There are significant differences in the content of this new market engagement pack (DN683638) compared with those previously issued as the Council works towards shaping its strategy for its planned procurement. For the avoidance of any doubt this market engagement exercise will not serve as any kind of shortlisting. Future procurement documents will be made publicly available. Following the receipt of responses to this market engagement exercise, the Council reserves the right to hold discussions with any number of respondents where at its absolute discretion the Council considers further exploration or clarification of the content of their response would be beneficial. Oldham Council are looking to appoint a strategic partner to support the delivery of its change and transformation activity. Oldham has ambitious plans for transformation, including Digital and other major change programmes which are predicated on the dual (and complementary) need to improve the service offer to residents but also to help bridge an increasing budget gap in the medium and longer term. The scale and pace of change required alongside operational delivery in such a financially challenging environment means that we require a partner who can flexibly provide resource to supplement existing change and IT capacity and work collaboratively with Oldham to deliver change programmes, not exclusively but predominantly in the digital space. As part of the tender process the Council wishes to undertake soft market testing. The purpose of the testing is to allow the Council an opportunity to refine its approach and shape our proposal. Further information and the opportunity to respond can be found on the Chest portal (www.the-chest.org.uk).

The Council is conducting market engagement to help shape its requirements in sufficient depth to take us to the early stages of procurement for a strategic Delivery Partnership for the borough, working with a forward-looking investor developer and other organisations to bring about the transformation and decarbonisation of Oldham's energy infrastructure, creating win-win outcomes for commercial partners, local residents and businesses. Information about Lots: Unknown at this stage. The Oldham Green New Deal (OGND) Strategy was the first local authority Green New Deal strategy to be adopted in the UK and sets out Oldham's unique approach to achieving our stretching net zero targets, which are even more ambitious than the 2038 carbon neutrality target set for Greater Manchester as a whole. Oldham is very much part of the Greater Manchester family though, and our ambition sits within the wider ambition and opportunity of the city region and its ten local authority areas - and is supported by the GM Combined Authority low carbon and environmental teams. Under this notice we are seeking market feedback which will help us to shape our requirements for the Delivery Partner in sufficient depth to take us to the early stages of procurement. We need guidance from providers on how to leverage care technology to support our community effectively. The goal is to empower our residents to live independently, safe and well, and achieve their full potential. The Environment Act 2021 introduced a strengthened 'biodiversity duty' which requires all public authorities in England to consider what they can do to conserve and enhance biodiversity. Biodiversity Net Gain (BNG) became mandatory from 12 February 2024 for major developments. This requires developments, unless exempt, to meet a minimum of 10% BNG. Where this cannot be achieved in full on-site the developer is required to find off-site solutions to achieve the target. As part of our corporate priority for a clean and green borough, the Council is seeking to work with a third party to secure (including liaising and negotiating with applicants on the sale of BNG units), register, implement, manage and monitor the Habitats Management and Monitoring Plans (HMMPs) which have been prepared for land within Oldham Council's ownership each for a minimum period of 30 years. This is a significant opportunity for a well-resourced, innovative, and ambitious third party who is a Responsible Body. The Council does not have the resources in place to carry out all the functions necessary to implement the HMMPs and therefore does not intend to set up a Special Purpose Vehicle to enter S106 agreements with ourselves and is not looking to lease land to a tenant. The Council is seeking to enter into an agreement with a third party who is a Responsible Body to secure and deliver conservation covenants on our behalf and so be able to offer BNG credits for sale to developers to secure investment in biodiversity on the council-owned sites. We are seeking feedback from the market to help us to understand its current level of maturity, level of interest in this opportunity, and to inform/shape our requirements for the BNG Offsite Delivery Provider in sufficient depth to take us to procurement/tender.

The Council is conducting market engagement to help inform its route to market and further shape its requirements for an EPC (Engineering Procurement and Construction) Contractor for its planned solar farm at Wrigley Head, Failsworth, on the site of a former industrial landfill alongside the Metrolink tram line. Google Maps link: https://goo.gl/maps/i2CYpZ5DmXG8jPzd8 The Council has developed an outline design for a 891kW ground-mounted solar PV array at the site which has secured Planning Permission. However, this design is now a number of years old and can likely be improved for a better performing installation. The Council will therefore require a contractor who can review the current design, improve upon it taking into account developments in new technology and other factors, agree the new design with the Council, Planning Authority and other key stakeholders such as Transport for Greater Manchester, and then construct, operate and maintain the installation. The anticipated net budget for the EPC contract (excluding O&M) is circa £1m. The market engagement pack contains a significant amount of project detail including technical study, economics review, planning permission, flooding and ground investigations reports. Interested parties are asked to consider and respond to a number of questions in the pack by the deadline. All communication (queries or clarifications) including your response is to go through the Council's e-tendering portal www.the-chest.org.uk and not addressed directly to individual Oldham Council employees or any Council agent by email or otherwise.
