks. Given the urgency, the safeguarding implications, and the need to act before the removal of 1:1 staffing rendered the situation unsafe, the decision was taken to proceed with a direct award. A full tender process would have taken several weeks and would not have provided a safe or timely solution, leaving both the service user and the other residents in the current placement exposed to avoidable harm.
6. This direct award was therefore undertaken to fulfil the Local Authority's duties under the Care Act 2014, particularly in relation to the prevention of harm, the management of significant risks, and the necessity to act proportionately and swiftly where a person's safety or the safety of others may be compromised. The decision was made in the context of escalating risk, an urgent safeguarding concern, and the absence of any alternative placement able to respond within the required timeframe.

In line with procurement, we sourced three quotations from local companies but due to the items needed the lowest quote was still over £30k once we included the VAT. This report as asking to go with Prolight Concepts who are the lowest quotation at £29,474.50 plus VAT which totals £35,369.40
Oldham Council is seeking to create a temporary accommodation (TA) framework for
Nightly Paid consisting of highly skilled, socially aware and reputable providers to assist
with the delivery of statutory temporary accommodation provision under Part VII of the
Housing Act 1996.
Bidders are invited to bid for all lots in it's entirety or one or more lots, provided they can
deliver on the general requirements.
Amongst other requirements which are detailed in the procurement documents providers
will be required to provide furniture packs for each unit made available, undertake their
own repairs and maintenance to the properties and certain landlord duties that provide for
a safe and comfortable environment.
Providers shall provide a minimum furniture package for each unit that is made available
for occupation pursuant to the Framework for all Lots 1 - 5. All furniture provided must
meet the Furniture and Furnishings (Fire Safety) Regulations 1988 (as amended in 1989,
1993 and 2010), furniture items and upholstery must meet minimum levels of health and
fire safety.
Furniture packages must also be of a reasonable standard and adequate for each
household. In carrying out their due diligence and inspecting each unit before let, the
provider shall take necessary steps to supply replacement furniture prior to making a
dwelling available to minimise disruption and disappointment

Kingarth is a 7-bed residential service for male adults over 18. Kingarth can support people with autism, sensory needs, complex needs, learning disabilities and mental health needs.
24 hour shared support including a waking night.
15 hours per day 1:1 support (63 hours per week).
Constant supervision and support are required, and person will not be free to leave without support. Person will be subject to MOJ restrictions.
P, who will be placed here, has very complex support needs, which has meant that a very specific placement has needed to be found for them. This placement was found in partnership with the NHS GM Complex Cohort team and assessment and preparation has taken several months.
Oldham Supported Living framework had been explored but due to PT's complexities and compatibility risks due to the MOJ restrictions these were not suitable. Placement sourcing began before 01 April 2025 due to transitions work required with PT therefore the GM Framework was not utilised.
