The Authority wishes to procure a Supplier that can design and deliver: • Business transformation (Interim and Target Operating Models) to: o Improve and standardise ways of working across the Authority; o Maximise the use of available resources and enhance staff skills; o Increase organisational efficiency, substantially reduce the significant reliance on paper across the courts and tribunals system and to maximise return on investment by the Authority; o Support the Authority to deliver cultural changes required to embed new ways of working, secure the confidence and participation of key stakeholders and justice partners to operate within a digital-first environment; o Help deliver improved outcomes; and o Support the delivery of user-centric designed services. • A new digital solution (Themis) that must: o Safeguard the delivery of business-critical services and functions, interfacing or integrating as appropriate with Causeway and other essential digital systems, tools, and services; o Support improved business processes with increased automation and achieve a substantial reduction on the reliance of paper-based administrative processes, including the lodgement of applications and evidence (which can exceed thousands of pages depending on case type). o Provide GDPR (General Data Protection Regulation) / information management / security / PCI (Payment Card Industry) compliance whilst reducing the significant need for the storage of paper-based records by the Authority and judiciary. o Provide integrated modern payment, transaction and communication channels that reduce the reliance on paper and traditional channels; o Provide real time management information and automated workflow; and: o Support service delivery reflective of the new operating model design and service user needs.

The Enforcement of Judgements Office (EJO) is a branch of the Northern Ireland Courts and Tribunals Service (NICTS) which is an agency of the Northern Ireland Department of Justice (DoJ).The EJO is the statutory body in the jurisdiction of Northern Ireland for the enforcement of Civil Court judgments in respect of money, goods, property and land. The EJO has a number of statutory officers who are appointed to carry out its obligations, namely a Chief Enforcement Officer, his Deputy and a number of staff who are appointed as Enforcement Officers. Enforcement Officers will be the primary persons who will take forward the obligations on behalf of the EJO. In carrying out the obligations the EJO require the services of a removal company. It is anticipated that the contract will commence on 01 October 2023 and will run for an initial period of five (5) years with the option of a two (2) year extension. The Northern Ireland Court Funds Office (CFO) is an office within the Northern Ireland Courts and Tribunals Service (NICTS), an Agency of the Department of Justice (DOJ). The function of CFO is to administer and manage funds which are brought under court control for a variety of reasons. These include: • where money is awarded to a minor in a civil action; • where a person (a patient) is deemed to be incapable of managing their financial affairs because of mental incapacity; • where monies are lodged in satisfaction or against costs as a token of intention to proceed with litigation. CFO appoints an Investment Manager (the Manager) to provide professional investment management services in relation to the investment of these funds. The service includes making investment recommendations for a client’s funds according to the circumstances of the case, operating a sponsored CREST membership for CFO and processing investment transactions as directed. This service is an advisory service only, as funds can only be invested on the direction of the court. Currently, the role of CFO is overseen by the Court Funds Judicial Liaison Group (JLG), which comprises the Accountant General, members of the judiciary and independent members. The purpose and scope of the contract is to ensure that the quality of advice provided by the Manager is adequately assessed and investment recommendations made in respect of CFO clients are robustly challenged. The NICTS wishes to establish a contract with a single supplier for the provision of quality court transcription services that will meet the current business needs. The provision of Court Transcription Services is a mandatory service which is governed by The Criminal Appeal (Northern Ireland) Rules 1968 (Rules 24-29). In addition, the Judicature (NI) Act 1978 (S16 (1) and S46(1)) specifies ‘courts of record’, which includes the High Court, Crown Court, Family Care Centres and Coroner’s Courts.
