The scope of the contract is Provision and Storage of Clean Linen including, but not limited to bedding, towels and patient garments (The Goods). The Nottingham University Hospitals NHS Trust (The Authority) requires a Supplier to provide the Goods and Associated Services in accordance with its specification. Nottingham University Hospitals NHS Trust (The Client) is seeking a Contractor for provision of planned preventative servicing and maintenance (PPM), testing and reactive maintenance for its existing mobile high Efficiency particulate air (HEPA) filtration units at the relevant Premises and Locations; the Nottingham City Hospital and Queen’s Medical Centre. The objective of the contract is to mitigate risks associated with airborne contamination. Ventilation in the clinical setting is vital in reducing the risks of cross transmission. While this is well recognised in areas such as operating theatres, it is considered applicable to all clinical settings. Ventilation works to dilute, disperse and remove particles in the air. This is especially important where patients with respiratory viruses are under the Authority’s care and/or undergoing procedures. A contract was procured during 2020 for the purchase of ~250 mobile HEPA filtration units to complement the existing ventilation measures and mitigate the risk of cross transmission of COVID-19 infections through airborne contamination. The contract was for 5 years and included the initial purchase alongside ongoing servicing and maintenance. It is envisaged the mobile HEPA filtration units are effective at mitigating other potential transmissible infections other than COVID i.e. Other seasonal respiratory viruses, MRSA, Pulmonary Tb, further reducing risks of cross transmission. Therefore, the Authority is currently preparing a business case for servicing and maintenance of the existing mobile HEPA air filtration units on an ongoing basis. To ensure Nottingham University Hospitals NHS Trust (The Client) complies with its responsibilities required by law, Government guidelines and requirements of NHS England, the Client is seeking a Contractor for provision of servicing and maintenance of its fire alarm systems at Nottingham City Hospital, the Queen's Medical Centre and Ropewalk House (The Service). The Service shall consist of ongoing planned preventative maintenance (e.g. testing, servicing and maintenance) as well as reactive maintenance (E.g. responding to faults and failures, subsequent investigation, repair and testing) and subsequent remedial work of the fire alarm system located at each of the Client's properties. It is understood the systems at Nottingham City Hospital (Gent) and Queen's Medical Centre (Ziton) are closed protocol. Suppliers must be suitably qualified to work on and maintain these systems in order to participate in this procurement process. Nottingham University Hospitals NHS Trust (The Authority) is publishing this planned procurement notice is to give as much advance information to the market as possible with regards to the provision of installation, servicing and maintenance of its Vernacare macerator units at Nottingham City Hospital (The Services). The Services will include, but are not limited to, a minimum of 1 maintenance visit per annum, 24/7 call out support and guaranteed next day call out for reactive maintenance. Installation shall be required on an ad-hoc basis e.g. lifecycle replacements. The responses to the Preliminary Market Engagement (PME) exercise carried out in November/December 2025 revealed that materials (e.g. parts, spares etc) for the Authority's macerators are only available from Vernacare. The Authority considered options such as purchasing materials and services separately, however, this would require the Authority to purchase materials (e.g. parts, spares) upfront to enable a supplier to provide the Services. Due to constraints (e.g. Budget and storage availability), the Authority does not have the appetite to purchase and store the volume of materials required to enable a supplier to effectively provide the Services. Therefore, the Authority wishes to contract for provision of Services, including materials, under a single agreement. Based on the above, the Authority is considering awarding a contract to Vernacare in accordance with part 41 of the Procurement Act 2023 (Direct award in Special Cases) based on the grounds due to an absence of competition for technical reasons. only a particular supplier can supply the services required (Namely provision of Services including materials) and there are no reasonable alternatives to those services, i.e.: The Authority would be required to: - Purchase and store materials upfront, or - Replace all existing Vernacare macerator units with an alternative. It is envisaged this notice will inform any interested Suppliers of the planned procurement exercise and the Authority's chosen procurement route.

The purpose of the Services is to update the Physical Condition, Functional Stability, Space Utilisation, Quality, Statutory Compliance and Environmental facets across its Nottingham City Hospital, Queen's Medical Centre and Ropewalk House sites (The Premises and Locations). The objective is to establish a refreshed baseline identifying unpalatable risk across the estate to align with the objectives and targets of the Authority's relevant strategies and to inform an action plan for any remediation that may be required. The Services shall include the six facet surveys and gathering of relevant data in accordance with applicable industry standards whilst ensuring consistency of results between the various surveys required. The Services shall enable the Authority to determine the condition and risk for each facet element and allocate condition categories to its Premises and Locations on a “per facet” basis. Together with a summary of remedial works required, photos of non-compliant areas and estimated costs to bring each facet to a safe and acceptable condition, the six facet survey shall assist the Authority in prioritising budget allocation to the relevant critical areas. This information will support the Authority’s backlog maintenance reporting and Estates Return Information Collection (ERIC) information. To enable successful provision of the Services, as a minimum, the Supplier shall: a) lead on the production and collation of relevant asset survey reports b) provide the Services: (i) in accordance with the Authority’s budgets (ii) in line with its Programme c) ensure successful outcomes achieving the Authority’s required level of quality d) provide technical management of the survey including, but not limited to, survey activities, data collection and production, access and Permits [DS1] to Work under the direction of the Contract Manager e) collate the data captured during the relevant surveys and develop of a detailed overarching technical report that will enable the Authority to develop its subsequent estates strategy f) provide programme support and progress updates to the Authority’s relevant staff via project team meetings on a monthly basis

The NRC wants to provide state of the art rehabilitation flats within in the NRC, with the underpinning goal of the project being the assimilation of patients to life after discharge. The rehabilitation flats need to be a domestic environment where patients can live independently prior to discharge but they also provide an opportunity to showcase and trial equipment patients may be able to access in the community. These flats will provide patients and their families an opportunity to live in a domestic setting whilst in the safety net of the centre, aiding confidence and the transition between the NRC and discharge home. The NRC are looking to install domestic modifications of sanitary wear and living aids such as wet rooms, shower aids and hoists to make activities of daily living easier for patients following severe injury or illness.
