The contracting entity intends to establish a Framework Agreement for the supply of Non-SF6 36 kV outdoor circuit breakers. Circuit breakers shall incorporate vacuum interrupters and be dead tank design, complete with marshalling/mechanism cabinet. This Framework is for a period of five (5) years with the option, exercisable exclusively by NIE Networks, to extend the contract for up to a further three (3) years. The total value of the Framework Agreement is estimated at between £7.6 million and £8.64million.
The Contracting Entity intends to establish a Framework Arrangement under which it shall appoint Economic Operators to enter into separate Framework Agreements for the Supply of Fluid Immersed 33/11.5 kV and 33/6.9 kV Power Transformers. The Framework Agreement will be for a period of five (5) years with an option, exercisable entirely at the discretion of the Contracting Entity and subject to the terms of the Framework Agreement, to extend by a further optional period of up to three (3) years, with a total potential duration of eight (8) years.
The Contracting Entity estimates that the total spend under the Framework, based on current requirements, is anticipated to be between £30 million and £36 million.
The Contract Entity intends to establish a Framework Arrangement under which it shall appoint Economic Operators to enter into separate Framework Agreement for the provision of Programme and Project Services Resource Augmentation across a number of separate lots. Each framework will be for a period of three(3) years with an option, exercisable entirely at the discretion of the Contracting entity of up to four(4) years, with a total potential duration of seven (7) years.
This engagement ensures that the critial operations system, Oracle Network Management System (NMS)1 maintenance and licencing remains in place. Given NMS’ integral role in NIE Networks’ network operations outage management, fault and emergency response and storm escalations, it is essential to maintain NMS and ensure it is fully supported so that continuity of service can remain. As this supplier has intellectual property rights only this supplier can supply the services required, and there are no reasonable alternatives.
NIE Networks has a requirement for the provision of Construction, Refurbishment &
Restringing of Transmission Overhead Lines (Framework Agreement).
The works required under this Framework Agreement will be carried out on 33kV (tower lines only), 110kV and 275kV steel and woodpole structures and will include asset replacement, refurbishment, uprate and new build type works as well as facilitating fault & emergency works (Works).
The Works are divided into 2 Lots and will include but not be limited to the following:
Lot 1: Transmission Rolling Programme Works including but not limited:
i) Refurbishment of 275kV steel tower overhead lines;
ii) Refurbishment of 110kV steel tower overhead lines (single and dual circuit);
iii) Refurbishment of 110kV wood pole overhead lines
iv) Transmission wood pole replacement;
v) Refurbishment of 33kV steel tower overhead lines (single and dual circuit);
vi) Provision of day rate resources; and
vii) Fault & emergency works.
Lot 2: Projects can include but not limited to the following:
i) New build works on single and dual circuits operating at 33,110 & 275kV voltages;
ii) Asset replacement works on single and dual circuits operating at 33,110 & 275kV
voltages;
iii) Uprate works on single and dual circuits operating at 33,110 & 275kV voltages;
iv) Provision of day rate resources; and
v) Fault & emergency works.
The purpose of this Procurement is to identify and assess potential contractors with a view to awarding Framework Agreements to provide transmission overhead line Works throughout Northern Ireland.

The framework agreement will be for a period of five (5) years, subject to satisfactory performance review, with an option, entirely at the discretion of the contracting entity, to extend by a further optional period of up to three (3) years, with a total potential duration of eight (8) years.
In order to maintain existing operations in respect of the Supply of Ducting, a direct award is required to source these items from the incumbent supplier of existing contract C241. The value of this direct award is anticipated to be up to £975k. A renewal procurement process is underway.

NIE Networks wishes to appoint a Contractor to develop, supply, deliver to site, site testing and commission a remote monitoring and data acquisition system. The project will support NIE Networks and System Operator Northern Ireland (SONI) in calculating the rating of 110 kV overhead lines (OHLs) in Northern Ireland, taking account of the cooling effects attributable to local weather conditions.
NIE Networks wishes to award a Framework Agreement for the provision of Specialist Communications Services. NIE Networks wishes to procure services in the following and related areas:
The Supplier will be expected to support the company on general communication requirements, as well as implementing plans and delivering communication services.
The contracting entity intends to establish a framework arrangement under which it shall appoint economic operators to enter into separate framework agreements for the Supply and Installation of Low Voltage Monitors in two (2) Lots:
Lot 1: Supply and installation of Low Voltage Monitors for pole mounted secondary substations; and
Lot 2: Supply and installation of Low Voltage Monitors for ground mounted secondary substations.

The Contracting Entity intends to establish a Framework Arrangement under which it shall appoint Economic Operators to enter into separate Framework Agreements for the Supply of 11kV and 33kV Joints and Terminations across separate lots. Each Framework Agreement will be for a period of five (5) years with an option, exercisable entirely at the discretion of the Contracting Entity and subject to the terms of the Framework Agreement, to extend by a further optional period of up to three (3) years, with a total potential duration of eight (8) years. The Contracting Entity estimates that the total spend under the Framework, based on current requirements, is anticipated to be between £2.9m and £5.34m.
NIE Networks intends, following the process outlined in this Invitation to Tender, to appoint Suppliers to enter into a Framework Agreement for the provision of the Services , as detailed below.
The main scope of responsibilities will include the following:
• Management and operation of all the infrastructure elements that the OTN comprises. This will include the management of third parties who undertake specialist functions, e.g. rigging, tower inspections & fibre works.
• Responsibility for the maintenance and provision of end-to-end connectivity down to individual circuit level between various points on the Customer’s networks.
• Provision of a single point of contact for all matters concerning the operation and management of the OTN.
• Provision of a single point of contact for all matters concerning the cybersecurity of the OTN
• Provision of in-house NOC, SOC and SIEM
• Procurement of services and equipment from third-party providers.
In order to maintain existing operations in respect of the Supply of Metal Cladding Enclosures, a direct award is required to source these items from the incumbent supplier of existing contract C313. The value of this direct award is anticipated to be up to £1.07 million. NIE Networks intends to conduct a renewal Procurement process commencing 2027 for award in early 2028.
In order to provide capacity for customer connections, network development projects, and to provide system spares, a direct award is required to source additional panels to extend existing 33kV Switchboards. Compatible extension panels are required from the existing Original Equipment Manufacturer. The value of this direct award is anticipated to be up to £2.40 million.
Ballylumford Substation is a critical transmission node on the network enabling access for conventional generation and the Moyle Interconnector to the Northern Ireland Transmission Grid. The 110kV indoor AIS switchgear located at Ballylumford was manufactured in 1966 and has been highlighted for replacement based on asset condition.
This procurement was for design, engineering, procurement, delivery, construction, installation, testing and commissioning of a new 110Kv GIS substation.
