Carrying out reviews of the TRAC methodology to improve data quality and utility and meet multiple stakeholder requirements.

The Office for Students (OfS) is embarking on evaluating our approach to regulating and driving up quality. As part of a wider programme of evaluation activity, the OfS requires a contract with a single supplier to deliver evaluation services on a call-off basis. To establish a baseline, an initial piece of work will involve provider case studies and a provider survey. The case studies will give a deep exploration of providers’ understanding and engagement with the OfS’s current approach to regulating quality. The survey will expand on the case studies with a broad and representative understanding of the same issues.
To understand the effect of changes to our current approach, we anticipate that there will be future work orders for further rounds of case studies, further repeated rounds of the survey, and other primary data collection may also be required.

Making use of our data platform (Azure and Databricks) we can provide significant time savings and improve process consistency. Development and exploitation of the platform will be key deliverables of this contract, as well as upskilling Data colleagues.

The OfS regularly visits higher education providers in England and has carried out over 150 provider visits since 2023. The visits typically involve investigations, assessment and engagement activities. We are inviting experienced suppliers with a proven track record in delivering impactful mental health training to deliver a one-day mental health awareness training session for our regulatory colleagues, with a focus on higher education. Each session should be delivered to a maximum of 15 delegates. Over the duration of two years of the contract we expect 120 delegates to attend the training.
The training would need to help colleagues to gain the knowledge and skills to spot signs of people experiencing poor mental health, be confident to start a conversation and signpost a person to appropriate support.

It is expected that the programme is differentiated for aspiring and new managers, existing and senior managers/leaders. For the more senior managers and leaders, it is expected that the programme includes some form of 360 feedback or psychometric to help colleagues with their self-reflection as well as access to executive coaching if desired.
