The Framework has been designed to provide OS with the capacity and capability to be able to collect, refine, correct, manage and maintain geospatial data for any area within Great Britain. The data provided through the Framework will be stored and disseminated by OS as part of its current or future product portfolio and may be included in any data or service that OS provides to its customers. Services provided under the Framework will predominantly, although not exclusively, be associated with National Geographic Database (NGD) data management activities which require a Framework Contractor to be able to: • Interpret, analyse and extract information from aerial imagery, other remotely sensed data sources, or pre-created features (from AFE) to add, delete or amend the NGD. • Add, delete or amend information within existing OS geospatial datasets to the current National Cyclic Revision (NCR) specification, to the required standard • Investigate, analyse, extract or compile information from non-OS datasets (subject to the relevant licensing arrangements being in place), where OS has explicitly instructed the Framework Contractor to do so, and/or the Framework Contractor has the rights to use the information to satisfy OS requirements. As a result, it is anticipated most data and Services will be provided through the use of desk-based data activities. Separate from the image interpretation and desk-based capture services, OS will welcome innovation from the framework contractors, through improvements to existing processes, automation and use of third-party datasets to support our ambitions, which can apply to any of the services covered in the scope. The Framework term will be for four years. The anticipated start date is April 1st 2026.

Ordnance Survey Ltd (OS) is Great Britain’s mapping agency and is responsible for the surveying, production, maintenance and marketing of a wide range of geographic information, relied on by government, business and individuals. Further information can be found on our website http://www.os.uk. OS is a private limited company (company registration number 09121572), and the entire share capital is owned by the Department for Science, Innovation and Technology. The purpose of this procurement is to appoint an organisation “the Supplier” to deliver the Data Transformation and Ingestion (DT&I) Service component of the National Underground Asset Register (NUAR) Data Lifecycle. The NUAR Programme is a Government Digital Service (GDS) initiative to build a digital map of underground pipes and cables that will revolutionise the way the different sectors of the economy install, maintain, operate, and repair Great Britain’s buried infrastructure. Once operational, NUAR is envisaged to deliver £490 million per year of economic growth through increased efficiency, reduced asset strikes (when underground pipes and cables are accidentally damaged) and reduced disruptions for the public and businesses. The NUAR Programme delivers underground asset data to thousands of utility users through the Safe-Dig User Interface. This improves the efficiency and safety of underground works by providing secure access to privately and publicly owned location data about the pipes and cables beneath our feet. The digital map, available through the Safe-Dig Interface, gives planners and excavators standardised access to the data they need, when they need it, to carry out their work effectively and safely. It also includes features to keep data secure and improve its quality over time. Data processed, stored and published under NUAR represents assets critical to the functioning of the nation and therefore security is critical to the delivery of the NUAR Programme. The programme takes a security first approach to every aspect of delivery. This is particularly important for organisation handling the data as the successful DT&I Supplier will be responsible for providing an access point through the Data Supply Portal for the Asset Owner (AO) and then transforming the data to the NHDM. The NPSA and NPSC are key partners and NUAR has been identified by the former as an exemplar of how to implement security into a major programme of national significance. The DT&I Service is the interface for all Asset Owner (AO) data entering NUAR. The service receives AO data, transforms it into the NHDM and makes it available for ingestion into the NUAR Holding DB. The Authority will then pull the data to the NUAR Holding DB. This procurement is to appoint a Supplier to deliver the Data Transformation and Ingestion (DT&I) Services which forms part of the NUAR Data Lifecycle. The Supplier will be required to transition all AOs (with a scheduled refresh date before 30 June 2026) by 1 April 2026. The Supplier will develop a plan, in consultation with the Authority, for transitioning the remaining AOs prior to their next scheduled refresh date. The Supplier will be provided with a DIS and a Transformation Pack for each AO to enable the transition. The services carried out by the Supplier must be delivered from within the UK. This includes any transfer or access of data and systems. It is anticipated that this contract shall commence on 8 December 2025 (the Commencement Date) which shall be the commencement of the Service Implementation and which shall complete on 31 March 2026. Following the Service Implementation, the remaining Services shall commence on 1 April 2026 and without prejudice to the early termination rights set out in the Conditions, shall continue for an initial period of two (2) years (the Term) The initial term of the contract will be for two years with the option for the Authority to extend the contract annually for a further three years meaning the contract would run until at least 31 March 2028, but potentially up to 31 March 2031 if all extensions were taken. Therefore, if all extensions are taken, the total length of the contract will be for five years (2+1+1+1).

OS has a requirement to procure a Remote Sensing Aerial Acquisition Framework for the capture and post processing of remotely sensed data. This includes all information relating to the planning and execution of remotely sensed missions and the post processing of acquired data. The creation of additional datasets. This includes further processing of acquired remotely sensed data to create datasets, products and services which meet OS requirements. To provide Ordnance Survey with the capacity and capability to acquire a broader range of flown datasets outside of the standard Nadir Imagery currently collected at a National Scale The Framework will be for four years with an option to extend the Framework by up to a further 2 years. The Consumer business unit of Ordnance Survey, generally managed by OS’s subsidiary company Ordnance Survey Leisure Limited (OSLL), provides customers with information, products and services that make outdoor activities more enjoyable, accessible, and safe. The Consumer business are responsible for the Consumer Estate. The Consumer Estate is the collective term used for the Products that are in scope of this procurement. This consists of: • OS Maps Website • OS Maps Webapp • OS Maps App (Android and IOS) • Custom Made • Admin panel Webapp • GIS data and mapping & transformer services. • Backend Cloud Platform Service including 3 international data centres, a suite of more than 30 API’s, multiple plugin services and 3rd party SaaS integrations. The Consumer Estate is currently, hosted, developed, supported and maintained by a third-party supplier. OS are looking for a Supplier who can transition the existing estate and then provide engineering and test resource to work with our OS Product Management Team to iterate and enhance the products in the Consumer Estate (as defined above), so we continue to meet the needs of our customers. We are also looking for this Supplier to host, support and maintain the Consumer Estate.

OS Consumer brings this expertise directly to the public, strengthening brand relevance and driving growth across digital and physical touchpoints. High‑quality point‑of‑sale (POS) materials play an important role in delivering strong product visibility and an engaging retail experience for OS’s paper maps, guidebooks, and leisure products. OS is seeking a supplier to manage the end‑to‑end production, storage, and distribution of POS fixtures across its retail and wholesale estate. This includes manufacturing new fixtures, storing larger POS units, managing inventory, and distributing materials to partners across Great Britain. In February 2027, OS will launch two new compact paper map series printed on durable, water‑resistant material. Alongside this, OS will implement an updated brand language that must be consistently applied across all POS solutions. These changes require a redesign of OS’s POS approach to maintain or enhance visibility, brand clarity, and customer understanding during the transition. OS’s requirements are therefore structured around two primary areas: ® Business as Usual (BAU): Ongoing POS production, storage, inventory management, and distribution. ® New Series Launch and Rebrand: Delivery of POS support for the new map series and implementation of the updated brand language across the retail estate. Effective contract delivery will require close collaboration between OS and the appointed supplier, supported by clear communication, performance monitoring, and the flexibility to adapt to evolving retail requirements. The budget over is: Business as Usual (BAU) services: Up to £40k per year. The New Series Launch and Rebrand (2026/27 financial year) is a one-off project budget of up to £ 400k. The contract will run for an initial three‑year term, with the option to extend for a further two years (3+2). If all extension periods are exercised, the total contract duration will be five years.

Its role is to create, maintain and distribute authoritative geospatial data that underpins essential national infrastructure, supports public service delivery and drives economic growth across the UK. OS is a private limited company (company registration number 09121572), and the entire share capital is owned by the Department for Science, Innovation and Technology. OS is seeking a specialist marketing and communications partner (“the Supplier”) to support the continued repositioning of OS as a modern, technology enabled data business and the UK National Mapping Service. The Supplier will support the organisation in delivering strategic, high impact marketing and communications activity across Business to Business (B2B) and Business to Government (B2G) audiences (“the Services”). OS requires the Supplier to be a full-service agency partner with deep experience designing, developing and delivering Go To Market Activity (GTM) in B2B / B2G markets. The Supplier will work with OS to deliver integrated marketing and communications that clearly articulate the national value of OS data and its critical role in supporting Government priorities. The Services will showcase how OS’s trusted data delivers social purpose, supports environmental goals, strengthens national resilience and fuels economic growth. Through compelling storytelling, targeted engagement and campaigns, the Service will highlight OS as the invisible data spine that underpins essential public services and empowers citizens every day. Our approach will ensure stakeholders across Government, and the wider public sector, fully recognise the breadth, impact and future potential of OS data as the Public Sector Geospatial Agreement (PSGA) evolves and approaches renewal. In parallel, the OS shareholder framework agreement requires OS to “grow the long-term value of the organisation”. This mandates OS to grow commercial revenues profitably. Outside of the public sector OS generates revenue through data sales across sectors such as utilities, telecoms, land & property, and financial services. The Supplier will play a key role in helping OS drive commercial (private sector) growth in the short to medium term and in supporting OS position itself with key government stakeholders to provide a platform to renew the PSGA and secure a new contract and funding for OS in the medium to long term. The contract will be for three years with the option to extend annually for a further two years (3+1+1). Therefore, if all extensions were taken the full length of the contract would be for five years. The anticipated start date of the contract is 1 July 2026. The estimated value for this contract is £250k–£300k per annum. OS does not guarantee the estimated value of this contract. The exact spend on this contract will be dependent on OS requirements during the delivery of the contract. The above value is provided as an indication, and the final value of the contract will be subject to the outcome of the procurement process and the delivery of the contract in accordance with the final signed contract for this service.
