The Authority wishes to award multiple contracts for a range of Skills Bootcamps for the DfE's Wave 4.
The procurement falls under Section 7 Social and Other Specific Services of the Public Contract Regulations 2015, and will follow the principles of regulation 27.
On 1st April 2023 North Yorkshire Council, a single new unitary Council will replace North Yorkshire County Council and it’s seven Districts/Borough; this is following a Local Government Review. Any Contracts entered into prior to this date will novate to North Yorkshire Council automatically, these include contract for Authorities as listed below:

North Yorkshire County Council aims to establish an approved provider list to facilitate commissioning by the Locality Boards to develop educational provision and practice within the area, through collaboration and agreement of shared priorities, which include both school improvement and services for children with SEND.
The Framework will also support wider work for school improvement in relation to schools causing concern and any other school improvement externally commissioned support services.
The Authority wishes to award contracts for Home to School Transport and Local Bus Services; primarily in the districts of Scarborough, Selby and Hambleton, with some additional miscellaneous contracts in other districts ("the Contract"). North Yorkshire County Council are seeking to award a contract for the provision of a Passenger Transport System. The councils Passenger Transport and Home to School Transport Teams use an in-house developed system (PARIS) to support much of the work they do. This was built over 20 years ago using Oracle development tools and has been continually developed during that time; however, it is becoming increasingly difficult to support and further develop for a number of different reasons. The Authority has many corporate systems in place covering centralised management of related functions (e.g. finance, schools and customer portal), and we would expect the new solution to support interaction with these systems rather than providing duplicate functionality.
The Home from Hospital service (the Service) will support safe and timely hospital discharges across North Yorkshire. The Service will prioritise support to Pathway 0 and Pathway 1 discharges, with support to Pathway 2 discharges (those returning home following time in an intermediate care bed) as capacity allow The Service will provide short term person-centred practical help and support co-ordination, to people aged 18 or over, who are leaving or have recently left hospital. This shall include those having day procedures or from A&E.
The Authority wishes to award a contract in respect of Universal Youth Services which will be split into two Lots. Lot 1 is for Enhanced Youth Provision provided by Voluntary and Community Groups and Lot 2 is for the Provision of Youth Clubs
North Yorkshire County Council would like to appoint a provider to provide a carers support service across North Yorkshire for Adults and Young Carers. The contract is divided into lots.
The overall objective of this service is to provide Planned Preventative Maintenance (PPM), Responsive Repairs and Planned Repairs to ensure that all Emergency Call Systems, Emergency Lighting Systems, Fire Alarm Systems, Fire Curtain Systems, Intruder Alarm Systems and Panic Alarm Systems under this agreement meet health & safety requirements and are maintained appropriately to Properties within the County of North Yorkshire and surrounding Council Authority Areas districts.
North Yorkshire County Council (NYCC) in partnership with the seven District/Borough housing authorities developed a Young People’s Pathway model (YPP), called ‘Young People’s Housing Solutions @ The Hub’ in 2011. YPP provides a multi-agency service across the County to young people aged 16-25 years who may be homeless or at risk of homelessness. It is an operational and strategic partnership between statutory and voluntary agencies.
The Authority will only accept tenders from suppliers that can deliver both Pathways, Pathway 1 - Prevention and Reconnection and Pathway 2 - Managed Accommodation with Support Service (24/7 and Move On).
The Authority has awarded a multi supplier framework agreement in relation to the provision of a Management Information System (MIS) and a Financial Accounting System (FAS) for use in public sector educational establishments throughout England and Wales .This includes, although is not limited to: nurseries, primary schools, secondary schools, academies and multi-academy trusts.
This framework will be available to all Local Authorities and all public sector funded education establishments throughout England and Wales. The Authority wishes to award a contract(s) for Independent Advocacy Services (Lot 1); Independent Health Complaints and Advocacy Service (Lot 2) ; Advocacy Services for Children and Young People (Lot 3) (“the Contract”). This Contract is being tendered as an Open process in accordance with regulation 27 of the Public Contracts Regulations 2015 as amended. The Contract will be for a period of 3 years with an option to extend for a further period of up to 2 years, and then a further extension of up to 2 years. Therefore, the total possible Contract duration is 3 years+2 years+2 years. 2.5. The anticipated annual value of Lot 1 is £609,112 (total contract value £4,263,784); the anticipated annual value of Lot 2 is £121,041 (total contract value £847,287); the anticipated annual value of Lot 3 is £68,000 (total contract value £476,000), therefore the anticipated value of the Contract is £5,587,071.
