NYC Health and Adult Social Care - Care and Support Hubs
North Yorkshire Council (the Authority) is requesting information from suppliers to help determine the scope and feasibility of its requirement, to understand the range of potential solutions available in the market. The Authority is seeking a supplier to construct Care and Support Hubs (CSH) for specialist residential care, including dementia and transition care from Hospital to Home. The requirement will include 5 sites in North Yorkshire, (Harrogate, Scarborough, Selby, Hambleton and Craven).
The Authority is seeking a contractor to predominantly deliver the construction work, however there maybe the requirement to undertake contractor designed portions; where this is a requirement it will be defined within each contract per construction build.
Management of Gypsy, Roma and Traveller Sites including Domestic Abuse Support to Residents
The North Yorkshire Council (the authority) is keen to understand where the market stands in terms of overall Site Management of Gypsy, Roma and Traveller Sites including provider Domestic Abuse Support to the Residents.
The Authority is seeking to engage with suppliers who have experience this market to help it refine the requirements of the procurement exercise and the likely timescale for producing this work. This process will also assist the Authority in identifying the potential budget required.
North Yorkshire Council is seeking to establish a Term Service Contract for the survey, supply, installation, inspection, and maintenance of stairlifts and through floor lifts across domestic properties within its geographical boundaries. The contract will initially run for two years, with the option to extend annually up to a maximum of four years. The estimated annual value is £1.5 million, with a total potential value of £6 million over the full term. The scope includes: Installation of new and recycled stairlifts (straight and curved) and through floor lifts. Associated building works, electrical works, and compliance with all relevant regulations (CDM 2015, LOLER, BS standards). Provision of a five-year warranty, servicing, and repairs under warranty, plus a 24/7 call-out service. Removal, storage, refurbishment, and reinstallation of equipment in later years. Secure storage facilities for recycled lifts and parts within 45 miles of Harrogate. Contractors must demonstrate competence, hold appropriate accreditations (e.g., NICEIC, Gas Safe), and ensure operatives have valid DBS checks. Compliance with health and safety, data protection, and safeguarding requirements is mandatory. Performance will be monitored through Key Performance Indicators (KPIs), quarterly reporting, and customer satisfaction surveys. Failure to meet standards may result in low service damages.
The Authority intends to procure a Contractor to deliver a comprehensive upgrade of multiple traffic signal-controlled junctions within Scarborough. The works will involve the replacement and modernisation of existing traffic signal equipment, improvements to pedestrian crossing facilities, installation of new detection systems, civil engineering works, and commissioning of upgraded traffic management technology.
The required works include the supply, installation, configuration and testing of new LED signal heads, pedestrian demand units, associated cabling, controllers, poles and street furniture. The Contractor will also be required to complete all associated civil engineering works, including the installation of ducts, chambers, cabling routes, alterations to kerbs and tactile paving, adjustments to road studs, and modifications to footways and surfacing where needed.
The project includes upgrading junctions to operate under MOVA control, including installation of MOVA loops, additional detection, and the full commissioning and validation of MOVA operation. Factory Acceptance Testing and Site Acceptance Testing must be carried out in accordance with national standards and the Authority's requirements. Existing equipment will be retained or replaced as specified, and a new wireless antenna will be installed at one junction to support future communication links.
Road markings will be refreshed or amended as required. All electrical and signalling installations must comply with the relevant British Standards, guidance in the Traffic Signs Manual, the Traffic Signs Regulations and General Directions, and the Design Manual for Roads and Bridges. The Contractor must supply all necessary materials, equipment and labour to complete the works to the required standards. All supplied equipment must be new unless otherwise agreed with the Authority.
A Construction Phase Plan, risk assessments, method statements and all health and safety documentation must be provided in accordance with CDM Regulations. The Contractor will coordinate with the Authority and its design and traffic signal teams throughout delivery and will be expected to attend progress meetings, site inspections, testing sessions and handover activities. The Contractor must also provide all required as‑built information, manuals, commissioning certificates, and warranty documentation.
The estimated contract value and delivery timeline are indicative only and may be subject to change as the procurement progresses and further project information becomes available. Work scheduling must take account of local traffic sensitivities, including school holidays, peak periods and any restrictions on working during the summer season.
The contract will be awarded under the NEC4 Engineering and Construction Short Contract. The Contractor must comply with all requirements for quality, safety, environmental responsibility and social value as set out by the Authority. Sustainability considerations, minimising disruption to road users, and efficient programme management will be essential to successful delivery.

North Yorkshire Council aims to establish an arrangement to facilitate commissioning by the Locality Boards to develop educational provision and practice within the area, through collaboration and agreement of shared priorities, which include both school improvement and services for children with SEND.
The requirement is to develop a list of Service Providers who can deliver an increased range of therapeutic support services to families and individuals. This requirement has arisen from the regions intention, supported by but not dependent on the Government's Adoption Support Fund Initiative to improve support to adoptive families and others.
By having access to a wide range of therapeutic interventions we plan to be able to offer a wide range of interventions which can support those families and individuals with a range of needs. These needs will be identified by an assessment conducted by relevant officers in each local Region.
This will include extra care and related schemes. This is likely to result in a number of individual procurements in various areas cross North Yorkshire.

Oral health is an integral part of overall health. A significant proportion of the population in England experience very good levels of oral health. Successive oral surveys have shown that child and adult oral health has been improving over the past 30 years. However, the vulnerable, disadvantaged and socially excluded groups are at greater risk of oral diseases affecting their teeth, gums, supporting bone, and soft tissues of their mouth, tongue and lips. The most prevalent oral disease amongst children and young people (CYP) in England is tooth decay. In the 2023-24 survey of 5-year-olds in England, the national prevalence of children with enamel and/or dentinal decay was 26.9%. Regionally, this ranged from 23.3% in the East of England to 36.8% in the North West. Children living in the most deprived areas of the country were more than twice as likely to have experienced dentinal decay (32.2%) as those living in the least deprived areas (13.6%). Data from the epidemiology programme shows that there is wide variation across Yorkshire and the Humber in the decay experience of 5-year-olds. The greatest prevalence is seen in the most deprived areas. The Authorities are seeking a Provider that will work with a range of health, educational and social care partners and communities to deliver evidence informed oral health improvement programmes that meet local needs and impact on health improvement. The Oral Health Promotion Service will aim to encourage identified individuals, groups and communities for example children, young people, adults living in a residential care homes, adults with a learning disability or severe mental illness, and inclusion health groups to maintain and improve their oral health. There will be two core elements to the Oral Health Promotion Service: • Supervised Tooth Brushing Programme • Oral Health Training and Development of wider workforce.
The Authority requires a Statutory Advocacy service to include all Advocacy Services required by Law, specifically: Statutory Advocacy as per the Care Act 2014; Independent Mental Capacity Advocacy (IMCA) and Relevant Person’s Representative (RPR); Independent Mental Health Advocacy; Non-Statutory Advocacy.
North Yorkshire Council (NYC) developed a Young People's Pathway model (YPP), called 'Young People's Housing Solutions @ The Hub' in 2011. YPP provides a multi-agency service across the County to young people aged 16-25 years who may be homeless or at risk of homelessness. It is an operational and strategic partnership between Children and Families Services and Housing.
The YPP was developed in response to the requirements arising from the 2009 "Southwark Judgement" and the subsequent Department for Children, Schools and Families guidance to Children's' Services and Local Housing Authorities (April 2010) which sets out local authorities' duties to secure accommodation and support for homeless 16 and 17 year olds. It assists the Authority in meeting their statutory obligations to young people who are in or leaving care and meets the prevention and main housing duty of the Authority. This ensures they are protected and enabled to lead independent and fulfilling lives through the provision of quality services.
The partnership approach provides a clear and consistent pathway, regardless of where in the County the young person requests assistance, maximising the effective use of resources, staff skills and expertise to prevent homelessness, the associated negative consequences and provide accommodation options.
North Yorkshire Council is the Statutory Harbour Authority for Scarborough Harbour. The Council is seeking a fuel supplier to provide, marine fuel direct to the vessels in the harbour, which will also include the provision of a fuel tank for storage.
