The Requirement is for the provision of a fit-for-purpose, cost effective service providing access to different waste container types (Containers, UN Drums, Soft Sided Packages, NOVAPAKS), and associated services for all NWS customers with a Waste Services Contract
The procurement project will deliver a 4-year multi-lot framework agreement. The current estimated maximum spend through the overall framework is £14,700,000 GBP, although the framework is formally a zero-value agreement, with no spend guaranteed. The potential framework value is forecast to meet the demands of the joint waste management plans between NWS and its Customers, the delivery of a framework that meets customer requirements in terms of cost, quality and schedule is key to the success of the framework.
The scope of the new framework is to undertake the following:
Lot 1: Transportable ISO Freight Waste Containers (and associated equipment)
Lot 2: Manufacturing UN Approved Transportable Waste Drums, design, supply and distribution of specific UN Approved drums for the transport of solid and liquid materials
Lot 3: The supply and distribution of Soft Sided Packages (SSP's) for use as a single transport disposal package
Lot 4: NOVAPAK spares and repairs - to manage and distribute a stock of strategic spares, provide capability to carry out repairs to the NOVAPAK fleet and provide a maintenance contingency for the NOVAPAK fleet

The Activities are predominantly the delivery of key development activity for the Client programmes and operations including:<br/>• Geological Disposal Facility Programme (GDF Programme): Site characterisation activities to enable the Geological Disposal Facility (GDF), including the drilling of deep boreholes to characterise potential geology to hosft a GDF, which falls within the definition of a “nationally significant infrastructure project”. <br/>• Near Surface Disposal Programme (NSD Programme): Near Surface Disposal activities. <br/>• Ongoing operation and development of the licenced Low Level Waste Repository at Drigg, including capping of vaults.
4.1 The Framework Agreements will support legal activities associated with the Geological Disposal Facility (GDF) programme (primarily deep geological boreholes), delivery of a Near Surface Disposal (NSD) facility, and development and operations at the Low Level Waste Repository (LLWR) site. In addition, Framework Suppliers may also be asked to deliver or support legal work for Other Contracting Authorities where they have capability in the Competencies and those Competencies are required to deliver the Other Contracting Authorities requirements.
The Integrated Site Works Framework (ISWF)seeks to undertake work which supports the delivery of ongoing site works, asset refurbishment and projects relating to general infrastructure and operations – removal of existing assets and replacing with new to facilitate future missions of the Low Level Repository LLWR) Site in Drigg, Cumbria.
The NWS criticality safety programme covers all materials currently considered in the inventory that may require disposal in any of the facilities (LLWR, GDF or other options). This includes low level waste (LLW), intermediate level waste (ILW), high level waste (HLW), spent fuels, uranium (particularly depleted, natural and low enriched uranium, DNLEU) and plutonium. NWS (and predecessor organisations) has commissioned a significant amount of work previously to build the knowledgebase in this area, again with a significant focus on the GDF disposal needs. However, the GDF programme is ongoing and continuous review and update of other disposal options is undertaken and therefore further criticality safety work will be required to continue to support the respective safety cases. To support the delivery of criticality safety scope, NWS wish to establish a contract for the provision of criticality safety services.
