The Office for Nuclear Regulation (ONR) is the independent UK regulator of the nuclear industry, including nuclear safety, security, and conventional health and safety at nuclear sites in the UK. ONR independently regulates nuclear safety and security at 36 nuclear licensed sites in the UK. We also regulate transport and ensure that safeguards obligations for the UK are met. Our duty is to ensure that the nuclear industry controls its hazards effectively, has a culture of continuous improvement and maintains high standards. The nuclear industry is undergoing rapid change and our role as a regulator is vital in ensuring new nuclear facilities are designed, built and operated to the highest standards, and in a manner that improves public confidence without compromising safety or security. In accordance with employment law and ACAS guidance there are occasions when ONR need to call on external investigators to carry out an independent investigation into a formal complaint made by a member of staff. Our investigations are covered by the ACAS Code of Practice on disciplinary and grievance procedures, and our own HR policies and processes. These occasions are rare but over the past 2 years we have had several rather complex formal casework issues relating to bullying & harassment claims and complaints where an independent investigation has provided assurance to all those involved that the investigation is being carried out outside of the organisation by external professionals. This ensures the investigation is carried out effectively and also means that we do not need to take any staff away from important front-line work to carry out the investigation. Also, if the case reaches an employment tribunal, we will be able to provide assurance to the employment tribunal judge that we carried out the investigation in a fair and independent manner for all those involved. ONR inspectors undertake inspections of all UK nuclear licensed sites, and dutyholders who transport radioactive material, which provides for the potential exposure to a wide energy spectrum of ionising radiation. As a result, ONR is looking to manage the risks of exposure of its employees carrying out their duties. It is ONR policy that all inspectors and visiting staff (around 450 people) are issued with personal dosemeters (currently Thermoluminescent Dosemeter (TLD)), which are monitored quarterly to identify exposure to ionising radiation. This is to ensure doses are controlled, do not exceed any internal or regulatory dose limits that would require individuals to become a classified person under the Ionising Radiations Regulations 2017 (IRR17), and to ensure doses remain As Low As Reasonably Practicable (ALARP). We are therefore seeking to put in place a new contract with a Health and Safety Executive (HSE) Approved Dosimetry Service (ADS) provider to provide dosimetry assessment, co-ordination and record keeping services for ONR personnel, for a period of three years, with an option to extend in annual increments for a further two years (i.e. 3+1+1).
