Characterisation Services Prior Information Notice (PIN)
Via this prior information notice (PIN) the Contracting authority seeks to inform the market of its intention to commence a procurement process by early 2025, to establish a Framework for a range of characterisation services.
Access to characterisation services is required to support the provision of relevant information about the physical, chemical and radiochemical properties of wastes and other materials.
It is anticipated that the Framework services include but are not limited to; laboratory analysis, fingerprint services and additional characterisation services, such as technical consulting, across up to 4 lots;
Lot 1 - Analytical Laboratory Services (excluding ILW samples requiring specialist facilities due to higher radioactivity levels) - (single provider lot)
Lot 2- Fingerprint Services - (single provider lot)
Lot 3- Laboratory Services - (multi provider lot)
Lot 4 -Additional Characterisation Services - (multi provider lot)
Anticipated that Framework is to support Nuclear Restoration Services (NRS) requirements. Access to some NDA OpCos is also possible via multi provider lots, (whilst it is envisaged that usage outside of NRS will be limited)

Nuclear Restoration Services Limited (Dounreay) intends to procure a contractor to complete the remaining mechanical and electrical (M&E) works for the DCP Store Extension project at the Dounreay Nuclear site in Caithness, Scotland.<br/>The scope includes the installation, modification, and commissioning of various systems across multiple buildings and external areas, including:<br/><br/>Heating, Ventilation, and Air Conditioning (HVAC) systems<br/>Electrical power, lighting, and earthing systems<br/>Control and instrumentation systems<br/>Associated testing, commissioning, and handover activities.<br/>The M&E works are critical for the successful completion and operation of the DCP Store Extension, which is a key enabler for the site's decommissioning programme.<br/>Interested parties should register on the Atamis web portal at https://atamis-2464.my.site.com/s/Welcome. NRS has a time-sensitive requirement to seek a suitably qualified and experienced contractor to undertake the design, manufacture, installation and commission of new equipment to produce X-Rays to enhance their capability to calibrate Gamma Radiation Instruments at high dose rates.
PIN for the Supply of new Metrology Instruments (Installed and Portable)
Nuclear Restoration Services (NRS) is an operating company of the Nuclear Decommissioning Authority (NDA). We are responsible for decommissioning 13 nuclear sites (including Dounreay) and one hydro-electric plant, with sites spread across the UK. Many of our sites are in low population areas.
A world leader in its field, NRS (including NRS Dounreay) is responsible for safely decommissioning the first generation nuclear and research sites across the UK and restoring the sites for all our futures. It also prepares over the coming years to welcome the seven advanced gas-cooled reactor sites (AGRs), currently managed by EDF, for decommissioning, as well as other future missions.
To support our growth and delivery mission, NRS requires a Dynamic Purchasing System (DPS) to be set up for 5 years to enable an effective route to market for the provision of new metrology instruments (installed and portable) primarily for NRS with some provision for other NDA OpCos. The metrology instruments are needed to replenish ageing and obsolete equipment to enable work on site to continue to be supported.
These provisions will be separated into two main categories: 1) Portable and 2) Installed and suppliers will have an opportunity to qualify as an approved supplier for one or both categories.

The process for awarding a place on the DPS and the subsequent call off process will be administered using the Atamis procurement system.

It is envisaged the SQ for the DPS will be issued in September 2024, with the DPS going live in April 2025.

NRS is looking to replace the three current EAMS systems with a single, unified, off the shelf platform, meeting current industry best practice and IT System requirements, i.e., cloud-based, data secure and evergreen. An updated data set that is organised and consistent across the business will form the basis of our Enterprise Asset Management System going forward. It is planned to extend the capability of the new system to potentially include other business activities and datasets, such as the Asset Condition database and Asset Risk database to create a more comprehensive information management system. Although the scope will cover the current 13 NRS sites, it will need to be flexible enough to potentially be rolled out across other sites, as appropriate, when they join NRS.
Background Maentwrog Power Station is a 30MW hydroelectric power station located just outside the village of Maentwrog. The station draws its water supply from Trawsfynydd Lake located above the station. The lake is man made, and was formed by the construction of four dams, which between them impound the water to form Llyn Trawsfynydd. A series of canals, called leats, have been constructed in the adjoining mountain sides, which direct the rainfall from the mountain sides into the lake, thus increasing the lakes catchment area. Scope of Works To provide a plant and labour resource on a ‘call off’ basis to support general civil maintenance within the lake’s 35 sq mile catchment area and at the Power Station Site. This call off may be required at very short notice, less than 24 hours but a 2 to 3 week notice period is more typical. Typical examples of this work could be but not limited to: • Excavation work utilising excavator type machinery, in and out of shallow water environments • General carpentry & light metal fabrication works • General masonry repairs & plastering • Catchment maintenance, which would typically include: o Gravel removal and general pitching repairs local to Weirs o Concrete repairs and expansion joint resealing o Gate & Fencing repairs and replacement o Manual ditch clearance • Laying of small structure bases, such as bases for steel trellis access platforms • General hand digging and soil removal, such as from under pipes and other areas where access via excavators is generally not possible due to the terrain. • Assistance in transporting heavy equipment or plant from power station to remote areas, utilising a telehandler or excavator/JCB jib.
Nuclear Restoration Services Limited (Dounreay) are undertaking a series of services upgrades and refurbishment work within the D1310 Laboratories. A Contractor is required to undertake mechanical, electrical and architectural design, refurbishment and commissioning activities.
