To provide a glass replacement fitment service to the Purchaser's Class 170/195/331 units. To be achieved by providing suitably qualified services teams, compliant glass parts, materials and the necessary tools and equipment as specified by the train manufacturer to safely carry out the services. This is not a new contract opportunity, but rather a VEAT notice to inform the market that the contracting authority is seeking to extend its existing contract for the provision of a Glass Replacement Fitment Service with PSV which is due to expire on 13th of March 2025. The extension will be for a period of three years, terminating on the 13th of March 2028. The Contracting Authority are looking to use exemption under reg 50, C (ii) "technical grounds" as a waiver to undertaking a competitive tender process. The proposed extension of the contract is based otherwise on substantively the existing terms and conditions and does not render the contract materially different in character.

A contract has been awarded for the provision of fully managed depot security services across multiple operational railway depots. The contract delivers 24/7 static guarding and security support, including access control, patrols, incident reporting and asset protection. The services ensure compliance with health and safety requirements, data protection obligations, and security industry standards, while protecting staff, visitors, contractors, rolling stock, and the physical assets and facilities required to support safe and continuous railway operations.
Train Planning Software and Implementation Services
Northern Trains Limited (NTL) is procuring the supply, implementation and support of a Train Planning (Timetabling and Diagramming) software solution.
The solution will be used by NTL's Service Planning function to support the development and delivery of operational plans, including:
Planning and development of timetables for submission to Network Rail, in line with industry planning cycles and coordination with other operators.
Creation of crew diagrams to maximise coverage of timetabled services using available resources.
Creation of unit diagrams to allocate rolling stock types to services within the NTL fleet (excluding allocation of specific units).
The scope includes the implementation of the solution, associated configuration, data migration, integration, testing, training, and support services.
The successful supplier will be required to:
Deliver a fully operational production system by March 2027.
Support a period of parallel running prior to go-live.
Deliver system and operational cutover with no material impact on business-as-usual activities within the NTL Service Planning function.
Northern Trains Limited intends to enter into a contract with the National Parking Platform (NPP) for the provision of digital parking payment services across the NTL car park estate. The service replaces the existing arrangement and will enable customers to pay for parking via any participating platform, using a single NPP issued location code.
The National Parking Platform operates as a central data and payment integration hub, aggregating transaction data from all participating parking payment providers and supplying consolidated reporting to parking operators for financial and enforcement purposes. This approach increases customer choice, supports industry innovation, and reduces commission costs compared with existing market solutions.
Assessments of Newton Heath's current capacity and capabilities show significant constraints that would prevent the planned timetable for new trains being achieved. 5 key issues have been identified and this project is proposed to evaluate the feasibility and define the optimum option to resolve these issues. This lays the foundation for future design and construction projects to be established upon completion of this feasibility and option selection project.
In order to identify the optimum solution to address the issues identified at Newton Heath above, a feasibility and option selection project is required. An external supplier will be procured to produce the following deliverables:
Survey strategy and reports from specific surveys.
Risks, issues, assumptions, and dependencies log.
Compliance with safety and design assurance requirements.
Overall feasibility report including constructability assessment and concept design.
Options identification report containing appraisal of possible options.
Single option agreement in principle - define the preferred single option for each scheme and obtain agreement in principle with stakeholders.
Preliminary design - multidisciplinary design of the selected single option.
Design specification of requirements for inclusion in the ITT pack for design stage.
Northern Trains Ltd, is a Train Operating Company (TOC) that operates passenger rail services in the north of England. Northern Trains Ltd is publishing this notice to establish a contract with a single supplier to carry out a feasibility study on Newton Heath Depot.
The nature of the arrangement is that services will be supplied under a JCT Consultancy Agreement.
Where used throughout this notice, the meaning of Train Operating Companies includes all and any of those train operating companies who, currently or in the future, provide services for the carriage of passengers by railway:
